Work is now underway to prepare for the transition to the new unified Probation model and the creation of the new Probation regions. This Project Officer role will be responsible for assisting the NPS Regional Head of Business Strategy & Change and the NPS Midlands Regional Transition Lead in planning and delivering the transition implementation plan including providing secretariat support to the East and West Midlands Transition board and Transition subgroups. Experience of project planning, implementing change projects and basic financial analysis is essential. This role will require excellent organisational skills, the ability to communicate effectively and a willingness to work independently and flexibly.

This is a temporary post until 30th June 2021. Ideally, the successful candidate for the West Midlands region will start in post ASAP. The start date for the East Midlands Project Officer is to be confirmed.

Overview of the job

The system change team will be part of the central DDC team but with a matrix line into the Divisional DD. They will deliver against an agreed national change programme. An initial priority will be ensuring integration between NPS and CRC. In Wales these will include integration with Probation / Prisons and therefore solid line into HMPPS Wales.

Summary

The Project Officer role is responsible for assisting the System Change team in helping Deputy Directors to improve the planning and delivery of change programmes, with particular emphasis on continuous improvement and the increased effectiveness of operational processes between the NPS and CRCs.

Responsibilities, Activities and Duties

The job holder will be required to carry out the following responsibilities, activities and duties:

  • Implementation of change management projects
  • Assist in the development of Divisional change plans
  • Assist in the coordination of delivery of Divisional change projects
  • Assist and support the analysis and planning of HQ change initiatives through the provision of key Divisional insight
  • Provide information and support in the review of Divisional change programmes
  • Assist in providing Divisional information to the HQ team
  • Obtain feedback from key project stakeholders regarding critical project milestones to update the system integration team with project
  • Support the system integration team with the development of detailed project plans, project schedules, project estimates, resource plans, and status reports
  • Track key project milestones and adjust project plans and/or resources to meet needs of Divisional and HQ stakeholders
  • Communicate major milestones and identify potential project risks; conduct regular status meetings to review project activities
  • Utilise project management processes and methodologies to ensure projects are delivered on time, within budget, adhere to high-quality standards, and meet customer expectations
  • Translate project requirements into project objectives and tasks
  • Responsible for managing P&L and reporting progress of the project on an ongoing basis

Technical requirements

NVQ Level 3 or equivalent in a relevant subject (or appropriate practical experience)

Microsoft: Word, Excel, Outlook, and PowerPoint (or equivalent i.e. Lotus Notes)

The base for these posts can be flexible within the region however there would be frequent travel across the East & West Midlands regions and an expectation that the successful West Midlands Project Officer spends 2 days per week in Lower Essex Street, Birmingham, and the East Midlands Project Officer spends at least 2 days per week at Corporation Street, Lincoln.

Working Arrangements & Further Information

Standard working hours are 37 hours per week excluding breaks which are unpaid.
