We are currently undertaking a first-of-its-kind Change Programme aimed at delivering pioneering judicial services that better serve the public, and with over £1 Billion of funding this is the most ambitious programme of its kind anywhere in the world.

The Programme includes modernising the court estate, utilising the latest technology to digitise services where appropriate, speeding up and streamlining working practices, refurbishing buildings to reduce maintenance costs and provide much improved services for service users, especially vulnerable witnesses and victims.

Crime Programme

The Crime Programme is a key part of the HMCTS Change Programme and is also delivering key aspects of the Crown Prosecution Service’s CJS Strategy & Action Plan (who are delivering the Programme in partnership). It is a business transformation programme which will enable the criminal justice system, and the individual agencies working within it, to fundamentally change the way they work, to be more efficient and effective and deliver a better service for society and taxpayers.

For the first time, criminal case information will be kept together in one place, instead of being re-entered and replicated on numerous different systems. Parties will be able to access and update the same data set based on their security profile and associated access rights. The initial focus is on processes and systems in HMCTS and CPS, and the interfaces with the legal defence community, Police, NOMS and other prosecuting authorities with respect to cases heard in the Magistrates’ and Crown Courts in England and Wales.

Role Summary

The Programme Management Office (PMO) team’s core purpose is to ensure successful delivery of the Crime programme by providing specialist expertise, knowledge and facilitation across all projects. The team ensures proper governance procedures are in place and that project/programme methodologies are embedded and adhered to.

The PMO is also the central point of contact for the Project/Delivery Managers, assisting with the management of their projects as well as challenging them to ensure that they are adhering to processes and providing information in a timely manner for internal and external reporting on the Programme.

As a PMO Officer you will be responsible for ensuring that programme related administrative support services across all projects are in place and that there is effective communication between the programme and business. This role will give you a fantastic opportunity to learn how a large and complex portfolio operates as well as develop a broad range of effective business skills.

Key Responsibilities

  • Oversee day to day management of the PMO Administrative team (lead and manage a team of Band D and Band E staff)
  • Management of the end-to-end procedures relating to all aspects of the project lifecycle
  • Monitor the delivery of work streams against plans, chasing and challenging progress as appropriate
  • Provide Governance & secretariat support by completing end-to-end processes relating to the Programme Board/Design Authority/Technical Design Authority groups
  • Provide secretariat support to steering groups
  • Assist the PMO Manager with drafting documentation and reports, and preparing procedure and guidance documentation in conjunction with Project Managers;
  • Identify and resolve operational problems, escalating more complex and difficult issues upwards to relevant members of the Programme team
  • Assist with the support and maintenance of “best practice” in Programme processes
  • Apply Continuous Improvement principles, tools and techniques to working practices to improve efficiency of operations
  • Provide support to the Programme Director by way of setting up meetings, calendar management & answering queries as they arise
  • Oversee and manage performance trackers, workload pressures and resources relating to the Administrative team

The post holder is required to work in a flexible way and undertake any other duties reasonably requested by line management which are commensurate with the grade and level of responsibility of this post.

Key Requirements

To be successful in this role, you should have the following:

  • Experience of building productive relationships with internal and external Stakeholders such as project managers and business owners; including the identification of risks, issues and dependencies and seeking agreements/trade-offs to keep delivery on track;
  • Ability to work to tight timescales, managing your priorities and ensuring delivery of quality products;
  • Ability to communicate clearly to a non-technical audience.

It would be advantageous if you have:

  • Previous experience in a Project or Programme environment, including:Analysis to determine impacts of changes and inform strategic decision making;
  • Creation and maintenance of delivery plans, ideally for a portfolio, so that delivery, costs and benefits can be identified and managed;
  • Identifying, managing and resolving strategic risks and issues so that delivery remains on track;
  • Dependency identification and management so that accountabilities and responsibilities are clear and can be tracked;
  • Knowledge of project and/or programme management methodologies (Agile, Waterfall, MSP etc).

Working Arrangements & Further Information

Some of MoJ’s terms and conditions of service are changing as part of Civil Service reform. The changes will apply to staff joining MoJ who are new to the Civil Service. Staff joining MoJ from other civil service employers will transfer onto the new MoJ terms if they are already on 'modernised' terms in their current post or onto 'unmodernised' MoJ terms if they are on 'unmodernised' terms at their current post.
