Background:

The courts and tribunals in England and Wales have been allocated unprecedented funding of almost £1billlion for a modernisation programme that will use new technology and ways of working to transform our justice system. This will enable HM Courts & Tribunals Service, working in partnership with the judiciary, to create a system that is proportionate and accessible and that better meets the needs of the people it serves. This is the most ambitious programme of its kind anywhere in the world.

One of the key pillars of the modernisation of the court and tribunal system is reform of the court and tribunal building estate. The investment in modern technology and digital access, means that in future we will need fewer buildings, and they will need to be more flexible and efficient. The increasing use of digital services direct to users is also expected to reduce the need for some users to attend hearings in person.

The court and tribunal estate has already reduced in size in recent years from close to 450 buildings to around 350, as we have released spare capacity, and consolidated into fewer sites. As our services are modernised, we expect to need fewer court and tribunal buildings, and we will be further rationalising our estate over the next five years, alongside a number of projects to upgrade services for the benefit of the public who use them. The current building estate is diverse with many of our court and tribunal buildings not in a good condition. There are also many heritage sites, or other unique buildings, which present a challenge to maintain and bring into the 21st Century. The rationalisation of our estate will therefore happen alongside our thinking about how to improve the buildings that we retain in the long term, ensuring they are fit for purpose in a reformed system, and can be sustainably maintained.

The Property team within HMCTS is responsible for ensuring the provision of all property services necessary to enable the delivery of HMCTS objectives. Property is core to HMCTS, providing the facilities through which we can fulfil our obligations – and aspirations. Working closely with the HMCTS Reform Programme we are embarking on a transformation of our property to make our facilities not only fit for purpose but enablers of our vision for the future.

The Role:

  • Working within the Capital Planning Team, internal Project Sponsors, technical advisers and external Project Managers to provide commercial support in the development of all capital maintenance project proposals, proactively bearing down on all cost components.
  • Work with internal Project Managers and others within the HMCTS Property Directorate to help identify optimal commercial delivery solutions for major investment projects.
  • Use commercial information to conduct financial reviews of ‘in-flight’ HMCTS projects to provide assurance that value for money is being received, including benchmarking at key stages within the RIBA Plan of Work process.
  • Undertake value management and other challenge activities in relation to planned and active projects and programmes, by value engineering and leading value engineering workshops.
  • Measurably demonstrate savings achieved across the different programmes as well as individual project level, including referencing relevant industry benchmarks.
  • Challenge of all papers coming to HMCTS’s Property Directorate’s Investment Sub-Board and Property Board
  • Build on cost models being developed by the Property Directorate’s Design Guide team, under a separate commission, making them fit for purpose for use with a wider range of enabling works/refurbishment projects
  • Working across the Property Directorate, drive up the internal commercial capability. Improve the understanding of the interaction between quality, time and price in achieving value for money outcomes.
  • Liaise with customer representatives and third parties on commercial issues including agreement of variations, claims and any additional payments.

Key Responsibilities:

  • Build positive relationships across the various teams within the HMCTS Property Directorate, and more widely across the Ministry of Justice (e.g. Commercial & Contract Management Directorate)
  • Develop a good understanding of the procurement processes, procedures and reporting used by HMCTS
  • Develop a good understanding of our projects and programmes
  • Actively seek to improve processes and procedures
  • Challenge costs and resources attributable to a range of projects across the HMCTS Property Directorate portfolio
  • Undertake high level benchmarking of costs
  • Develop and maintain a ‘savings chart’ to quickly demonstrate quickly the value-add of the appointment
  • Ensure robust, accurate and timely cost and value reporting at both project and programme level
  • Ensure that commercial processes are adhered to across the HMCTS Property Directorate

Flexible working options

HMCTS offers a flexible working system in many of its offices with up to two days a week working at home and the opportunity for compressed hours of 5 days in 4 etc.

Travel

Occasional travel to other sites for meetings is required for this post.

Some of MoJ’s terms and conditions of service are changing as part of Civil Service reform. The changes will apply to staff joining MoJ who are new to the Civil Service. Staff joining MoJ from other civil service employers will transfer onto the new MoJ terms if they are already on 'modernised' terms in their current post or onto 'unmodernised' MoJ terms if they are on 'unmodernised' terms at their current post. Details will be available if an offer is made.
