New recruits to the Civil Service joining MoJ are expected to join at the band minimum. These positions are available for external applicants as well as existing civil servants on level transfer or promotion. Secondments and loans will be considered on an individual basis.

Background

Her Majesty’s Court and Tribunals Service is an agency of the MoJ and provides the supporting administration for the judiciary across England and Wales.  It delivers services to the public directly in court and tribunal buildings, remotely via business centres and some limited services via the internet.

There are high expectations of all staff regardless of the job they do and good performance is expected from everybody. The organisation is continuously adopting new or better ways of working to ensure that it focuses on just that which is essential.

HMCTS has a once in a generation opportunity to transform the entire Courts and Tribunals Service through the HMCTS Reform Programme, enhancing the provision of a world-class justice system, in a manner that provides an improved user experience at reduced cost to the taxpayer. This will contribute to consolidating the UK’s position at the forefront of an increasingly competitive international legal market as well as ensuring access to justice for all.

The programme includes modernising the court estate, updating and replacing its technology, speeding up and streamlining working practices, refurbishing buildings to reduce maintenance costs and provide much improved services for service users, especially vulnerable witnesses and victims. Effective staff engagement at this time of such significant change will be critical to success; maintaining a positive and lasting connection between HMCTS management and its staff.

Overview

HMCTS is a continually changing organisation. Strong leadership is a critical element in this being successful. As a leader and manager within HMCTS the jobholder must provide clear direction and focus and visibly championing the changes which deliver greater efficiencies. HMCTS Senior Management Team expects all leaders to operate in a culture of openness and honesty, demonstrating a commitment to change through involvement and empowerment, and by delivering results.

Nationwide business travel will be required as part of this role, including a requirement for regular attendance at 102 Petty France, London for meetings. This will be managed in line with organisational policies.

Key Purpose:

The CTDD is responsible for the national business strategy, operational policy and modernisation of courts and tribunals. The job holder will play a key role in supporting the relevant Head of Jurisdiction in the day to day management of the team, having specific responsibility for identifying, developing and implementing improvements to business processes, Standard Operating Models and procedures across civil and family jurisdictions.

The job holder will also be responsible for leading improvement activity and problem solving to ensure we keep the business running smoothly whilst reform is designed and implemented. Additionally, the job holder will be responsible for co-ordinating projects within the team - identifying and monitoring dependencies and risks, ensuring a cohesive set of reforms are delivered. There will also be opportunities to contribute to the Reform programme and assist with business planning within civil and family jurisdictions.

You will provide high quality written and oral advice to senior civil servants, ministers and judiciary, advising on proposals and promoting alternatives to meet HMCTS’ objectives. You will work flexibly across the directorate to provide input into key areas of work.

Key Responsibilities / Essential Criteria:

Operations

To support the relevant Heads of Jurisdictions in identifying assessing and prioritising improvement and transformation opportunities.  This is likely to include:

  • Identifying and investigating operational, including performance, issues either encountered or raised by court/hearing centre/back office staff, the judiciary, users, Ministers and senior managers
  • Analysing and problem solving, providing advice and innovative solutions. The problems are likely to be complex in nature, often involving multiple stakeholders, working across many delivery areas and jurisdictional boundaries.
  • Assessing the potential impact on HMCTS operations, including risks and benefits, of policy changes proposed by MoJ Policy or justice system stakeholders.
  • Providing input to policy groups on proposed changes and the feasibility of delivering proposed benefits.
  • Identifying the current and future needs and expectations of different customer groups and how best to meet them, recognising they may have conflicting needs and expectations and taking account of affordability.
  • Capturing and assessing the evidence to influence, as necessary, MoJ and justice system stakeholders in developing / changing policy, where change would significantly benefit HMCTS operations and/or hearing centre users.
  • To lead aspects of continuous improvement and/or business transformation for the relevant jurisdiction. This is likely to include:
  • Developing strategies and proposals for delivering improvement / transformation priorities.
  • Working in partnership with those in HMCTS operations, particularly the Regional Heads of Civil, Family & Tribunals, the judiciary and other delivery partners to ensure workable solutions, viable implementation plans and successful benefits realisation.
  • Apply CI principles, tools and techniques to working practices to improve efficiency of operations.

Leadership

  • Leadership and development of the team working within the division, contributing to employee engagement activity.
  • Leadership of various groups which draw in expertise from other Directorates e.g. HMCTS Reform.
  • Lead discussions within internal stakeholders assessing the impact of proposed reforms, working with them to secure their buy-in and support through implementation
  • Represent the Department in discussions with external stakeholders on changes to civil and family processes and organisational design, identifying the impact of those changes for external stakeholders and working with them to devise solutions which improve end to end performance.
  • The post holder may be responsible for the line management of a small team.

Representation of the Department

  • Represent HMCTS both internally and externally in areas of civil and family business strategy.
  • Work with partners outside of the organisation to develop strategy with external justice agencies and other Government departments.
  • Stand by, promote or defend own and team’s actions and decisions where needed.
  • Lead by example, role modelling ethics, integrity, impartiality and the elimination of bias by building diverse teams and promoting a working environment that supports the Civil Service values and code.

Policy

  • Work with policy groups to develop organisational strategy and design in line with policy proposals, ensuring that policies meet the needs of HMCTS and are operationally deliverable.
  • Reviewing, improving and updating Standard Operating Models and Procedures in line with policy and operational changes taking place within and outside of HMCTS.
  • Developing innovative proposals for introducing policy and structural change, drawing on best practice for managing change.

Other duties

The post holder is required to work in a flexible way and undertake any other duties reasonably requested by line management which are commensurate with the grade and level of responsibility of this post.
