Pay Span or equivalent: Band B

Please note, the salary ranges are:

Inner London: £36,798 to £47,591

Outer London: £34,818 to £45,426

National: £30,989 to £41,095

This position is available for external applicants as well as existing civil servants on level transfer or promotion. New recruits to the Civil Service joining MoJ are expected to join at the band minimum. For an exceptional applicant and under exceptional circumstances, managers have discretion to set starting salaries above the pay range minimum.

Enhanced pre-employment checks by way of security clearance apply to this post and there is a requirement to obtain security clearance for the post holder prior to being appointed. The required level of security clearance will be stated in the offer of employment letter

Background

Her Majesty’s Court and Tribunals Service is an agency of the MoJ and provides the supporting administration for the judiciary across England and Wales. It delivers services to the public directly in court and tribunal buildings, remotely via business centres and some limited services via the internet.

HMCTS has a once in a generation opportunity to transform the entire Courts and Tribunals Service through the HMCTS Reform Programme, enhancing the provision of a world-class justice system, in a manner that provides an improved user experience at reduced cost to the taxpayer. This will contribute to consolidating the UK’s position at the forefront of an increasingly competitive international legal market as well as ensuring access to justice for all.

The programme includes modernising the court estate, updating and replacing its technology, speeding up and streamlining working practices, refurbishing buildings to reduce maintenance costs and provide much improved services for service users, especially vulnerable witnesses and victims. Effective staff engagement at a time of such significant change will be critical to success; maintaining a positive and lasting connection between HMCTS management and its staff.

Overview

Key Purpose of the Role

The Security Services Contract Manager supports the Business, the Property Directorate, the FM Delivery Team, the Regional Security and Safety Champions and the Regional Support Units to maintain best security practice and legal compliance. Security Services Contract Managers will be responsible for supporting the following areas of HMCTS operations: North / South / London / Midlands & Wales.

Key Role Responsibilities:

  • Working with the Head of Facilities Management, ensure effective performance management oversight of the security suppliers, delivering Court/Tribunal Security Officer services to over 370 sites. These will be divided into four divisions (North / South / London / Midlands & Wales) and the Security Services Manager will be responsible for managing the security contracts in one of the divisions.
  • Support the Security Contract Lead in ensuring that the security suppliers fully understand and apply security contract requirements, including adhering to HMCTS Security and Safety Operating Procedure requirements.
  • Identify and investigate supplier related operational and performance issues either encountered or raised by court/hearing centre/support staff, the judiciary, users, the HMCTS Senior Management Team and any other stakeholders;
  • Seek robust assurance from the suppliers that effective Court/Tribunal Security Officer training and performance management/review processes are implemented, Ensuring the security suppliers meet their Key Performance Indicators.
  • Attend, in a professional support capacity, FM and Security contract meetings, and any other meetings as required in their Region(s) as required.
  • Work with your counterparts to identify common issues and to share learning that can support improved security performance across all HMCTS sites.
  • Support the national performance of the Security contract through the provision of regional performance data and insight.
  • Maintain a contract risk register, with suitable mitigations in place to proactively manage identified risks and issues.
  • Maintain regular contact with the Regional Support Unit(s) and HMCTS FM Cluster Managers and senior person on site to ensure effective monitoring and management of the security performance and Security Suppliers.
  • Carry out or arrange effective audits of security supplier performance against contractual requirements and robustly challenge issues of non-compliance
  • Provide effective and timely advice to business stakeholders holders regarding contractual scope/performance and development in support of new and emerging changes to HMCTS policy.
  • Compile the quarterly report on Regional Security supplier’s performance, circulating it as required on the Region(s) to both FM and Security Managers, and copying it to the HMCTS Security and Safety.
  • Monitor and audit security supplier performance, including search on entry delivery, security incident and KPI trends and provide operational and legislative advice on any required improvements or changes.
  • Collate security supplier performance data from the Region(s), analyse and make appropriate recommendations regarding issues identified and ensure that resultant action plans and corrective /measures are followed through to completion.
  • Deliver/present to the Region(s) as required, to inform and raise awareness of the contractual needs and expectations, including coaching (1-1), to groups and presentations in support of the Policy and contract objectives.
  • Maintain a good level of current professional knowledge through appropriate information and security training including CPNI (Centre for the Protection of National Infrastructure) and other appropriate training.
  • Work with finance and commercial teams in achieving best practice against value for money.

Desirable Skills & Experience

  • You will be an experienced security contract manager, preferably with airport security experience
  • Good working knowledge of the Private Security Industry Act, BS7499, BS7858 and search on entry procedures
  • Good operational contract knowledge to facilitate and enable best practice and advice for wider FM team
  • Able to work independently across multiple buildings and regions
  • Ability to transfer legislative and best practice requirements into operational process and procedures
  • Have or willing to undertake formal training within Contract Management and security, and become a member of the Security Institute.

The post holder is required to work in a flexible way and undertake any other duties reasonably requested by line management which are commensurate with the grade and level of responsibility of this post.
