About the Department
HMPPS is an executive agency, sponsored by the MOJ. It carries out sentences given by the courts, in custody and the community, and seeks to rehabilitate people, protect the public and promote the safety and well-being of victims.
MOJ is one of the largest government departments, employing around 70,000 people (including those in the Probation Service), with a budget of approximately £9 billion. Within England and Wales, we are responsible for:
- running prison and probation services
- rehabilitation services for people in our care leaving prison
- making sure support is available to stop people reoffending
- contract managing private sector prisons and services such as: o the prisoner escort service o electronic tagging
Through HM Prison Service: we manage public sector prisons and the contract for private prisons in England and Wales.
Through the National Probation Service: we oversee probation delivery in England and Wales including through community rehabilitation companies.

JOB PROFILE
Location & Terms of appointment
This is a fixed term post for 2 years based in 102 Petty France with an expectation that the post holder is based in London at least 3 days a week
Salary and Grade
This post is Band 6.
New entrants to the Civil Service will be expected to join on the minimum of the pay range.
Existing Civil Servants will have their salary calculated in accordance with the Department’s pay on transfer / pay on promotion rules.
Background

The Probation Programme is undertaking a significant and challenging programme of work to both stabilise current delivery as well as to improve the delivery of probation in the future. The Programme is based within HMPPS. We are a multi-disciplinary team with staff from a broad range backgrounds, with an exciting mix of skills, knowledge and experience ranging from probation delivery and senior leadership, policy as well as programme and project management expertise.
Role purpose
We are looking to recruit a critical post in service design work, specifically relating to the design and transition of improved rehabilitative services across England. This work is focussed on ensuring that we have an effective set of rehabilitative interventions which are consistently available and that there is effective targeting of individuals to the interventions which will have maximum benefit and that this is accurately recorded and measured. You will also be required to engage with a wide stakeholder group across Wales, MoJ as well as HMPPS as well as prepare notes and briefings which may require Ministerial approval.
Main Activities / Responsibilities
The post holder will be required to undertake the following duties and responsibilities:
- Contribute to the rehabilitative design work, ensuring that design is progressed in a holistic way; key issues/dependencies identified and resolved; and that work is developed according and decisions made according to the overall programme timetable;
- Contribute to the new rehabilitative interventions specification;
- Lead liaison and engagement with the NPS and contribute to engagement with other key stakeholders, ensuring we work collaboratively and consult on areas that overlap;
- Work at pace, produce work in a concise way and within timescales;
- Oversee project plan, milestones to be met, continencies to be applied when there are barriers to progress;
- Contribute to updating of RAR PI and others as required;
- Be involved in QA of bids covering rehabilitative interventions;
- Produce high quality written briefings and advice to senior officials and Ministers (if required)

Working Arrangements & Further Information
Some of MoJ’s, including HMPPS, terms and conditions of service are changing as part of Civil Service reform. The changes will apply to staff joining MoJ who are new to the Civil Service. Staff joining MoJ from other civil service employers will transfer onto the new MoJ terms if they are already on 'modernised' terms in their current post or onto 'unmodernised' MoJ terms if they are on 'unmodernised' terms at their current post. Details will be available if an offer is made.
Standard working hours for this post are 37 hours per week excluding breaks which are unpaid.
If you are a current NPS employee, this vacancy may be available on a Loan basis for up to 2 years. Applications are invited from suitable qualified staff.
