Overview

Her Majesty’s Court and Tribunals Service is an agency of the MoJ and provides the supporting administration for the judiciary across England and Wales. It delivers services to the public directly in court and tribunal buildings, remotely via business centres and some limited services via the internet.

The Reform Programme is a once in a generation opportunity to transform the entire HM Courts and Tribunals Service, enhancing the provision of a world-class justice system, in a manner that provides an improved user experience at reduced cost to the taxpayer. This will contribute to consolidating the UK’s position at the fore-front of an increasingly competitive international legal market as well as ensuring access to justice for all. Approximately £1 billion is being invested in the Programme which is due to complete in 2023/24.

By the time the Reform Programme is complete the services will be simpler and easier to use with many straightforward services online. There will be much greater virtual, flexible working, significantly less reliance on paper-based manual administration, and there will be fewer buildings.

These are exciting opportunities both across the Reform Programme and in business areas that will be significantly affected by reform. They offer a unique chance to be at the forefront of leading and implementing significant change across the organisation.  The Programme is ambitious and innovative and will need a flexible workforce to deliver it. Those leading the change will experience new and exciting opportunities and will benefit from playing a part in a number of different initiatives throughout the four-year Programme           

 Main Purpose of the role:

You will support the development of emerging, cross-cutting design for HMCTS Reform – scoping and defining design questions, capturing current business practice and developing models for how HMCTS services will look in future and aligning designs to user needs, HMCTS’s future operating model and channel shift strategy. Working with subject matter experts, you will build and maintain strong relationships to gain operational insight as well with partners outside the organisation and internationally as required. You will support the identification, evaluation and prioritisation of research topics for informing design – working across the HMCTS Change Portfolio and with MoJ colleagues to capture dependencies with other developments in the implementation of change. Additionally, you will support the Enabling Design Manager in the prioritisation of design work, in alignment with the strategic objectives of Reform. You will be expected to present findings, recommendations and options in a clear, concise and compelling way, briefing Ministers, senior leaders, partners and stakeholders where needed.

Key responsibilities:

  • Identify and manage downstream impacts of wider MoJ and Government policies on HMCTS Reform, working with teams to ensure plans and activities reflect these.
  • Working with policy groups in MoJ and other government departments to ensure that developing policies, which affect courts and tribunals, consider the needs of, and impact on, HMCTS and are operationally deliverable.
  • Ensure that HMCTS Reform plans are known and understood across the MoJ and other government departments and that operational perspectives are accounted for in the development of policies.
  • Generate commitment to shared goals and deliver results by building on and championing effective working relationships across organisational boundaries (e.g. with MoJ policy, legal and analytical leads)
  • Clarify strategies and plans and provide a clear sense of leadership, direction and purpose.
  • Ensure that senior officials, Ministers and the Senior Judiciary have the necessary information and understanding of policy impacts on HMCTS to effectively support decision making.
  • Present informed and balanced advice to senior officials, Ministers and the Senior Judiciary by carefully balancing a broad range of policy, operational, legal and financial perspectives.

Key interactions will be with:

  • Senior Project Manager/Project Managers and Project Team responsible for coordination of the delivery of the project
  • The tech development team who are developing the products
  • Operational managers responsible for delivering components of the future service, to ensure receipt of customer feedback, analysis and action taken as a result
  • Service users comprising of end users, professional bodies and other interested parties
  • Policy and ministerial office colleagues to ensure the new model is championed from the perspective of customers/partners/stakeholders
  • Judicial partners responsible for delivering the business of the court to ensure the new model is championed from the perspective of customers/partners/stakeholders

Essential Skills and Criteria:

  • Experience or knowledge of the justice system.
  • Experience of managing the design and implementation process.
  • Experience or knowledge of a public policy environment.
  • Experience of high level stakeholder engagement and management.
  • An understanding of government and citizens needs

Working Arrangements & Further Information

Some of MoJ’s terms and conditions of service are changing as part of Civil Service reform. The changes will apply to staff joining MoJ who are new to the Civil Service. Staff joining MoJ from other civil service employers will transfer onto the new MoJ terms if they are already on 'modernised' terms in their current post or onto 'unmodernised' MoJ terms if they are on 'unmodernised' terms at their current post. Details will be available if an offer is made.
