Summary

MoJ is one of the largest government departments, employing around 70,000 people (including those in the Probation Service), with a budget of approximately £9 billion. Each year, millions of people use our services across the UK - including at 500 courts and tribunals, and 133 prisons in England and Wales.

The People Group is responsible for providing the HR Services supporting the work of the department. We have an ambitious programme of work which includes developing a strategic workforce plan, transforming our resourcing and onboarding services and achieving our diversity and apprenticeships targets.

We are looking for someone who has the confidence, knowledge and experience to lead and manage a range of recruitment work including liaison with Civil Service Commissioners, the management of resourcing policy work, providing advice to the business, and be able to work across business areas, grades and professions.


Responsibilities

To lead and manage the team that ensures the resourcing policies are up to date and relevant, official correspondence is responded to, issues are escalated here needed and general queries are responded to correctly and efficiently.

  • Lead the team so that all cross-resourcing information is collated and managed as a single source of the truth and all queries internally and externally are responded to.
  • Plan and implement Cabinet Office resourcing policy changes in an efficient and timely way ensuring MoJ is compliant with Cabinet Office expectations and our legal obligations.
  • Have day-to-day management and responsibility of supplier relationship/partnership ensuring optimum performance against contract deliverables and provision of an excellent escalation/resolution of concerns or issues to ensure compliance with MoJ governance arrangements.
  • Lead responsibility with the Civil Service Commission ensuring MoJ Resourcing is operating within Civil Service Commissions Recruitment Principles and accurate recruitment data is provided to the Commission on a quarterly basis.
  • Ensuring that all correspondence which is received into the functional mailbox (including FOI's, PQ's, MC's and TO's) is responded to within the 48-hour time frame, sending holding emails to individuals if necessary.
  • Responsible for management and coordination of RFC which effect the resourcing process and suppliers.
  • Actively take part in cross Whitehall groups (e.g. redeployment working group, government shared service workshops, OGD Transfers group) to ensure MoJ are at the forefront and sharing information.
  • Line management of 1 Band C (HEO), countersigning officer for 2 Band D’s (EO)

Essential Criteria

  • Experience and an understanding of the end-to-end recruitment process from attraction to onboarding;
  • Good understanding of recruitment legislation and civil service resourcing guidance/policy and potential impact on resourcing plans/strategies.
  • Excellent interpersonal skills, with a keen focus on customer experience
  • Ability to work well on own initiative as well as part of a busy operational HR team – able to provide clear direction and instructions to both colleagues and customers
  • High level communication (verbal/written) able to build effective working relationships with a variety of internal/external service users, stakeholders and partners and respond in a timely manner to specific requests i.e. Parliamentary Questions (PQs).
  • Ability to manage multiple tasks within set deadlines, ensuring attention to detail and accuracy.
  • Effective influencing skills and resilience in challenging situations.

Some of MoJ’s terms and conditions of service are changing as part of Civil Service reform. The changes will apply to staff joining MoJ who are new to the Civil Service. Staff joining MoJ from other civil service employers will transfer onto the new MoJ terms if they are already on 'modernised' terms in their current post or onto 'unmodernised' MoJ terms if they are on 'unmodernised' terms at their current post. Details will be available if an offer is made.
