The Programmes are undertaking challenging work to design, plan for and implement a new operating model for the delivery of probation services in England & Wales as well as a new probation workforce for the whole Probation System. This is a unique opportunity to play a critical role at the heart of two complex and fast-moving programmes that are the top priorities for the Ministry of Justice and is subject to significant Ministerial interest.

You will be supporting the communications, engagement and content design for all the designs, changes and developments for the new probation system and workforce, including supporting change in the new probation regions.

You will be part of a multi-faceted team and work closely with colleagues from across the Ministry of Justice including from Policy, Finance, Analytical Services, Press office, HMPPS Communication team, Commercial, Legal teams. You will build constructive relationships with senior leaders within the NPS and CRCs and work collaboratively to plan, coordinate and deliver messages and products about the new workforce strategy and target operating model. You will work closely with external stakeholders in particular with Police and Crime Commissioners, Other Government Departments, HMI Probation, Private organisations and Voluntary and Community Sector organisations. You will have some experience of policy development and effective engagement either in ideally a change programme or in a business as usual environment. You will have the ability to inspire and motivate others through uncertainty and significant change and to manage complex stakeholder relationships effectively.

The Role  

We are looking to recruit a talented band 8 to support the work in the communications, engagement and marketing team within both the workforce programme and probation reform programme.

Key Responsibilities

  • Accountable for supporting and delivering external stakeholder engagement, and supporting communication for staff in the new probation system, considering complex operational dependencies for different groups at different stages of the programmes
  • Responsible for supporting engagement with ministers, press office, justice market, service users, public and other government departments on sharing and informing design, workforce and commercial designs for the Probation system
  • Working with policy and operational colleagues to inform and accurately interpret work across the programmes
  • Accountable for supporting the communications and engagement governance across the programmes, including with HMPPS communications team

Person Specification

It is important through your CV and statement of suitability that you give evidence and examples of proven experience of each of the selection criteria detailed.

As the successful candidate you will be able to demonstrate the following essential criteria:

  • Skills to inspire and motivate others through the process of uncertainty and significant change
  • Strong experience of providing high quality written and oral advice/presentations to staff and or stakeholders to share and/ or inform critical decisions and to be able to evaluate impact, at pace
  • Strong track record of effectively managing/working with complex stakeholder relationships, with an ability to effectively persaude and influence
  • Resilience and ability to stay focussed and positive in the face of complexity and uncertainty, with an ability to make effective decisions
  • Knowledge and understanding of the probation system, with an ability to translate big picture developments into locally tailored messages, engagement and products

Working Arrangements & Further Information

Some of MoJ’s, including HMPPS, terms and conditions of service are changing as part of Civil Service reform. The changes will apply to staff joining MoJ who are new to the Civil Service. Staff joining MoJ from other civil service employers will transfer onto the new MoJ terms if they are already on 'modernised' terms in their current post or onto 'unmodernised' MoJ terms if they are on 'unmodernised' terms at their current post. Details will be available if an offer is made.

Standard working hours for this post are 37 hours per week excluding breaks which are unpaid.

If you are a current NPS employee, this vacancy may be available on a Loan basis for up to 2 years. Applications are invited from suitable qualified staff.

The Loan/Secondment is subject to the approval of the selected candidate's Business Unit, which should be obtained before confirmation of appointment.

Annual Leave

Annual leave is 25 days on appointment and will increase to 30 days after ten years’ service.

There is also a scheme to allow qualifying staff to buy or sell up to three days leave each year. Additional paid time off for public holidays and 1 privilege day. Leave for part-time and job share posts will be calculated on a pro-rata basis.

Bank, Public and Privilege Holidays

You are entitled to 9 days (66 hours 36 minutes) in recognition of bank, public and privilege holidays. These hours are added to your annual leave allowance. There is a requirement to work some public and bank holidays subject to your shift pattern and the operational needs of the establishment
