Her Majesty’s Court and Tribunals Service is an agency of the Ministry of Justice and provides the supporting administration for the judiciary across England and Wales.  It delivers services to the public directly in court and tribunal buildings, remotely via business centres and some services via the internet.

The Finance, Governance and Performance (FGP) directorate provides a pivotal role in supporting a whole range of senior leaders across the business through reporting, analysis and insights. Our work supports the organisation’s overall strategy and empowers senior leaders to make strategic, data driven business decisions.  

Within FGP, the Analysis and Performance team plays a key role in making HMCTS a data driven organization. We provide HMCTS and the Judiciary with timely, accurate and accessible operational management information and analysis that underpins strategic and operational decisions and Reform activities. To support this, we are currently investing in a cloud-based strategic data platform to transform the ways in which we work with data and enable us to add more value than ever to the organisation and the public.   

Role overview: Senior Data Analyst

The post supports the increased demand and expectations for Analysis and Performance to ensure we deliver our Operational, Reform, Judicial and Ministerial Management Information products at pace.

Focusing on supporting the development of our analysis, reporting and dashboards for our internal and external customers (across all jurisdictions). In addition, there are opportunities and support to develop your wider skills with other tools (such as Power BI, PowerApps, MS Forms, R Shiny and R Markdown) for the benefit of the wider team, its customers and the automation of our products.

The postholder will work closely with Lead Data Analysts, Data Engineers and our Operational Subject Matter Experts to ensure the data we process is transformed into insightful statistics and visualisations which meet customer needs, while providing opportunities to develop your own skills. 

Key responsibilities 

Data Insight & Analysis:

  • Business performance issues & solutions: Analyse business processes and operations through data to understand performance issues. Then give recommendations for solutions that will drive improvement.  
  • Build engaging modern data products: Support and at times, lead the development of dashboards in tools such as: Power BI, analysis in R Studio, Narrative in R Markdown and new data tools using R Shiny. 
  • Data visualisation: Support the development and dissemination of best practise in reporting and visualising different types of quantitative information to ensure key features of the data are well communicated. 
  • Compatibility across government: Support and develop data solutions using agile methodology and modern tools and platforms.  This may include tools such as: SQL, Power BI, ArcGIS, R Studio, GitHub, Trello, Python, Azure data services and AWS data-science platform.   

People, Communication & Engagement:

  • Stakeholders engagement: Good interpersonal skills and ability to build and maintain strong working relationships with business partners and stakeholders. Influencing skills, with the ability to take a complex ideas, concepts and data sets and communicate their key messages clearly in writing and verbally to a variety of audiences.
  • Collaboration: Collaborate closely with the Management Information, Reporting, and Modelling teams to appraise data requirements for analysis and support the development of new KPIs and performance measures.  

Key Skills  

  • Data analysis skills: Knowledge and experience of data preparation, exploration and visualisation; data interrogation and analysis; application of statistical and/or data-modelling methodologies; presentation of results using good visualisations.
  • Data Tooling: Knowledge and experience of using modern tools for analysis and visualisation; experience in R Studio, Power BI and SQL would be desirable. Use of modern communication channels (GitHub, Trello, MS teams etc.) to solve day-to-day technical issues. 
  • Interpersonal skills: Good interpersonal skills and ability to build and maintain strong working relationships with business partners and stakeholders.
  • Problem solving: A problem-solving approach with curiosity and proactivity to engage and understand both the strategic business goals and our customer’s needs. 
  • Independent: Ability to work both independently and as part of a team, managing own time and priorities as required.
  • Comfortable with change: Ability to work in a culture of change.
  • Identifies improvements: Ability to identify areas of improvement and create innovative approaches to delivering better quality services and products.

Your Development

Essential criteria  

  • Experience in quantitative data analysis and visualisation in a data driven role

  • Member of Government Statistical Service (GSS), Government Social Research (GSR), Government Economic Service (GES), Government Science and Engineering (GSE), Digital, Data and Technology (DDaT) or Government Operational Research Service (GORS) profession to be eligible to apply. Working Arrangements & Further Information

The MoJ offers Hybrid Working arrangements where business need allows. This is an informal, non-contractual form of flexible working that blends working from your base location, different MoJ sites and / or from home (please be aware that this role can only be worked in the UK and not overseas). Some roles will not be suitable for Hybrid Working. Similarly, Hybrid Working will not suit everyone’s circumstances. Arrangements will be discussed and agreed with the successful candidate(s) and subject to regular review.
