We are introducing a new role of Business Manager and have an exciting opportunity for someone who has tenacity, experience of leading a corporate secretariat function and knowledge of business performance.

The Criminal Injuries Compensation Authority (CICA) is an executive agency of the Ministry of Justice (MoJ). As an organisation we compensate victims of violent crimes. We employ around 300 people and are based in Glasgow city centre with excellent transport links. We are a small, engaged, productive workforce with a real sense of corporate community. This position is based at Criminal Injuries Compensation Authority, Alexander Bain House, Glasgow, G2 8JQ. We are currently operating a hybrid working business model, where a typical employee works 2-3 days a week in the office and the remainder from home.

The Role

We are looking for someone with excellent communication skills and experience for this new role of Business Manager. The successful candidate will be responsible for leading our corporate secretariat function, supporting our business and strategic planning activity, providing senior secretariat support to our Executive Management Board (EMB), Strategy Performance Board(SPB) and Audit and Risk Committee(ARC). The role will also be responsible for our performance reporting across MoJ.

The role brings the post holder into contact with the Executive Management Board  and a range of external stakeholders. You will report to the Head of Corporate Development and Support.

Duties and responsibilities

  • Support the Director of Corporate Services with our annual business and strategic planning activity and introduce new processes for monitoring progress
  • Monitor performance and achievement of our strategic objectives, reporting to governance forums as appropriate
  • Plan a forward look for key business activities
  • Collate our monthly performance information undertaking quality assurance checks
  • Undertake continuous improvement activity on performance reporting, completing trend analysis, highlighting issues and making recommendations
  • Develop and embed robust corporate secretariat principles, including guidance and standardisation of processes to ensure timely production of quality minutes and papers for key governance groups
  • Support the Executive Management Board and Senior Leadership Team with the introduction of scheduled activities on a monthly and annual basis

Essential criteria

  • Excellent organisational skills and ability to deliver successful business outcomes
  • Excellent written and verbal communication skills with an ability to explain complex information in a clear and simple way to a variety of audiences
  • Ability and confidence to offer appropriate constructive challenge across all organisational levels
  • Ability to analyse and interpret a range of complex information, undertaking trends analysis and reporting findings and providing recommendations

Desirable criteria

  • Previous experience in a corporate secretariat role at a senior level
  • Previous experience of embedding effective corporate governance arrangements
  • Knowledge of organisational business planning
  • Experience of using Microsoft tools; Word, Excel and PowerPoint

Selection Process

The vacancy filling process involves 2 stages using Civil Service “Success Profiles and will assess your Behaviours, Strengths and Experience.

If you are selected for stage 2, you will be invited to interview which will include a short presentation. You will be notified of the presentation topic in your invitation. At the interview we will assess you against these behaviours:

The panel will explore your competence in respect of the essential and desirable criteria. You will be asked behaviour-based questions to help the panel understand your capability and strength-based questions to explore your motivations relevant to the role.

Interviews are likely to take place in early July at Alexander Bain House, Glasgow.

Working Arrangements & Further Information

The MoJ offers Hybrid Working arrangements where business need allows. This is an informal, non-contractual form of flexible working that blends working from your base location, different MoJ sites and / or from home (please be aware that this role can only be worked in the UK and not overseas). Some roles will not be suitable for Hybrid Working. Similarly, Hybrid Working will not suit everyone’s circumstances. Arrangements will be discussed and agreed with the successful candidate(s) and subject to regular review.

For nationally advertised roles, the successful candidate(s) will be appointed to a MoJ office location, which may include their nearest Justice Collaboration Centre or Justice Satellite Office. This will be discussed and agreed on the completion of pre-employment checks.

Some of MoJ’s terms and conditions of service are changing as part of Civil Service reform. The changes will apply to staff joining MoJ who are new to the Civil Service. Staff joining MoJ from other civil service employers will transfer onto the new MoJ terms if they are already on 'modernised' terms in their current post or onto 'unmodernised' MoJ terms if they are on 'unmodernised' terms at their current post. Annual Leave

Annual leave is 25 days on appointment and will increase to 30 days after five years’ service.
