About the IMA

The role of the IMA is to monitor the UK’s implementation and application of the agreements it has made with the EU, and the EEA/EFTA states, to guarantee the rights of their citizens living in the UK, and if legislated for in Gibraltar, at the end of the transition period. Establishing the IMA will fulfil a central and crucial commitment that the Government has made in those international agreements.

Purpose of the post

The IMA is being set up to be operational from 31 December 2020. The Senior Human Resources (HR) Manager will be responsible for the development and management of an effective people and HR strategy and processes for the IMA.

The post-holder will work with colleagues in Corporate Services to ensure effective Shared Services support arrangements for HR services are put in place between the IMA and MoJ and ensure the provision of a comprehensive human resource service to the IMA.

The post-holder will be responsible for ensuring that effective HR arrangements are in place for the IMA across the full range of people functions including: workforce strategy; recruitment and retention; pay and benefit strategy; employee relations; health, safety and well-being; learning and development; career pathways; performance management.

The post-holder will have a background in HR and resourcing with a sound knowledge of best practice and employment legislation.

Responsibilities:

The post-holder will:

  • ensure that sound arrangements are in place such that the IMA can aim to be a best practice employer, develop a strong brand and reputation;
  • build strong relationships and partnerships across the IMA, providing HR advice and support to managers and employees so that all activities comply with IMA policies and legislation;
  • lead all resourcing activity, providing advice and guidance to managers on their resourcing needs and working in partnership with shared services on matters such as payroll and pensions;
  • lead on reviews and changes to HR policies, to deliver service improvements and ensure a positive employee experience.

The duties/responsibilities listed above describe the post as it is at present and is not intended to be exhaustive. The Job holder is expected to accept reasonable alterations and additional tasks of a similar level that may be necessary. Essential Skills

  • CIPD qualified to Level 5 or equivalent;
  • prior experience in working in an HR function providing advice and influencing senior managers;
  • proven ability to work across an organisation, building a single team ethos, and creating a positive culture of constructive challenge and continuous improvement;
  • experience of working in a challenging, changing and fast paced environment;
  • demonstrable experience of designing and embedding new HR processes within an organisation or team;
  • strong problem solving, collaboration and communication skills (oral and written) and;
  • line management experience.

Grading Structure Review
