The Role

We are recruiting a Counter-Terrorism Manager to be part of our warm and collaborative Security and Information Group (SIG), where you will be responsible for delivering physical security and counter-terrorism processes and plans to deter, detect and prevent unauthorised access, protect assets from forcible or surreptitious attack and determine appropriate security requirements through planning and risk assessment, across all functions across the Ministry of Justice (MoJ).

This is an exciting and meaningful opportunity to join the Government Security Profession, working at the heart of Government and playing a significant part in ensuring the department is meeting its wide ranging obligations. The role is also part of the wider Government Security Profession; a community with a mandate to establish transformation, and responsibility for an entirely new security model.

The Counter-Terrorism Security Manager supports the Chief Security Officer (CSO) to fulfil departmental security responsibilities.

Key Responsibilities:

Reporting to the Physical Security Lead, this role will:

  • Support and enable the delivery of physical security and counter-terrorism planning on behalf of MoJ and its Executive Agencies.
  • Support the adoption and implementation of appropriate/proportionate Physical Security and counter-terrorism controls, policies, processes and guidance, with input from internal and external stakeholders as required.
  • Enable the adoption and implementation of effective security risk management (of potential threats, vulnerabilities and impacts) and appropriate risk mitigation, reducing physical security risks to an acceptable level, with input from internal and external stakeholders as required.
  • Support physical security risk assessments; ensuring they are conducted and documented.
  • Provide security advice to staff during the normal working day and out of hours, for which an allowance is available.
  • Support Private Office in delivering effective security for ministers engaged on departmental business.
  • Assist in the investigation of unauthorised disclosures.
  • Being a role model for the security community and modelling Civil Service values to foster and develop the profession across government.
  • Responsible for delivering and managing access to higher tier IT systems and act as the focal point providing support to Private Offices in relation to higher classification information.

Person Specification

  • Understanding of the Protect Duty, physical security and risk, as well as a willingness to develop knowledge in these areas as appropriate whilst recognising future risks and strategically planning to mitigate them.
  • Experience of engaging, advising and influencing at all levels of an organisation whilst projecting credibility and self-assurance.
  • Strong understanding of security and risk mitigation concepts and language, and ability to distil into plain English.
  • Ability to form excellent relationships within your department and with the wider security community.
  • Managing a wide range of issues with diplomacy and discretion.
  • Building relationships and trust easily with people at different levels of an organisation.
  • Proactive and efficient with the ability to deliver at pace.
  • Strong communication skills, both written and verbal.
  • Excited by and interested in security.

Essential:

  • Meets the requirements for BPSS clearance.
  • SC clearance with a willingness to obtain DV

Desirable:

  • An understanding of governance procdures within a security and risk environment.
  • Experience of being an intelligent customer buying services from shared service providers.
  • Proficiency in IT.

Working Arrangements & Further Information

The MoJ offers Hybrid Working arrangements where business need allows. This is an informal, non-contractual form of flexible working that blends working from your base location, different MoJ sites and / or from home (please be aware that this role can only be worked in the UK and not overseas). Some roles will not be suitable for Hybrid Working. Similarly, Hybrid Working will not suit everyone’s circumstances. Arrangements will be discussed and agreed with the successful candidate(s) and subject to regular review.

For nationally advertised roles, the successful candidate(s) will be appointed to a MoJ office location, which may include their nearest Justice Collaboration Centre or Justice Satellite Office. This will be discussed and agreed on the completion of pre-employment checks.

Some of MoJ’s terms and conditions of service are changing as part of Civil Service reform. The changes will apply to staff joining MoJ who are new to the Civil Service. Staff joining MoJ from other civil service employers will transfer onto the new MoJ terms if they are already on 'modernised' terms in their current post or onto 'unmodernised' MoJ terms if they are on 'unmodernised' terms at their current post. Annual Leave

Annual leave is 25 days on appointment and will increase to 30 days after five years’ service.
