Our courts and tribunals underpin justice, and affect the lives of millions every year. Her Majesty’s Courts and Tribunal Service (HMCTS) has ambitious plans underway to transform the services we offer to both the citizens who use them, and our partners in the justice system. Our reform programme is modernising the court estate, providing new and faster ways to access justice, updating and replacing technology and streamlining and automating working practices.

You will join HMCTS in a high-profile and demanding new role at an exciting and critical stage of the transformation process. All HMCTS staff will be impacted by reform over the next few years. This role will report to the Deputy Director of Transition and Business Change and will support HMCTS in transitioning its ambitious transformation programme into its ongoing business. This is a business-critical new role supporting HMCTS on the next phase of reform as the change programme starts to move from programme design and development into business delivery.

As the Head of Transition Management, you will be forefront in leading a team that holistically plans the transition of Reform changes into the operational environment. You will centrally manage the development of coherent release and legacy management plans to enable timely and integrated transition planning and delivery. You will be responsible for orchestrating and monitoring the implementation of legacy and release plans and will work closely with senior stakeholders from the Programmes and Operations to proactively highlight potential transition issues before they cause problems. Working closely with finance, you will centrally manage the FTE benefits tracking and realisation across the organisation.

I am looking for a candidate with a proven track record in successfully delivering large scale transformation projects with experience of leading and managing a high performing team. Someone who is resilient, positive and can stay focussed. You will have experience of building robust relationships with senior stakeholders in a complex multi-agency environment. Role Banding

HMCTS is currently reviewing the grading of Band A roles.

This means that Band A roles in HMCTS will be regraded into Grade 6 or Grade 7, which are commonly used grades in other Civil Service departments. This role is currently being advertised as a Band A role and will remain classified as a Band A role until the grading review has been completed in the Directorate to which it applies.

To assist prospective candidates when considering and applying for roles that reflect their skills set and experience; we anticipate this role is likely to be at the lower / higher (deleted as appropriate) end of the existing Band A scale in HMCTS.

HMCTS Reform Programme

Our justice system is the envy of the world. We have an outstanding independent judiciary that is widely admired as an international leader. Our lawyers have a global – and deserved – reputation for excellence. And we have a legal services industry that contributes billions of pounds every year to the UK economy. The principles that underpin the system are enduring. But our systems and processes have not kept pace with the world around us. We know we can make justice less confusing, easier to navigate and better at responding to the needs of the public. In collaboration with the senior judiciary and the Ministry of Justice, we are investing £1bn to reform our courts and tribunals system. Our people are dedicated, hard-working and deeply committed to justice. But the systems and processes they work with have been labour intensive, counter-intuitive, and heavily reliant on paper and legacy systems that need a lot of re-keying, maintenance and workarounds, which produce error, duplication, inefficiency and overstretch. Our reform programme spans the full range of our work and is undeniably ambitious. There are more than 50 distinct projects including digital, technology, estates, people transformation and working across all jurisdictions (in criminal, civil, family and tribunals). This is an historic opportunity to make a system we care deeply about work better and it needs discussion, debate, involvement and evaluation.

Digital systems are being developed incrementally, using agile methods to allow us to test them with real users quickly, but also to refine and improve them as we learn more about their impact and effectiveness. Many common components are designed to be re-used across different areas. In parallel, we will need to make changes to our staffing and infrastructure – some of them significant – in a way that provides better national services, but also improves the support and service we provide in courts and tribunals locally, including improvements to buildings.

About the role – Key responsibilities

  • Lead and manage a team that holistically plans the transition of changes across new and unreformed operations into the operational environment.
  • Own the relationship with Finance to manage the realisation of FTE benefits associated with change.
  • Ensure the team have clarity on Transition vision, expectations and accountabilities in accordance with the Transition Framework and Seven Steps (the Reform project delivery approach).
  • Ensure the integration of existing Transition plans and policies are aligned with Transition strategy and objectives.
  • Lead the ongoing review of the Transition Framework, ensuring it is fit-for-purpose and effective at supporting Services and Operations to deliver change in a coherent and coordinated manner.
  • Manage the ongoing Transition process by providing clear communication to all stakeholders and collaborate to work through any issues, facilitating agreement between complex senior stakeholders (internal and external) groups.
  • Own and lead on all Judicial and Trade Union Engagement across Reform, identifying key barriers and solutions to effective engagement.
  • Ensure the team has a strong focus on stakeholder engagement and maintain an environment that engages.
  • Investigate and solve key blockers to ensure that Services and Operations are supported in their transition efforts.
  • Work alongside Service Owners and Operations to represent major risks, issues and dependencies around legacy / release / implementation plans to the Transition Board.
  • Support the Transition Board in decision making and areas for discussion.
  • Ensure there is a portfolio view of release risks that impact transition activities and identify solutions that mitigate risk through negotiated agreement.
  • Work with Operations and Programmes to ensure business processes are actively managed and make decisions that resolve issues between the various elements of the programme and escalate to Transition Board as required.

Other Duties

The post holder is required to work in a flexible way and undertake any other duties reasonably requested by line management which are commensurate with the grade and level of responsibility of this post.

You will work closely with:

  • HMCTS and Ministry of Justice staff; including Commercial, Policy, Digital, Change
  • Project and programme senior service owners.
  • Project and programme managers and the wider change team.
  • Stakeholders in the justice system.

 

Essential Criteria

  • Proven track record in successfully delivering large scale transformation projects to time, cost and quality
  • Experience of leading and managing a high performing team.
  • Exceptional senior stakeholder management skills, including presenting at Director level.
  • Facilitation and negotiation skills.
  • Proactive identification and management of high level risks, issues and dependencies.
  • Analytical and numerical skills.
  • Excellent verbal and written communication skills.

Desirable Criteria:

  • Knowledge of HMCTS / Reform preferable
  • Experience of managing Projects in the past 12/18 months
  • Previous experience of managing politically/commercially sensitive projects with complex stakeholder environments
  • HR or Financial experience

Fixed Term Appointment

This appointment will be made on a fixed term basis, due to the time limited nature of the Reform Programme.

For existing civil servants, whilst the role itself is time limited, at the end of the fixed term period, you will retain your permanent status but will be placed on the re-deployment register.

Secondments and loans will be considered on an individual basis.
