HMPPS in Wales is inviting applications for a Project Manager to help deliver the Ministry of Justice Wales Residential Women’s Centre pilot and support the implementation of the Wales Female Offending Blueprint Project. This will be a 6 month secondment until March 2021, with the possibility of extension by a further 6 months until September 2021. This is a pan-wales role and the location is negotiable.

The Ministry of Justice Female Offender Strategy (published in June 2018) aims to reduce the number of women serving short custodial sentences and provide more robust sentencing options in the community for women that address the causes of offending and support more effective rehabilitation.

The joint Ministry of Justice and Welsh Government Female Offending Blueprint for Wales (published May 2019) similarly seeks to support women to engage with services in the community by exploring a range of options for secure, safe and reliable accommodation and by developing women-focused services.

In implementing these strategies, we will be seeking to develop a pilot model for safe accommodation and holistic support for women in the community in Wales, as an alternative to a short custodial sentence, where they can address the underlying causes of their offending such as substance misuse, domestic abuse and poor mental health (a Residential Women’s Centre).

You will join a forward thinking team, committed to improving service provision for women in Wales through the delivery of a pioneering Residential Women’s Centre pilot and through implementation of the Wales Female Offending Blueprint project.

Whilst this role is hosted by HMPPS in Wales, you will report jointly into the HMPPS Blueprint team and the MoJ Residential Women’s Centre project team. You will help to provide a practical interface between the RWC and Female Offending Blueprint project, supporting a joined up, integrated approach to delivery. You will work with a number of internal and external stakeholders including Police and Crime Commissioners, Police Forces, and third sector partners amongst others.

You will provide an agile, solution focused project management service working alongside colleagues in HMPPS and the Ministry of Justice. Crucially, you will need to be responsive, relish a challenge and adopt a pro-active, positive outlook. The team is dispersed so the job will involve a significant degree of remote working. You will need a good understanding of the partnership delivery landscape in Wales.

You will need to have experience of delivering multi-agency projects/change programmes, have a good understanding of the criminal justice partnership landscape in Wales and an awareness of the needs, vulnerabilities and challenges often experienced by women in the criminal justice system.

Overview of the job

To oversee the development and implementation of a range of projects identified as part of the IOMC Programme

Responsibilities, Activities and Duties

The job holder will be required to carry out the following responsibilities, activities and duties:

  • To manage project(s) identified within the Programme, using project management methodology and adhering to the Project Initiation Document and Plan.
  • To deliver the project(s) within the constraints of the budget and timescales.
  • To provide regular progress reports for project governance purposes.
  • To manage the risks to the project, including the development of contingency plans
  • To prepare end reports for the project, including lessons learned report and any follow on action recommendations.
  • To liaise with all relevant parties, including members of the IOM Cymru Board, Wales Probation, NOMS, Welsh Government, four police force areas, Senior Managers and all other project stakeholders.
  • To liaise with the IOM Cymru Communications Manager to ensure effective project communication is undertaken.
  • To supervise the to ensure effective project evaluation is undertaken.
  • To be involved in any projects as required.
  • To develop own knowledge and skills in order to meet objectives.
  • To comply with and promote adherence to all NPS policies and procedures at all times
  • Such other duties and responsibilities as may reasonably be required.

Qualifications

Essential

  • Appropriate qualification equivalent to NVQ 4 or degree.
  • Evidence of understanding different approaches to research and evaluation techniques, and applying project management techniques.
  • Knowledge of information developments within the National Offender Management Service and the Criminal Justice System.
  • Awareness of Integrated Offender Management (IOM) in the context of criminal justice strategy and operational delivery.
  • Knowledge and understanding of probation practice.
  • Knowledge of a range of Office computer packages such as Word, Excel PowerPoint etc in order to generate reports, data and support presentations.

Desirable

  • Prince II or equivalent qualification.
  • Experience of using analytical software tools e.g. SPSS.

  • Ability to liaise with a range of statutory and voluntary agencies in the community.

Standard working hours are 37 hours per week excluding breaks which are unpaid.

Annual leave is 25 days on appointment and will increase to 30 days after ten years’ service.
