Background:

The courts and tribunals in England and Wales have been allocated unprecedented funding of almost £1billlion. This will enable HM Courts & Tribunals Service, working in partnership with the judiciary, to create a system that is proportionate and accessible and that better meets the needs of the people it serves. This is the most ambitious programme of its kind anywhere in the world.

The Reform Programme is made up of six pillars that cover the primary areas of courts reform. The Future Operations Programme, which sits within the Reform Programme, will deliver a new operating model and supporting capabilities to operations within our Courts and Tribunals, Regional Operations and Courts and Tribunals Service Centres (CTSCs), transforming operational ways of working.

The Roles:

As a Project Manager you will be at the forefront of leading and implementing change in our world-leading justice system. The Reform Programme is ambitious, and we need resilient, resourceful and adaptable people to make it happen, who have a proven track record in Project Management.

Please note, we have 2 vacancies available, but they are for different fixed term contract lengths. However, the application criteria and process is the same for each role. Model Office: 12-month Fixed Term Contract:

The Future Operations Programme will deliver a new operating model and supporting capability to operations within our Courts and Tribunals as well as the Courts and Tribunals Service Centres (CTSCs), transforming operational ways of working. The Model Office and Model Court & Tribunal Project will evaluate and validate the future organisation design and new ways of working along with ensuring the smooth transition of new reformed services. This will determine any changes that are required prior to implementation of the future operating model and the transition of new reformed services into CTSCs. Model Court & Tribunal will ensure the designs produced for the future operating model in HMCTS are fully validated before they can be implemented. Model Office will ensure the smooth transition of services from development and testing into the live environment with interactions between different parts of operations fully documented and embedded in the new processes.

Transition & People: 24-month Fixed Term Contract:

The Future Operations Programme will deliver a new operating model and supporting capability to operations within our Courts and Tribunals as well as the Courts and Tribunals Service Centres (CTSCs), transforming operational ways of working. The Transition and People Project are responsible for the changes associated with the phased delivery of transformed digital services into the CTSCs and Courts and Tribunals. The project is responsible for the successful transition and implementation for people, sites, training and capability, process, services, knowledge content, and infrastructure as well as the development of a structured release plans to align the people, process, technology and capacity plans, ensuring Service release dates and FTE ramp up are understood, planned and agreed.

Key Responsibilities:

  • Define and document project scope, goals and deliverables that support business goals in collaboration with senior management and stakeholders
  • Develop full-scale project plans and associated communication documents
  • Effectively set and communicate project expectations to project team members and stakeholders in a timely and clear fashion
  • Identify and manage project dependencies and critical path
  • Plan and schedule project timelines and milestones using appropriate tools
  • Develop a sound project plan that suitably identifies resources and project outputs
  • Develop and deliver progress reports, proposals, requirements documentation, and presentations
  • Take ownership and responsibility in terms of .time, quality and cost for all assigned projects or a workstreams in larger projects.
  • Execute project lifecycle in accordance with in-house processes, embracing Agile project delivery
  • Take an active role in supporting procurement of third-party services and ensuring commercials are adequate for delivering
  • Provide effective risk management

Key Interactions:

You will work closely with:

  • HMCTS and Ministry of Justice staff.
  • Project and programme senior responsible owners.
  • Project and programme managers and the wider change team.
  • Customer and supplier representatives.
  • Stakeholders in the justice system.

Other Duties:

The post holder is required to work in a flexible way and undertake any other duties reasonably requested by line management which are commensurate with the grade and level of responsibility of this post. The post holder will be required to work flexibly across the programme.

Essential Skills & Criteria:

  • Project Management Qualifications E.g. Prince 2, Agile etc.
  • A successful track record of Managing projects, preferably in a public-sector environment
  • Experience of producing business cases and a working knowledge of Government business case approvals processes
  • Proven ability to drive through significant change whilst maintaining strong client and internal relationships
  • Proven ability to perform consistently to tight timescales with a high degree of visibility
  • 5+ years’ direct work experience in a project management capacity
  • Strong familiarity with project management software such as Microsoft Project

Location of Posts:

The successful candidate will be required to travel to London, however base location can be flexible. Travel to other HMCTS sites may also be required as part of these working arrangements. In line with the department’s policies, travel and subsistence and, where appropriate, overnight accommodation will be available in line with organisational policies.

Some of MoJ’s terms and conditions of service are changing as part of Civil Service reform. The changes will apply to staff joining MoJ who are new to the Civil Service. Staff joining MoJ from other civil service employers will transfer onto the new MoJ terms if they are already on 'modernised' terms in their current post or onto 'unmodernised' MoJ terms if they are on 'unmodernised' terms at their current post. Grading Structure Review
