Background

The Ministry of Justice sits at the heart of public service delivery and the government’s wider social reform agenda, working to protect and advance the principles of justice. The department has been at the forefront of the Government’s wider efficiency agenda making finance roles an exciting and challenging opportunity.

The Ministry’s functional leadership model for finance brings together specialists into a single, unified team across the Department with the vision of putting finance at the heart of decision making. This change is being conducted through the Future Finance Programme.

The Financial Accounting (FA) team will support the department by providing a centralised, professional service that supports the entire department and individual business areas and entities, whilst adhering to the key principles in Managing Public Money, the Estimates Manual, Consolidated Budgeting Guidance, the Spending Controls Framework and Budget Holder Responsibilities.

Responsibilities

Responsibilities may include a combination of the following as required:

  • Assisting in the production of quarterly financial statements making sure they are produced accurately to challenging timescales.

  • Preparing technical accounting papers and presenting to senior management.

  • Responsible for monthly reconciliations of ledger balances within both in-house and outsourced systems and making sure discrepancies are resolved in a timely manner.

  • Reviewing current systems and processes to make sure they incorporate the appropriate financial controls and that system documentation is accurate and up to date.

  • Supporting the Senior Financial Accountant in answering account queries from internal and external auditors and resolving issues raised in management letters.

  • Maintaining a strong working relationship with the NAO and other external stakeholders.

Other duties

The post holder will be required to work in a flexible way and undertake any other duties reasonably requested by line management which are commensurate with the grade and level of responsibility of this post. This may also include working closely with other MoJ Finance staff to develop solutions/problem-solve and engaging in project work to drive finance improvements.

The department is undergoing transformation and the Financial Accountant will be required to support the transformation of the MoJ Finance function. They will need to ensure that the Financial Accounting team are central to the changes undertaken, that customer service is enhanced whilst maintaining effectiveness and improving efficiency.

Ability

  • Excellent communication, networking and negotiating skills

Experience

  • Experience of providing professional finance services to stakeholders

  • Knowledge of IFRS and/or FReM reporting requirements for central government.

  • Experience of dealing with external auditors.

Technical

  • Strong technical expertise with CCAB fully qualified or equivalent qualification.

  • Excellent Microsoft Excel skills

Working Arrangements & Further Information

Some of MoJ’s terms and conditions of service are changing as part of Civil Service reform. The changes will apply to staff joining MoJ who are new to the Civil Service. Staff joining MoJ from other civil service employers will transfer onto the new MoJ terms if they are already on 'modernised' terms in their current post or onto 'unmodernised' MoJ terms if they are on 'unmodernised' terms at their current post. Grading Structure Review

The Ministry of Justice is currently undergoing a review of posts which are currently graded at Band A to realign our grading structure with the majority of the wider Civil Service.
