1. Overview

We have a part time HEO role within the Custody Data Assurance team, within the Data & Analysis Directorate. We are looking for 0.5 of a full-time equivalent role. Days and hours worked to be discussed upon appointment.
The role is open to: 

•    Existing Civil Servants at HEO (or equivalent) and other eligible Civil Service Staff on promotion.
•    Applications from outside the Civil Service

We welcome applications from candidates based across the UK. Candidates will have the option of being based in the Leeds or London office (with flexible working arrangements available) or your nearest Justice Collaboration Centre or Justice Satellite Office. Locations include Ashford, Birmingham, Brighton, Bristol, Cardiff, Haverfordwest, Ipswich, Jarrow, Liverpool, Manchester, Merthyr Tydfil, Newport (Wales), Northampton, North Shields Nottingham, Sheffield, Stafford, Truro, Weston Super-Mare and Wolverhampton. This will be discussed and agreed on the completion of background checks.
Interviews are likely to take place in late February/early March 2023 and will be held via MS Teams. We will keep a merit list for a year for those who successfully pass the interview board but who are not offered a post.

We are a multi-disciplinary team of around 500 staff that sits at the heart of the Ministry of Justice providing analytical support across a diverse and exciting agenda. 3. What you’ll do  
 
This role is within the Custody Data Assurance (CDA) team, who work to ensure that custodial data is quality assured and are responsible for the following key activities:
•    Making sure data is available to users: Commonly via the HMPPS Performance Hub.
•    Data Accuracy: ensuring data is quality assured to enable colleagues to have accurate information for reporting to ministers and stakeholders
•    Multiple project work: Manage multiple pieces of work relating to prison safety/ security.
•    Maintain and update guidance: Keeping our safety definitions log up to date with technical notes to ensure end users are recording data correctly and for the right reasons. 
•    Providing user support: As customers raise queries about the data.
We are looking to recruit a HEO to lead on data assurance within the team. We may also recruit from the merit list from this advert for similar roles in the future. HEOs in the team currently act as Subject Matter Experts (SMEs), leading on the provision and data assurance of data relevant to their area of work whilst also supporting the wider Custody Data Assurance team.

Responsibilities:

•    Ensuring the delivery of high-quality documentation and data / Management Information (MI) on custody to support the effective operation of the MoJ.
•    Line management of one or more EOs with responsibility for providing support, guidance, leadership and development. This will include, but not limited to, setting expectations, standards and direction for the same.
•    Engaging with stakeholders to identify and manage reporting needs.
•    Leading on a programme of work in your area.
•    Ensuring engagement, information sharing and upskilling of topic stakeholders across the business to ensure that data quality / data assurance processes are understood and integrated within custodial data flows; data and MI is interpreted correctly and used appropriate; data suppliers are supported to meet expectations around delivery.
•    Ensuring high-quality responses to Freedom of Information (FoI) requests, Parliamentary Questions (PQs) and other enquiries relating to data within your area of responsibility.
•    Developing a workplan and negotiating realistic deliverables and timescales.
•    Supporting the transformation of new data / management information into Business as Usual delivery including supporting the development of data into the HMPPS Performance Hub where relevant to your area.
•    Support the team in maintaining quality assurance of the Incident Reporting System (IRS), ensuring prison incidents are reported correctly.
•    Work with colleagues to review and update Incident Definition Guidance.
•    Deputising for SEOs in the team as appropriate.

4. Who you are

The HEO Custody Data Assurance lead will be expected to:
•    Have a good working knowledge of data assurance, with the ability to apply their knowledge and skills to new problems.
•    Have strong written, oral and interpersonal skills with the ability to explain complex technical data, concepts and practices to non-technical stakeholders.
•    Manage stakeholder expectations over time and anticipate future needs, dealing constructively with challenges and where appropriate adapting work programmes where requirements / circumstances change.
•    Take responsibility for their area of work, balancing resources, quality, timeliness of outputs including ensuring adherence to relevant standards.
•    Demonstrate leadership of their area, guiding the development of those they manage, acting as a technical mentor / coach, prioritising and delegating tasks in line with organisational objectives.

The following experience and skills will be required:
•    Stakeholder management and support skills
•    Confidence in presenting data
•    Ability to work at pace
•    Experience of identifying and improving data quality
•    Development and support of team members.
•    Ability to present complex information to others both verbally and in writing
The following experience and skills are desirable:

•    Experience of Excel and/or R/SQL
•    Experience of custodial data / data recording systems and / or wider administrative data systems
•    Knowledge and previous application of the Government Data Quality Framework including the data maturity models.

5. How to apply

5a. Selection Process 

If there is a high volume of applications, there will be an initial sift against the managing a quality service behaviour followed by all remaining candidates being assessed against the remaining behaviours (listed in the behaviours section). This will be assessed at level 3. This usually takes two weeks, depending on the number of applications.

Those who make it through the initial sift will be invited to a Civil Service Success Profile interview. In the Civil Service we use Success Profiles to help us find the right person for the job. We will be using a mixture of methods to assess your abilities, strengths, experience, technical skills and behaviours. We highly recommend learning about Success Profiles and using the Situation, Task, Action, Result and Reflection (STARR) framework when structuring your answers. 

The highest scoring candidates that pass the interview will be offered the roles. The whole process can take up to a month.

Working Arrangements & Further Information

The MoJ offers Hybrid Working arrangements where business need allows. This is an informal, non-contractual form of flexible working that blends working from your base location, different MoJ sites and / or from home (please be aware that this role can only be worked in the UK and not overseas).
