Salary

External Candidates will be offered a starting salary of £24,002.

The starting salary for Band C is £24,002 in line with MoJ/Civil service pay policy.

Overview

The Estates Directorate is a customer focused organisation that exists to enable our customers to perform to their very best. We do this by providing high quality, easy to use services, and working environments that our customers want to work in, which support them to deliver their individual outputs efficiently. Our job is to manage one of the most diverse and complex estates in Government – this is hosted by the Ministry of Justice, and includes the estate of the Home Office, Prisons, Probation, MoJ HQ and Arm’s Length Bodies.

We provide specialist services including facilities management, health & safety, fire safety and security, technical design expertise, and sustainability. We also have business management teams who work in support of the entire Directorate. Each of our partners is supported by account management teams; we are responsible for a great deal - our portfolio consists of properties valued at £8.5bn for the MoJ alone.

We work closely with our cluster partners and the Government Property Agency, encouraging healthy collaboration and driving a professional service delivery approach. We strive for professional membership in our Directorate, encouraging our people to join the Government Property Profession.

We continue to deliver new ways of working across the estates cluster – leading on the scale and pace of activity for central government – proposing ways to achieve, and then providing, more dynamic and flexible work space, while driving down the cost of the estate.

Job Description, Duties and Responsibilities

The Facilities Manager will report to the Area Facilities Manager (Band B). Responsibilities will include the following:

  • Work with FM suppliers to proactively manage the provision of soft service, reactive and planned maintenance and projects to ensure health and safety, business resilience and fit for purpose accommodation to meet individual business and customer requirements;
  • Actively participate in Facilities Management (FM) Client Unit, MoJ Estates Directorate, wider MoJ and industry networks to share best practice to overcome specific and generic blockers to effective FM performance;
  • Manage service delivery and monitor and report on performance in an accurate and timely manner;
  • Manage all delegated spend within agreed internal governance procedures;
  • To promote high performance culture and excellent customer service in all activity ensuring team demonstrate appropriate behaviours in delivering a service to the business;
  • Responsible for the management and resolution of any escalations or complaints from the customers or supply chain, including request for additional spend, elective new works, changes to scope or specification;
  • Monitor management information (MI) and CAFM (FM database) with regular liaison with the Integrator to understand performance of supply chain and customer requirements; and
  • Accountable for working with the supply chain to drive costs down and value for money up in accordance with business targets.

Expectations of post holder in executing the role

  • The ability to prioritise and manage a workload is critical to this role.
  • Post Holders are expected to display a commitment to Continuous Improvement, supporting change and improving performance.
  • Regional based roles with the FM team will have to travel within their designated region to various buildings and customer sites.
  • As the Estates Directorate HQ is currently based in 102 Petty France London there will be a requirement to travel to the current or any future designated HQ as and when required.

  • Property and facilities management with knowledge of asset management, maintenance, customer service and supplier management.

Qualifications

  • Holding, working towards or willing to work towards an appropriate professional accreditation or equivalent (RICS, IET, BIFM, IOSH, CIBSE etc)

Working Arrangements & Further Information

Some of MoJ’s terms and conditions of service are changing as part of Civil Service reform. The changes will apply to staff joining MoJ who are new to the Civil Service. Staff joining MoJ from other civil service employers will transfer onto the new MoJ terms if they are already on 'modernised' terms in their current post or onto 'unmodernised' MoJ terms if they are on 'unmodernised' terms at their current post. Grading Structure Review

Security Clearance (SC)
