This position is available for external applicants as well as existing civil servants on level transfer or promotion. New recruits to the Civil Service joining MoJ are expected to join at the band minimum. For an exceptional applicant and under exceptional circumstances, managers have discretion to set starting salaries above the pay range minimum.

We are currently undertaking a first-of-its-kind Change Programme aimed at delivering pioneering modernisation of judicial services, exploiting digital technologies to deliver services that better serve the public. The Programme is ambitious and we need resilient, resourceful and adaptable people, with programme delivery experience, to make it happen. To support us on this journey, we’re expanding the team and now are looking for an exceptional talent to join the delivery team at HMCTS.

Overview:

The G7 National Business Change Capability and Resource Lead role provides you with the unique opportunity to be central to the delivery of the HMCTS Reform Programme and to lead the significant and ambitious business change strategy across HMCTS. HMCTS is an agency of the Ministry of Justice and operates on the basis of a partnership between the Lord Chancellor, Lord Chief Justice and the Senior President of Tribunals. The HMCTS Reform Programme offers a unique opportunity to assist in reshaping the justice system around the needs of all those who use it by simplifying and streamlining our processes and providing people with new tools and routes to exercise their legal rights. That also means that those working in HMCTS will need to adopt new ways of working and build their customer service and digital skills. And crucially, we need the right people in the right locations and the right roles, which is where your role comes in.

Role Summary:

This is a national role responsible for developing and enhancing business change across the organisation, working closely with over 90 business change professionals to lead the design, planning and implementation of business change capability and resource management.

The role will focus on professionalising the business change community, championing consistency and alignment through capability and ownership of the national business change process, development of core business change tools, leading the business change communications approach and leading the change agent network.

The role will also seek innovative ways for the organisation to manage its business change resource to meet the change load need including defining how resource is deployed for the remainder of the reform programme whilst driving efficiency and supporting projects to deliver to time, cost and quality.

This role will require line management of a small team to support this work. It is a key role within the Transition Directorate requiring an individual with excellent stakeholder management and diplomacy skills, building effective and supportive relationships with a range of key stakeholders. The ability to combine resource and capability to drive the building of a core change management expertise is essential. The role will provide expert advice for team members and those involved in change activity. The role requires professional expertise in the effective use of business change and programme management methodologies and techniques using industry and government best practice.

Key Responsibilities:

Delivery

Reporting to the Grade 6 National Head of Business Change, responsible for:

  • building business change capability to support the effective delivery of Reform and working closely with the MoJ Project Delivery Profession. Introducing a capability framework for HMCTS, managing professional development of the business change community, analysing capability and identifying skills gaps aligning to organisation wide people strategies;
  • designing the approach and strategy for allocating business change resource and managing a pressured resource budget, managing financial year business casing and implementing an efficient resource model;
  • raising awareness and promoting the business change community through the national business change process, equipping business change professionals with the right tools and behaviours to deliver reform;
  • leading a change agent network of over 490 individuals, providing expert advice and guidance to regional teams to ensure consistency in delivery, visible outputs and ensuring the frontline voice supports business change impact assessments;
  • working with continuous improvement and user teams to help frame and encourage a culture of continuous improvement and driving out benefits.

A key priority will be ensuring that there are sufficient skilled and capable business change resource to support the effective implementation / transition of programme outputs into sustainable and embedded new ways of working. This will require the efficient management of a significant resource budget required to deliver reform led outcomes.

Stakeholder Management

Responsible for:

  • working with the senior management team in the Transition Directorate; cross boundary stakeholder engagement at a senior management level to lead and influence plans and objectives to ensure alignment with designed approaches.
  • managing implementation of resource and capability approaches, and negotiate, partner and advise senior managers on how to embed. Leading stakeholder relationships with programmes and operational transformation teams to identify and anticipate potential issues and risks and putting in place mitigation plans to minimise their impact.
  • expert change management and advice offered at all levels within the organisation, with the ability to convey technical change management terminology to a wide audience. Leading stakeholder relationships across a large national network, with the ability to manage 12 regions with differing priorities.
  • developing networks across the public sector and external bodies to gather, harness and share best practice to develop and drive improvements.

Management

  • Responsible for the line management and development of a small capability and resource team;
  • Provide leadership to a cross organisation network of 12 Change Agent Regional Coordinators;
  • Matrix management and development of directorate team members
  • Work closely with the G7 Change and Assurance Lead to embed and further develop the transition management approach and related change assurance model across the business change community.
  • Significant engagement at SCS level to report on business change capability and resourcing matters

Resources

  • Management of a fixed budget covering the allocation of reform funded business change resources across multiple regions and grades. This role requires the ability to liaise with stakeholders to inform decision making and allocation of resources independently whilst taking onboard conflicting project priorities and organisational priorities.
  • Working autonomously with programmes and operational transformation teams to identify change resource and skill requirements for the organisation, supporting the recruitment and deployment of resources as required ensuring they have the right resources at the right time.
  • Tracking the allocation of resources ensuring resource is onboarded and offboarded in a timely manner. Manage and maintain the resource tracker to maintain a ‘real-time’ view of where resource is allocated to.

Communication

Responsible for developing and delivering a national approach to business change communication ensuring the organisation adopts the standardised change management approach. Working with communications and alignment activity to develop a communications strategy for this area of work that aligns with broader communication and engagement strategies.

Guidance & Support

Provide leadership, support and guidance to those involved in business change across the Reform Programme and wider organisation. Show commitment to personal development. Promote effective individual and team performance.

Project Performance, Controls, Risks & Issues

Develop and maintain project plans, including any critical path supporting plans. Identify and set appropriate project controls. Manage performance and report progress to relevant forums.

Identify and monitor project risks and issues. Develop mitigating actions and escalate as appropriate. Identify and work with related projects to manage interdependencies.

Other duties:

The post holder is required to work in a flexible way and undertake any other duties reasonably requested by line management which are commensurate with the grade and level of responsibility of this post.

Essential Skills & Experience:

  • Experience of leading large-scale, cross-cutting projects, programmes or portfolios which include significant people change activity
  • Experience of leading national flexible resource teams in a fast-paced evolving environment where competing requirements and priorities exist
  • Experience of leading a large national network of change agents, champions or voluntary national community
  • Excellent stakeholder management skills, including the ability to work across boundaries to influence and gain confidence of senior project delivery leaders and sponsors
  • Experience of challenging situations where tough discussions are needed with senior figures in order to prioritise and come to consensus.
  • Excellent knowledge of change management methodologies, tools and techniques that can be employed to encourage adoption of change
  • Proven record in the production of quality documents and verbal briefings for senior management
  • Proven results in designing / delivering change and training strategies / interventions
  • Experience of establishing change and / or business networks to deliver change
  • APMG Change Management Practitioner

Desirable Skills & Experience:

  • Have proven experience of continuously improving and analysing the impact of change on different user groups
  • Experience of working in the project delivery profession
  • Background in communications or employee engagement

Terms & Conditions:

Fixed Term Appointment

This appointment will be made on a fixed term basis, due to the time limited nature of the Reform Programme.

For existing civil servants, whilst the role itself is time limited, at the end of the fixed term period, you will retain your permanent status but will be placed on the re-deployment register. Successful appointment on promotion will secure this grade on a permanent substantive basis.

Secondments and loans will be considered on an individual basis.
