Band C (HEO) – Project Manager, Performance, Projects and Reporting Team, Judicial College

Overview

This is an exciting opportunity to join the Judicial College’s newly formed Performance, Projects and Reporting (PPR) Team. The role will lead key project activities with a planning and operational impact, shape new initiatives and in some specific instances, manage relationships with external parties in this interesting and challenging post. The successful candidate will work closely with all the Planning and Operational Support Teams within the College as well as colleagues across the organisation, including judiciary, and key stakeholders across the Judicial Office. 

The role is a unique opportunity to lead and own the running of and delivery of key projects which are designed to drive continuous improvement to the planning and operational delivery of the rolling Judicial Training Programme. You will lead and coordinate the operational delivery team’s engagement in key projects and provide the consistent link and representation at project working groups and boards within the College and the Judicial Office.  The role would suit someone with strong project management skills and demonstrable experience of delivering a variety of types of initiative, including running and leading technically and commercially based projects and successfully implementing process and operational change projects with clear and measurable outcomes.

Judicial College

Judicial College is part of Judicial Office (JO), an arm’s-length body of the Ministry of Justice. The JO is a unique branch of the Civil Service, independent from Government, dedicated to supporting the judiciary and promoting judicial independence, to maintain confidence in the rule of law. The Judicial Office reports to, and is accountable to, the Lord Chief Justice and was set up in 2006 to provide support to him and to the wider judiciary following the Constitutional Reform Act 2005.  In addition, we support, and are accountable to, the Senior President of Tribunals, whose responsibilities extend to Scotland and Northern Ireland.  We support some 22,000 judicial office holders, providing policy, legal and handling advice and operational support. 

The principal role of Judicial College is to support the Lord Chief Justice and the Senior President of Tribunals in fulfilling their responsibilities for the arrangements for training the judiciary in an ever-evolving justice system.  Working with the College Board, the Judicial College supports these senior members of the judiciary in setting the direction for training and ensuring the College has the right support in place to provide advice on the design and delivery of training, innovative digital systems to support delivery and that seminars are well organised. Our purpose is to strengthen the rule of law and improve the administration of justice through delivery of essential training for the judiciary in courts and tribunals, as well as a framework of training for magistrates.  

The Performance, Projects and Reporting (PPR) Team will work closely with the Planning and Operational Support team (POpS), which is the customer facing hub of the College.  POpS provide the organisational support to approximately 400 judicial training events a year.  The PPR team is newly established and the purpose of the team is two-fold: 1) to streamline and improve current operational processes such as managing the training budget and producing performance reporting for senior management use and publication; 2) lead and coordinate the POpS involvement in key projects where there is an operational interest or impact.  

Working in conjunction with the POpS team, the PPR will strengthen the change capability in the College’s operational delivery teams and assist in improving the service the College offers to keep up with the modern needs of the judiciary.  The PPR team will offer expertise, strive for excellence and be a source of insight and innovation for the College, as well leveraging creativity from across POpS about smarter and modern working practices.

Role purpose and key responsibilities

The main responsibilities of the role are as follows: 

  • To co-ordinate and lead POpS’ input into key programmes and projects underway in the Judicial Office and/or Judicial College, such as the introduction of the new digital Judicial Training Platform within the College. 
  • To lead and manage the key projects within POpS which support the day-to-day delivery of the services provided to support the training programme, such as successfully identifying and introducing process improvements to the operation in ways that deliver positive and measurable outcomes and efficiencies;    
  • To provide project management support to the transformation and centralisation of the internal POpS finance capability and ways of working into the PRP hub and will work closely with the PRP Budget and Reporting Manager to achieve this;
  • To manage the day to day relationships with a small number of key suppliers across individual packets of work with them where required. 

The post-holder will be a natural leader and very organised, with strong project management, stakeholder management, and communication skills. The role will provide exposure to senior leaders and the senior judiciary. The role will report to a Band B/SEO and the post holder will be expected to be able to lead effectively across virtual teams where needed.  The team may expand to include a Band D, which the post-holder would line manage. 

Essential skills and experience

The successful candidate will be able to demonstrate:

  • Proven track record of delivering projects successfully using structured and recognised tools and methods;
  • The ability to accurately shape new packets of change activities against a timeline, resources and budget;
  • Excellent communication and presentation skills, and the ability to distil and present information (including progress reporting and risk and issue management) appropriately for senior stakeholders;
  • Evidence of delivering change through teams who do not directly report into the post-holder themselves i.e. working with and across virtual teams via a matrix management approach;
  • Experience of scheduling and delivering the effective training of change. either to process or tools - or both - into teams who have busy operational day jobs;
  • Strong prioritisation skills and the ability to make effective decisions on how to make best use of your resources to achieve both short- and long-term results;
  • The ability to build relationships quickly with colleagues across the College and wider organisations, and with senior external stakeholders including third party colleagues and partners;
  • You should be a confident user of the Office 365 package and have experience of using Excel and Microsoft Project to track progress, analyse data and present reports.
