Position:  Data Analyst                

Location: National (Hybrid working with some attendance at office sites: OPG Sites or at nearest MoJ Hub

Organisational Overview:                                                                         

The Office of the Public Guardian (OPG) is seeking to recruit a Data Analyst to join the Data Team, a growing and multidisciplinary team within Strategy & Central Services Directorate. We are setting the foundations that will support better storage, access, management and use of data to benefit OPG.

The post holder will assist in the delivery of data products including the outputs of OPG’s Data Landscaping project, quality assure data in the Analytical Platform including data which is published externally, support commissioning and triage of business requests for data and assist in delivery of workstreams under OPG’s data strategy including the development of data quality action plans and development of new data standards, policies and processes to embed good data management organisationally.

The post holder can be based in Birmingham or Nottingham (OPG sites) or their nearest MoJ satellite hub. There will be some expectations to attend an office location alongside home working as part of a hybrid working arrangement.

Job Description, Duties and Responsibilities –

Data product management

  • To assist the data manager in delivery of workstreams/products associated with OPG’s data strategy implementation programme - ensuring that this informs data quality action plans and prioritization of activities within the data strategy to maximize impacts and benefit realization.
  • Support the Analytical Platform data team with ongoing projects and activities – including working with wider business to commission data product requests (gathering, documenting and reviewing requirements), discovery research, managing iterative development, quality assurance at key stages in product development, sign off and onboarding of finished product.

Data Governance

  • Support implementation of data management policies and procedures, acting as a champion for data governance, raising awareness of data controls, and helping the business to unlock the value of data. Guide on what well governed and managed data looks like.
  • Conduct data quality assessments in line with set standards – including root cause analysis and drafting of action plans which clearly outline actions required to improve OPGs data quality.
  • Creating/editing requirements, a data catalogue of critical data sets, data dictionaries, process maps and data lineage/mapping to ensure these are kept up to date – using Python/Plotly Dash.

Cross-team working/communication

  • Working with Digital and other teams to ensure collective agreement in triaging of data requests and development of data products. Also, ensuring workflow aligns with and supports organisational priorities.
  • Support the communication of the importance of data across OPG - contributing to the design of learning, development and training to improve data literacy, initiatives embedding a data driven culture and promotion of data as a valuable asset.
  • Cross team communication to ensure data issues are highlighted and understood and horizon scanning to ensure emerging changes which affect data are understood and align with data management principles/standards.
  • Wider engagement including facilitating stakeholder workshops to progress data workstreams and providing updates to governance boards.
  • You will have line management of an EO Junior Data Analyst.
  • Other tasks and responsibilities commensurate to grade.

Person Specification

Essential Criteria

  • Knowledge of data management processes and policies. (LEAD CRITERIA)
  • Ability to communicate effectively with diverse audiences, presenting complex information in an accessible way
  • Translating business requirements into technical requirements for new data science tools and projects.

Desirable Criteria:

  • Previous experience of working in a data role and/or on data projects.
  • Previous experience of coding.

You will have the opportunity to enrol on a L4 Data Apprenticeship qualification as part of the role and will be supported to complete the apprenticeship (lasting between18 and 23 months) and to apply your learning to the role. Interview

If you are successful at sift, you will be invited to an interview which will be assessed against the Success Profile criteria. At interview candidates should expect behaviour, experience, and strength-based questions. Civil Service behaviours assessed at interview include the following: -

Candidates will also be expected to deliver a 5-minute presentation at interview to demonstrate your experience in data management. Your presentation will be assessed against the ‘Seeing the Big Picture’ (Level 3) behaviour.

The presentation should be verbally communicated only, with no visual aids.

Working Arrangements & Further Information

The MoJ offers Hybrid Working arrangements where business need allows. This is an informal, non-contractual form of flexible working that blends working from your base location, different MoJ sites and / or from home (please be aware that this role can only be worked in the UK and not overseas). Some roles will not be suitable for Hybrid Working. Similarly, Hybrid Working will not suit everyone’s circumstances. Arrangements will be discussed and agreed with the successful candidate(s) and subject to regular review.

For nationally advertised roles, the successful candidate(s) will be appointed to a MoJ office location, which may include their nearest Justice Collaboration Centre or Justice Satellite Office. This will be discussed and agreed on the completion of pre-employment checks.
