Overview

Finance Business Partners (FBPs) work alongside the businesses they support and have a close understanding of their business to enable them to help drive better outcomes from ensuring that finance is at the heart of decision making. The FBP role is to protect value, drive value and add value to the business.

The FBP team for financial planning and change covers a varied portfolio comprising allocations and budget setting; major reform projects within HMPPS; Strategy, Planning and Performance (SPP) budget management; and Intelligent Client Function (ICF) budget management.

The main task of this FBP role will be to manage the budgets of c.£40m for the SPP directorate, covering 6 Deputy Director remits, as well as the ICF function. This is alongside supporting the wider aims of the team, assisting with financial planning and budgeting, as well as major change projects within the Department. The position holder will be expected to deliver:

1.    Concise, timely and accurate reporting of in year financial management information into past performance and with future insights.
2.    A culture of continuous financial improvement, using data led insights and learning from best practice.
3.    Trusted advice, offering critical feedback and support based on data driven insights and reported information.
4.    Proactive planning, developing, and implementing intuitive solutions across the Agency and supporting our stakeholders to articulate their vision.

This role will be reporting into a Lead Finance Business Partner.

Role Summary

Finance Business Partnering SEOs are responsible for building strong relationships with their directorate, understanding the business, and explaining financial information for budget holders in an understandable manner.

Typical Role Responsibilities

SEO FBPs are developing expertise and responsible for building strong relationships and understanding the business within a directorate or possibly supporting a lower risk Director led unit. They aim to communicate financial data and other information clearly and provide valuable financial advice, challenge and support, strategic insight, and business solutions.

Within Finance  

This role may be suitable for Finance individuals at HEO or SEO with the required influencing and interpersonal skills.

From Outside Finance

This role may be suitable for HEOs on promotion and SEOs with the required data analysis, influencing, stakeholder management and numeracy skills and who are interested in joining the Finance function.

Progression Routes

Staff in this role typically transfer to Management Reporting SEO, Financial Accounting and Reporting SEO or Business Support SEO roles, or progress to Financial Business Partnering G7, Management Reporting G7 or Financial Accounting and Reporting G7 roles.

Role Responsibilities/Tasks 

The service provided by the FBP team will be in line with the adoption of the cross-government vision set out in the “Excellence in Finance Business Partnering” handbook (Finance Business Partnering (civilservice.gov.uk):

•    Developing an understanding of the business, its stakeholders, and deliverables
•    Building and maintaining relationships with customer budget holders
•    Providing advice on compliance with policy, standards, accountabilities, and controls
•    Translating, owning, and adding insight to financial data to provide clear information and evidence to support business activities and requirements
•    Providing guidance at appropriate level budget holder meetings and boards
•    Reviewing and providing input to business cases/ strategic documentation
•    Identifying and applying relevant costs, benefits, and investment appraisal techniques
•    Providing relevant coaching and training to the business
•    Providing ad-hoc analysis and presentations to drive and support business decisions, such as efficiency and cost reduction options, using all available data and analytics tools

The post holder will be required to work in a flexible way and undertake any other duties reasonably requested by line management which are commensurate with the grade and level of responsibility of this post. This may also include working closely with other MoJ Finance staff to develop solutions/problem-solve, engaging in project work to drive finance improvements.
