Purpose 

If you are looking to play a significant leadership role in driving change, increasing capability and using evidence to inform effective decision making for a wide range of People interventions, then we would like to hear from you. 

We are looking to recruit into Business Partnering where you will lead a team and support the Divisional Director to deliver effective and forward-looking challenge, acting as a senior advisor and building relationships of trust amongst our Senior Civil Servants to ensure they deliver against their business objectives. 

You will support our Senior Leadership Team in the delivery of key workstreams in relation to an ambitious People Agenda, you will bring with you a passion for people and the drive and experience to lead a team of professionals in across a range of specialist, generalist and operational areas. 

You will drive the high-quality interventions from the People Group into the business. Supporting the business in meeting its strategic objectives and ensure the Ministry delivers its wide range of services in both operational and corporate services contexts. 

Providing visible leadership, challenge and influence across the function and the department at a senior level, you will utilise your skills as a leader to deliver a coaching style of management, to draw out the best of your team and contribute to the ongoing professional development of the function. 

You will be an active member of a Grade 6 leadership team who will both drive the agenda and direct the delivery of your team’s objectives 

Responsibilities 

You will lead a team with the primary route into People Group, commissioning people services and interventions, working in partnership with Centres of Expertise and operations throughout the employee lifecycle. You will support one of our Director Generals and Executive Committee Team members ensuring they have talented, engaged and high performing teams with the capability to deliver current and future objectives. Building relationships of trust and coaching a team of HR professional in supporting corporate and operational areas. 

The job holder will be required to undertake the following duties and responsibilities of their specific teams: 

Key responsibilities include: 

  • Building leadership and management capability to facilitate high people performance; 
  • Coaching leaders (including the Director General) on the implementation and timely and efficient delivery of planned and unplanned Human Resources programmes; 
  • Working proactively with all HR colleagues across MoJ to deliver a consistent and quality HR service and ensure joined-up delivery. Using their knowledge and expertise to provide challenge, support and guidance on a range of HR issues including: organisation design, culture change, performance and talent management and leadership development; 
  • Embedding HR processes and principles; 
  • Providing professional judgement and insights into the organisation borne from a deep understanding of the business, the market and the human resources profession; 
  • Working collaboratively as a senior HR leader to shape business direction and people strategy to help achieve Organisational and Group outcomes; 
  • Using a range of strategies to communicate, influence and persuade stakeholders and senior business leaders in a way that results in agreement or behaviour change; 
  • Leading and developing a successful team of HR professionals, motivating them and creating an inclusive environment where everyone is able to perform to the best of their ability; 
  • Work with DG and Directors to ensure healthy succession plans are in place; 
  • Ensure that group senior management takes full account of people issues when business plans and key decisions made, including employee relations; 
  • Play a key role in driving up the standard of leadership and people management within the group, supporting managers to fulfil their management responsibilities and develop as confident people managers; 
  • Participate in shaping the departmental HR agenda and contribute to the work to increase the effectiveness of the HR service within the Department, ensuring it is aligned to business need at a time of major change; 
  • Lead/support corporate HR projects/work as and when required ensuring continuous improvement across the Directorate, this is in addition to your HR BP activities.

  • You will be Chartered MCIPD (essential for the HRBP role) 

Professional memberships
Member of CIPD or equivalent.

This role will be responsible for HMPPS HR delivery for Probation Service and Wales. The successful applicant will be appointed to an office/hub location close to their home address within this region.  The base location will be discussed with the successful candidate. 

Regular travel may be required for this post. 

Professional Competencies / Requirements: You will be Chartered MCIPD

Some of MoJ’s terms and conditions of service are changing as part of Civil Service reform. The changes will apply to staff joining MoJ who are new to the Civil Service. Grading Structure Review

The Ministry of Justice is currently undergoing a review of posts which are currently graded at Band A to realign our grading structure with the majority of the wider Civil Service.
