Overview

MOJ Property Directorate is a customer service organisation that exists to enable our customers to perform to their best. We do this by providing working environments in which our customers want to work and which support them in delivering their outputs efficiently, and by providing high quality, easy to use services. We manage one of the most diverse and complex estates in Government, hosted in MoJ, including the estates of the Home Office, Prisons, Probation, MoJ HQ and Arm’s Length Bodies (ALBs).

We provide specialist services including facilities management, health & safety, fire safety and security; technical design expertise and sustainability, our cluster partners are supported by account management teams and we have business management teams supporting the overall Directorate. Our portfolio consists of properties valued at £8.5bn for the MoJ alone.

We work closely with our cluster partners and the Government Property Agency; encouraging healthy collaboration and driving a professional service delivery approach.

We continue to deliver new ways of working across the estates cluster – leading on the scale and pace of activity on this for central government – providing more dynamic and flexible work space while reducing the cost of the estate.

Team/Post Overview

This is a new and dynamic role within an expanding team that is vital in the execution of several key Government policies that will have a major effect on the Prison sector. This role gives the opportunity for the successful candidate to be involved with crucial Prison strategy developments that will help shape

the direction of the estate for the foreseeable future. There is also potential scope for successful candidates to work with the Project Delivery team to take a leading role on delivering the remainder of the expansion portfolio. 

The post holder is accountable to the Prison Infrastructure Director for the successful, timely and quality delivery of all construction of new build prisons. The post holder leads a team of senior project sponsors and outsourced professional service providers, your input will be integral to drive forward the next stages of investment and forward planning, this is excellent opportunity to balance your senior management skills with your technical expertise. 

Job Description, Duties and Responsibilities

Responsibilities will include the following: 

  • Working with end users leads to develop strategic project proposals at mandate through to timely completion, within budget envelops;
  • evidencing value for money solutions and benefits realisation.
  • Timely assurance and submission of individual project option appraisals, feasibility reports, business cases and board papers and change requests; driving design innovation throughout.
  • Timely procurement of supply chain resources.
  • Setting direction and managing performance levels of supply chain
  • partners, through setting out clear performance indicators, at the same
  • continually challenging resourcing proposals.
  • Identifying risks and issues and making sure mitigation plans are in
  • place; managing early warning notices and chairing core groups when contractual remedies are required.
  • Embedding wider efficiency targets set by the Cabinet Office and IPA, such as the implementation of building information modelling,
  • government soft landings by the inclusion of FM professionals; and collaborative procurement, particularly early contractor engagement and
  • project bank accounts.
  • Regularly holding to account senior project sponsors in making sure all key project milestones are on track, all policies are considered (such as
  • sustainability) and all project reporting is assured and submitted on time; at the same time assuring all actively is managed in line with the
  • project control framework controls.
  • Ensuring lessons learned carried out as best practice and findings are collected and distributed across stakeholder groups, including technical
  • services, FM, commercial, and post project evaluations are conducted and recorded.
  • Line management and leadership of a team, providing strong professional direction.

Frequent travel will be required across England and Wales.

The post holder will provide clear direction and support to their team, account managers and stakeholders in delivering successful outcomes in respect of the Directorates objectives that flow from the single departmental plan, the asset management plan(s) and local business plans. 

Strong leadership is a critical element of this role, as is the ability to prioritise and manage a personal workload, whilst continuously developing their team and individuals, that may include apprentices and/or fast streamers; and be accountable for their own professional development. 

As a member of the unit senior leadership team the post holder will operate in a culture of openness and honesty, demonstrating commitment and drive to change through personal involvement, grip and empowerment, and by delivering results by personally championing change.

Skills and Experience

Essential:

  • The post holder must be able to confidently communicate on a technical level with external stakeholders in the construction and engineering industries. 

Desirable: 

  • Experience in management of property disciplines e.g. Facilities Management, Sustainability, Health & Safety, Fire Safety
  • Successful experience of delivering challenging programmes in a complex environment
  • Understanding of and integration with the Government Property Profession
  • Project or programme management qualification (e.g. Prince 2 or MSP)
  • Knowledge or experience of implementing continuous improvement methodologies e.g. Lean, Six Sigma etc.
  • Awareness of Government Property Profession.
  • Knowledge and use of PPC 2000, NEC3 forms of contracts.
  • Knowledge and experience in the use of the RIBA digital plan of works.
  • Experience of delivering through project bank accounts and timely payment of supply chains through the requisition to pay process.
  • Knowledge and experience of good supplier relationship, contract and commercial management outcomes.
  • Knowledge of sustainability policy and its application in property/projects
  • Knowledge of the strategic direction and objectives in managing and improving the Government estate.
  • Knowledge and experience of drafting and assuring business cases, option appraisals, board papers, and contributing to PQs, FOI and Ministers cases.

Government Property Profession (GPP) Competencies

The GPP Competency Framework is aimed at staff working in property or property-related roles and consider property to be their career anchor profession. This usually encompasses posts where professional qualifications and experience are directly relevant to the work being undertaken. However, it is also applicable to those who are currently not qualified property practitioners but wish to make this their profession of choice. Those with a property background at any level are encouraged to register with the GPP, which exists to support property practitioners at all levels. The role is a permanent full-time position, offering flexible working opportunities.

Location

The team is based at 102 Petty France, Westminster, London. However, the

post holder can be based in London or Leeds. Travel across England and Wales

will be required.

The Estates Directorate offers flexible working subject to local agreement. This post is advertised as Permanent & Full Time, part-time applicants will be considered under job share arrangements.

The unit is supportive of and encourages flexible working and compressed hours candidates will also be considered. Non-civil service candidates would typically start on the pay band minimum.

Some of MoJ’s terms and conditions of service are changing as part of Civil Service reform. The changes will apply to staff joining MoJ who are new to the Civil Service. Staff joining MoJ from other civil service employers will transfer onto the new MoJ terms if they are already on 'modernised' terms in their current post or onto 'unmodernised' MoJ terms if they are on 'unmodernised' terms at their current post.
