Background

Judicial Office

The Judicial Office (JO) was established following the Constitutional Reform Act 2005 and is directly accountable to the Lord Chief Justice and Senior President of Tribunals. We are a unique branch of the Civil Service, dedicated to supporting the judiciary and promoting judicial independence, to maintain confidence in the rule of law. The JO delivers a wide range of functions including training (through the Judicial College), communications, human resources, welfare, legal and policy advice, and library services.

Judicial Library and Information Services

The Judicial Library and Information Service (jLIS) is a team of 13 people which provides legal publications and information to judges and legal advisers in the courts and tribunals to ensure that they are equipped to carry out their duties effectively.  We provide a central legal research enquiry service for judges across England and Wales through the library at the Royal Courts of Justice, which provides judges with access to an unrivalled collection of online legal information; last year we dealt with over 2500 research enquiries.

Our legal databases portal, eLIS, provides access to the major legal databases so that judges have access to the key online legal resources which they require. As we transition from print to online resources it is essential that judges have the skills they need to access and use this information effectively.   We have developed an eLIS training strategy which initially seeks to increase judicial awareness of eLIS and the resources available, followed up by training for all judges, alongside a range of self-help guides and resources.

The successful candidate will play a key role in implementing this strategy and will work with the judiciary and the database suppliers. Over the last two years, we have been reviewing the eLIS website to enhance its usability, and following recent feedback from judges we are aware that there is scope for further improvements. The successful candidate will lead on this work, liaising with both database suppliers and IT and jLIS colleagues to maximise eLIS functionality.

Role purpose

To develop and maintain eLIS, and to provide eLIS training and support to judges.

Key Responsibilities

The job holder will be required to undertake the following duties and responsibilities:

  • Provide individual and group training sessions for judges and court staff
  • Liaise with suppliers and publishers to develop specialist training sessions and resources
  • Produce training materials such as printed guides and videos
  • Provide technical support to all eLIS users
  • Maintain and develop our online portal of legal databases, eLIS
  • Update the eLIS homepage and news section
  • Index all resources using appropriate subject headings
  • Liaise with suppliers and publishers to resolve technical issues and manage systems upgrades and changes
  • Act as the systems administrator for our library management system, Liberty
  • Provide cover for other library tasks such as enquiries, cataloguing and producing current awareness alerts
  • Any other duties and responsibilities as appropriate

Person Specification

To be successful in this role you will:

  • Be a qualified Knowledge and Information Management (KIM) Professional. Candidates must meet one of the following criteria:
  • Proof of personal accreditation by one of the approved KIM Professional Bodies (such as the Chartered Institute of Library and Information Professionals);

or

  • Possess a KIM profession academic qualification (i.e. a first degree or postgraduate qualification in a KIM related discipline which has been accredited by an approved KIM Professional Body)
  • Have excellent interpersonal and communications skills with the ability adapt messages to different audiences
  • Have the ability to work effectively on own initiative, with both internal and external stakeholders
  • Be a highly proficient and confident user of MS products especially Outlook PowerPoint
  • Be highly customer-focused, committed to providing and excellent service
  • Be able to travel regularly to court centres around England & Wales

Desirable criteria

  • Experience providing training on online databases
  • Knowledge of legal information databases
  • Knowledge of Sharepoint would be an advantage

Working Arrangements & Further Information

Some of MoJ’s terms and conditions of service are changing as part of Civil Service reform. The changes will apply to staff joining MoJ who are new to the Civil Service. Staff joining MoJ from other civil service employers will transfer onto the new MoJ terms if they are already on 'modernised' terms in their current post or onto 'unmodernised' MoJ terms if they are on 'unmodernised' terms at their current post. Counter-Terrorism Check (CTC)
