Please note, the salary range is:

  • London: £36,798 - £47,591
  • National: £30,989 - £41,095

New recruits to the Civil Service joining MoJ are expected to join at the band minimum. For an exceptional applicant and under exceptional circumstances, managers have discretion to set starting salaries above the pay range minimum.

Background

Her Majesty’s Court and Tribunals Service (HMCTS) is an agency of the Ministry of Justice. We provide the supporting administration for the judiciary across England and Wales and deliver services to the public via a number of routes - directly, in court and tribunal buildings; remotely, via business and service centres; and, for some services, via the internet. An effective courts and tribunals service is fundamental to our democracy, underpinning the rule of law. We are transforming the entire courts and tribunals service through the HMCTS Reform Programme, enhancing the provision of a world-class justice system, in a manner that provides an improved user experience at reduced cost to the taxpayer. This will contribute to consolidating the UK’s position at the forefront of an increasingly competitive international legal market as well as ensuring access to justice for all.

The Post-Brexit Transition Manager role sits within the HMCTS Business Strategy Division. Our division works across the whole of HMCTS to help shape our future strategy, priorities and approach. The Post-Brexit Transition team is preparing HMCTS for the effect that the end of the Transition period will have on our services and how these changes will interact with our Reform programme and other changes across Courts and Tribunals.

This is an exciting opportunity to work on a key priority for government, support the wider transformation programme and enable HMCTS to continue to embody its reputation for world leading delivery of justice.

Job Description

You will be responsible for analysing and understanding likely impacts that the end of the Transition period and the future partnership will have on one or more of our services, and for working with operational experts to design and implement action plans to ensure our courts and tribunals continue to run smoothly through the change process and beyond. You will need to work with MOJ policy leads to influence and advise on proposed outcomes, ensuring HMCTS current and future business needs are met.

You will lead on a jurisdictional or corporate area and will need to engage and work effectively with colleagues from across HMCTS and MoJ, with partners across government, and with senior judiciary to support the delivery of mitigations, within the context of the HMCTS Reform Programme.

Your job will involve:

Taking the lead for making sure a distinct area of HMCTS business is ready for the end of the Transition period – this is the main area of work.

  • You will be the main point of contact and subject matter expert for your areas of responsibility. You’ll need to identify and assess the scale and nature of change on courts and tribunals and/or the HMCTS Reform Programme – especially if the ongoing negotiations lead to new Government policy, which may need a very rapid response from the courts and tribunals system.
  • You’ll work to establish where this poses a risk or benefit to delivery of services or to the implementation of or expected benefits from Reform, and you’ll lead a collaborative effort to develop and implement changes for courts and tribunals.
  • You will work with a lot of people to align efforts and make sure we’re ready, and can build on the existing working relationships with a wide range of colleagues including Operational colleagues, legal, analytical and finance leads and people working in MOJ policy.

Helping to communicate our work to colleagues, seniors and stakeholders – as a leader within the Brexit team, we will also ask you to

  • Promoting HMCTS strategies and plans to a variety of audiences, helping to communicate our direction and purpose, ensuring that we listen to and reflect on wider perspectives.
  • Provide or contribute to briefing and advice to senior officials and ministers, carefully balancing a broad range of policy, operational, legal and financial perspectives.

Acting as a leader within the division – we are committed to the people in our division and so your job will also include

  • leading, coaching and mentoring members of the team, and developing your own capabilities
  • You may be responsible for the line or matrix management of colleagues within the Strategy Division.

Following short-listing we will invite candidates to interview, which will involve a brief presentation and discussion. This usually lasts between 45 and 60 minutes. Candidates who pass the required standard for the role may be placed on a reserve list should the successful candidate decide not to take up the appointment or whereby further opportunities arise in the near future. Candidates will be kept on a reserve list for up to 12 months.

 

Fixed Term Appointment

This appointment will be made on a fixed term basis, due to the time limited nature of the work.

For existing civil servants, whilst the role itself is time limited, at the end of the fixed term period, you will retain your permanent status but will be placed on the re-deployment register.

Secondments and loans will be considered on an individual basis.

Location of Post

While the team is primarily based in London other bases will be considered. However, it is expected that there will be regular travel to London required. Travel to other HMCTS sites and other Government Departments may be also required as part of these working arrangements for which travel and subsistence can be claimed if necessary in line with departmental polices. Other working arrangements will be considered.

Flexible working options

HMCTS offers a flexible working system in many of its offices. Many people in the division work flexibly, including our Deputy Director and several team leaders – we would welcome a conversation about flexibility and whether/how we can make that work with the business need.

Job Sharing and Reduced Hours

Working Arrangements & Further Information

Some of MoJ’s terms and conditions of service are changing as part of Civil Service reform. The changes will apply to staff joining MoJ who are new to the Civil Service. Staff joining MoJ from other civil service employers will transfer onto the new MoJ terms if they are already on 'modernised' terms in their current post or onto 'unmodernised' MoJ terms if they are on 'unmodernised' terms at their current post. Grading Structure Review
