The Criminal Injuries Compensation Authority (CICA) provides compensation to victims of violent crime in England, Wales and Scotland, and victims of overseas terrorism. We are seeking to appoint a high performing business transformation leader, who will report to the Deputy Chief Executive Officer.

CICA is based at Atlantic Quay, Glasgow. Our ambition is to become 100% digitally available through the transformation of business processes and creating a culture that is digital by design. We have made great progress so far on this journey: 90% of our applications are received online and are processed on a digital case management system. The first stage of a customer portal which supports information gathering is in live testing (Private Beta). Our plans are ambitious and include the expansion of this service into live service, the future introduction of online information exchange with 3rd party organisations, and the transition of our case management systems to open source solutions.

CICA is part of the Ministry of Justice’s (MoJ) Chief Finance Officer’s Group, and we work closely with partner Agencies in the MoJ including the Legal Aid Agency and Office of the Public Guardian. We are developing new opportunities to share expertise and support integration of services, where practicable and cost effective, across the Group. Closer working with our partners is likely to require the flexibility for limited travel to other MoJ locations including London.

We offer flexible working (our office is open from 7am – 7pm, Monday to Friday) which includes the opportunity to work 1 day a week at home.

Job Summary

The successful candidate will work closely with CICA Operations colleagues to shape the design of future services, and with the co-located MoJ Head of IT and Digital Technology to develop, test and refine service solutions.

We are seeking an individual with a strong track record in delivering a customer centric transformation in a corporate or government setting. They must possess a demonstrable record of using customer insight to inform business and digital change. They will lead and develop a highly skilled team, build effective stakeholder relationships and deliver enhanced digital service capability through effective partnership working with MoJ IT and Digital professionals and external providers.

The Head of Business Transformation leads a team of around 15 people who undertake Customer Insight, Business Analysis, Portfolio and Project Management, and User Acceptance Test functions. This is a key role in CICA, helping us continuously evaluate and improve our business processes and digital services.

Duties and responsibilities

  • Provide strategic and programme leadership to the Business Transformation team.
  • Lead a performance culture that is orientated to tangible delivery outcomes.
  • Be committed to overcoming challenges and influencing others to land change safely.
  • Promote continuous improvement.
  • Embed professional skills to ensure a high level of capability and continuous development ensuring that recruitment, talent management and succession planning provide a sustainable core of expertise.
  • Be accountable for the collection and integrity of internal and external Customer Insight and, through analysis, inform the future development of our systems.
  • Advise the CICA Executive Management Board on the strategic direction and business priorities for the development of CICA’s transformation programme, ensuring that projects are founded on sound information, analysis, design and testing of solutions.
  • Lead work to develop and implement improvements which support flexible, cost effective transformation of CICA’s technology using agile development techniques, open source solutions, meeting the Government Digital Service Standard and the Technology Code of Practice. Ensure transformation activities are fully supported by approved business cases, which clearly demonstrate costs and define both efficiency and financial savings.
  • Work in partnership with MoJ Digital and Technology Teams to ensure digitally driven solutions and services are fully supported by the right architectures and systems, reducing dependence on existing legacy systems and contracts.
  • Manage contracts with existing third-party suppliers to ensure they deliver services that meet user needs, provide value for money and transfer knowledge to CICA.
  • Implement new functionality into live operations smoothly, delivering a high quality user experience and demonstrable business benefits.
  • Ensure all transformation activities are delivered within agreed costs, time-scale and that forecast benefits are realised.
  • Manage transformation budgets and ensure a structured approach to benefit realisation

 

Essential Criteria

  • Demonstrable and practical experience at a senior level of delivering digital transformation and business change.
  • Ability to gather and analyse stakeholder information, together with other sources of management information, to derive credible insight which soundly informs short, medium and long-term service improvements and cost efficiencies.
  • Strong interpersonal and stakeholder management skills, capable of engaging successfully with a wide range of stakeholders and providers to define requirements and translate these into digital by default projects.
  • Comfortable working with limited resource and financial constraints in designing and delivering improvements, and the need to soundly make the case for improvement, navigating laid down governance requirements and standards.
  • Competent working through financial implications of transformation proposals to accurately assess the cost and the benefits, to ensure activities are delivered within available budget and deliver forecast benefits and savings.
  • Proven ability to lead, coach and continuously develop direct reports.
  • Excellent verbal and written presentation skills, confident and credible when presenting to varied audiences including internal audiences, senior stakeholders and external suppliers.
  • A track record in delivering through partnership and collaborative working.

  • A track record of exploring and delivering more innovative approaches to business improvement.

Working Arrangements & Further Information

Some of MoJ’s terms and conditions of service are changing as part of Civil Service reform. The changes will apply to staff joining MoJ who are new to the Civil Service. Staff joining MoJ from other civil service employers will transfer onto the new MoJ terms if they are already on 'modernised' terms in their current post or onto 'unmodernised' MoJ terms if they are on 'unmodernised' terms at their current post.
