New recruits to the Civil Service joining MoJ are expected to join at the band minimum. This position is available for external applicants as well as existing civil servants on level transfer or promotion. This appointment will be made on a fixed term appointment, due to the time limited nature of the Reform Programme. For existing civil servants, whilst the role itself is time limited, at the end of the fixed term period, you will retain your permanent status but will be placed on the re-deployment register. Successful appointment on promotion will secure this grade on a substantive basis. Secondments and loans will be considered on an individual basis.

We are currently undertaking a first-of-its-kind Change Programme aimed at delivering pioneering modernisation of judicial services, exploiting digital technologies to deliver services that better serve the public.  With over £1 Billion of funding this is the most ambitious programme of its kind anywhere in the world. Civil, Family and Tribunals (CFT) Programme:

The Civil, Family and Tribunals Services Programme within Strategy and Change, are developing a range of digital services to support the resolution of civil, family and tribunals cases fairly and speedily, and give new routes to justice which will in time comprise the ‘online court’.

Civil

We are creating a system that enables people to manage and resolve a dispute fairly and speedily. This involves more mediation and fewer hearings, simpler processes and online routes for those using seeking civil justice and providing good quality digital systems to replace inefficient, paper-based systems.

Family

There has been much change in the practice and administration of family justice in the last five years. Our reforms build on those improvements by making the system easier to understand and navigate so that it better meets the needs of the people who use it. We are introducing new technology for the family court to make the system simpler and more efficient for everyone, make improvements to the court estate, and develop enhanced case officer (legal adviser) functions to support judges better.

Tribunals

We are creating simpler processes and online routes into our tribunals, allowing people to manage and resolve disputes fairly and speedily. This will include new tools to support continuous online resolution with helpful ways for judges to communicate directly with parties and further development of the roles of case officers to support the judiciary.

The Role:

The CFT Programme Business Change Team is responsible for supporting projects in identifying and planning for business change, for the Civil, Family and Tribunals services within the Reform Programme, as well as supporting post implementation issues. Its Business Change Managers (BCMs) bring change to life for stakeholders, ensuring they are engaged with and focused on strong outcomes for the user, including communications. They work closely with Programme and Operational Business Change Managers to ensure reformed services are fully transitioned and transformed and closely with Operational colleagues in the management of local change activities. This includes equipping managers to help staff prepare for changes and supporting them through it. There may also be times when it will be necessary to deliver difficult or unwelcome messages to stakeholders and staff.

The BCMs are generally aligned to a specific service but are flexible in order to support the planning and delivery of change across different parts of the organisation as required.

The CFT BCM will be responsible for managing key elements of Business Change, reporting to the CFT Senior Business Change Manager.  They will form part of the Strategy and Change team and will contribute to the overall delivery plan for the Programme to ensure optimal change adoption and time to realise new ways of working across the business.

The CFT Business Change Manager will be responsible for:

  • Identifying stakeholders, and overseeing communication activities;
  • Completing the Business Change Impact Assessment, leading the identification of risks and issues regarding the change;
  • Facilitating detailed business change and implementation plans and the Implementation Working Group, coordinating the completion of the Assurance Readiness Tool (ART) where appropriate;
  • Ensuring that the National Transition Management Approach (NTMA) governance process is followed;                                                                                                                                    
  • Assisting the Reform Learning team in completing the learning needs analysis and development of learning materials;
  • Working with local operations to manage the adoption of change and continuous improvement on an ongoing basis to realise the benefits
  • Identifying interventions to support the embedding of change and ensuring that leaders are equipped to support and encourage their teams to adopt the change;
  • Working with the Central Business Change team and collaborating with the local Change Agent Networks to foster a change culture; 
  • Supporting the development and delivery of legacy change work plans, such as wind-down and transition planning;
  • Conducting reviews to ensure change is embedded and assessing readiness for safe handover to operations and legacy environments;
  • Supporting the closure of CFT projects;
  • Gathering feedback and data on the success of change and inputting updates to the central team to support benefits realisation.
  • Feeding in all Change Load impacts to the Central Business Team to ensure a holistic view is maintained;
  • Supporting the operational / regional change managers with the implementation of change as agreed in the business change/implementation plan;
  • Contributing to the coordination of handover readiness assessments;
  • Supporting post implementation issues and conducting lessons learned/retrospectives.

There is also a dotted line professional accountability to the Business Change Central team and BCMs' working links with them in supporting development and implementation of appropriate governance assurance, the Business Change Process, and effective links with the wider Business Change Community etc

Key Responsibilities:

Business Change Technical Delivery;

  • Support the Business Change approach for specific projects within the Reform CFT Programme including the key services provided by Business Change at a Project level (including change, implementation planning and communication activity).
  • Deliver a defined core set of business change products which will be used to appropriately address all identified change impacts to ensure the correct activities happen at the right time, by the right people, for the right people, sharing knowledge and insights across the change community.
  • Plan and manage their work to ensure business change activity is delivered consistently and to a high standard across the Project and that Change impacts are understood, change plans are managed and monitored effectively and appropriate change and training interventions have been designed to ensure everyone is ready, willing and able to accept the change.
  • Provide guidance, support and assurance to the Reform Projects on their business change efforts.
  • Establish, manage and maintain business change networks / agents across HMCTS who will be responsible for helping to deliver the change brought about by the Reform Programme.
  • Work with the Projects to ensure that the business is ready to accept any changes or go-lives.
  • Capture lessons learned to iterate and continually improve change interventions and approaches.

Programme and Project Management;

  • Provide Business Change input into the CFT Reform Programme, including accountability for the relevant elements of the Project delivery roadmap, implementation and release planning and any transition strategies and / or roadmap
  • Complete all Business Change reporting requirements, including reporting requirements for the CFT Senior Business Change Manager and Implementation Leads.

Stakeholder Relations and Collaboration;

  • Develop and maintain collaborative working relationships with all Programme and Project stakeholders with a focus on the Project Delivery Group and other project workstream leads
  • Work in collaboration with key stakeholders across the business, including regular engagement with the relevant operational contacts as well as senior leads including Heads of CFT and Operations Delivery Directors to ensure the business are involved with change efforts at the earliest stage, understand the change ahead and can drive the change forward
  • Actively encourage contributions, involvement and feedback from a broad and diverse range of staff who will be affected by the change, using their feedback and insight to drive changes and or improvements to the business change approach
  • Work alongside the communications team to ensure the right stakeholders are identified at a Programme and Project level to ensure all business impacts and identified and addressed and fully communicated.

Influence and Communication;

  • Operate as the link between the Project and those in the business affected by the change the Project will bring
  • Negotiate with key stakeholders for appropriate changes in the ways of working and resolve conflicts
  • Champion a consistent change management approach for Projects and influence key stakeholders within the Programme in line with the National Business Change Process and the National Transition Management Approach.

Resolution of Complex and Difficult Problems;

  • Identify and manage business change workstream issues which may impact or be impacted by the Programme – raising these through the appropriate forums and formulating mitigation plans as standard
  • Use influencing and persuasion skills as required to resolve issues amongst Programme, Project and business resources, ensuring that Programme and business priorities and needs are appropriately balanced to enable successful delivery of the change
  • Apply sound judgement and decision making to complex situations, often under the pressure of time, quality and commercial imperatives

Other Duties:

The post holder is required to work in a flexible way and undertake any other duties reasonably requested by line management which are commensurate with the grade and level of responsibility of this post. The post holder will be required to work flexibly across the programme.

Essential Skills, Knowledge and Criteria:

To be successful in this role you should possess the following:

  • Experience of designing and delivering change strategies and interventions with proven results;
  • Experience of establishing change and / or business networks to deliver change to a business;
  • Excellent interpersonal and influencing skills, to engage with senior business and stakeholders, senior management teams and the public;
  • Strong planning skills and an ability to deliver quickly and effectively to tight deadlines; and
  • APMG Change Management Practitioner qualification (or willingness to work towards).

Location of Post:

The successful candidate/s will be required to travel to London, however base location can be flexible. Travel to other HMCTS sites may also be required as part of these working arrangements. In line with the department’s policies, travel and subsistence and, where appropriate, overnight accommodation will be available in line with organisational policies.

Working Arrangements & Further Information

The MoJ offers Hybrid Working arrangements where business need allows.
