This position is available for external applicants as well as existing civil servants on level transfer or promotion. New recruits to the Civil Service joining MoJ are expected to join at the band minimum. It is an extremely exciting time here at HM Courts and Tribunals Service! We are currently undertaking a first-of-its-kind Change Programme aimed at delivering pioneering modernisation of judicial services, exploiting digital technologies to deliver better services to the public. With over £1 Billion of funding this is the most ambitious programme of its kind anywhere in the world, working to ambitious timescales this is an exciting and rewarding portfolio to be part of.

Reform provides the opportunity to place citizen needs and expectations at the very heart of HMCTS. People will be able to participate with confidence, be treated with respect and understand what is happening at all stages of their case. Transformation will reduce cost and increase confidence of the judiciary, delivery partners and stakeholders in the justice system whilst delivering benefits both to HMCTS and to the taxpayers. Importantly, service transformation is key to ensuring that HMCTS is on a sustainable financial footing for the future, and will enhance the UK Justice system as a global leader.

Our reform programme is one of the most complex transformation programmes within government, implementing the most significant transformation of courts and tribunals since the 19th century. Underpinned by technology enabled business change the portfolio is complex and broad encompassing people elements, property transformation elements as well as cutting edge digital, and exploits a wide variety of management constructs to deliver effectively. We are approximately half way through, and have now introduced a number of new services at scale, proving that digitally enabled processes can be implemented successfully. We are making a real difference to the quality of the administration of justice, and it is coming at a fair price and realising the benefits we set out. We have just refreshed our business case, looking again at our plans, and have rebuilt them bottom-up to give a clearer view on costs and implementation dates. The case remains compelling and our challenge as we progress into the next phase of the programme is to increase the pace of delivery significantly. To support us on this journey, we’re expanding the team and now are looking for an exceptional Portfolio Delivery Officer to join the Delivery Team at HMCTS. As part of the Change Directorate you will be at the forefront of creating and implementing change in our world-leading justice system. Portfolio Delivery Officer, Portfolio Delivery Team

Reform is delivered by approximately 55 projects within 6 programmes and 6 workstreams. The Portfolio Delivery Team operates as a central management function, managing the baseline, overseeing Portfolio reporting, progress analysis and tackling delivery issues as well as setting out project and programme delivery frameworks and structures and working with the Transition team to ensure delivered products lead smoothly to business change and release of benefits. PDT owns the overall delivery plan for the portfolio, performance framework, the 7-steps project delivery framework, risk and issues log and other such key documents for controlling the portfolio. The team ensures that together, all the programmes and projects will deliver the changes in line with the business case; managing dependencies across the portfolio and monitoring the various critical paths to ensure a coordinated transition to the new operating model. PDT owns planning, performance monitoring and reporting, and is responsible for analysing issues, providing insight and recommending solutions to the Senior Management Team. We are expanding considerably to tackle more issues and provide better insight to the decision makers, in line with recommendations from the recent MPRG review.

As a Portfolio Delivery Officer, you will be an important part of a growing strategy team, a mix of Civil Servants and consultants. You will be at the forefront of leading and implementing change in our world-leading justice system and will be responsible for the development and maintenance of portfolio planning and reporting methods, as well as artefacts that provide strategic oversight of the Reform Portfolio, key artefacts such as risk logs and mitigations, dependencies management, benefits tracking, planning and sequencing, prioritisation methods, and the issue log. The role will be responsible for tasks to support strategic planning and prioritisation across the portfolio to ensure delivery of the Reform objectives.

This role will give you a fantastic opportunity to work closely with senior internal and external stakeholders at the heart of change, ensuring they have the insight needed to direct the portfolio, to learn how a large and complex portfolio operates as well as develop a broad range of effective business skills and a variety of exemplar project, programme and portfolio management techniques and tools.

Key Responsibilities:

  • Assisting the developing of the portfolio narrative, linking the changes being made to the benefits that they deliver.
  • Operation of some of the portfolio delivery processes such as planning, risk, reporting etc. and responsibility for ensuring they operate smoothly and continuously improve to best meet customer needs, including:
  • Maintain the high-level portfolio delivery plan to monitor delivery progress. Track and report strategic milestones and interdependencies across change programmes within and external to the portfolio.
  • Support reviewing relevant portfolio performance metrics, including evaluation of business change.
  • Monitor portfolio risks (threats and opportunities), ensuring responses to them are planned and implemented.
  • Supporting analysis of reform benefits realisation to ensure the right decisions are made to maximise the delivered benefits
  • Support to operation of the Change management process, improving the process and operating portfolio change control
  • Support to the dependencies management process.
  • Support on the implementation of a governance framework across the portfolio, including support to project governance, contributing to readiness assessments through operation of a project lifecycle.

These responsibilities cover a variety of sub teams that exist within the Portfolio Delivery Team. The post holder will be placed in an area that focuses on a specific area of either Planning, Performance, Reporting or Risk and Issue Management. The role will still require interaction and completion of the listed responsibilities. The post holder is required to work in a flexible way and undertake any other duties reasonably requested by line management which are commensurate with the grade and level of responsibility of this post.

 

Essential Skills:

To be successful in this role, you should have the following Essential Skills and experience:

Previous experience in a Project or Programme environment, including:

  • Creation and maintenance of delivery plans, ideally for a portfolio, so that delivery, costs and benefits can be identified and managed.
  • Analysis to determine impacts of changes and inform strategic decision making.
  • Identifying, managing and resolving strategic risks and issues so that delivery remains on track.
  • Dependency identification and management so that accountabilities and responsibilities are clear and can be tracked.

It would be advantageous if you have the following experience:

  • Knowledge of project and/or programme management methodologies (Agile, Waterfall, MSP etc) and at least one recognised qualification in project or programme management.
  • Experience of building productive relationships with internal and external Stakeholders such as project managers and business owners; including the identification of risks, issues and dependencies and seeking agreements/trade-offs to keep delivery on track.
  • Ability to work to tight timescales, managing your priorities and ensuring delivery of quality products.
  • Ability to communicate clearly to a non-technical audience

Fixed Term Appointment:

This appointment will be made on a fixed term basis, due to the time limited nature of the Reform Programme.

For existing civil servants, whilst the role itself is time limited, at the end of the fixed term period, you will retain your permanent status but will be placed on the re-deployment register.

Secondments and loans will be considered on an individual basis.

Working Arrangements & Further Information

Some of MoJ’s terms and conditions of service are changing as part of Civil Service reform. The changes will apply to staff joining MoJ who are new to the Civil Service. Staff joining MoJ from other civil service employers will transfer onto the new MoJ terms if they are already on 'modernised' terms in their current post or onto 'unmodernised' MoJ terms if they are on 'unmodernised' terms at their current post.
