MoJ Commercial and Contract Management Directorate (CCMD)

The breadth and depth of the work of the Ministry of Justice Commercial Function is significant.  Each year we spend circa £3.2 billion on an expansive range of goods and services.  In addition, we support some of the most innovative commercial work in government, and our Directorate’s work is crucial to the successful delivery of prison reform and court reform programmes.

The CCMD Operating Centre leads on the functional strategy, commercial policies and governance and commercial risk framework as well as resourcing and development of the commercial function to enable it to meet its strategic and operational objectives. This includes financial management of the CCMD budget (c.£22m p.a.) and business support for approximately 300+ commercial staff and 30 support staff based in around the UK with key hubs in London, Leeds and Manchester. We also support a Transport and Logistics function employing around 70 staff based in the Midlands.

Job Purpose

You will be part of a dynamic team in the Commercial Operating Centre, responsible for the Organisational Development needs of the Commercial Function in MoJ, ensuring we have the right people with the right skills to deliver CCMD’s objectives for the next 3 – 5 years

You will be setting the strategy for the area and helping to implement this plan with the support of your team.

You will oversee the learning and development needs of the directorate. This includes formal learning such as professional qualifications, systems training, lunch and learns, leadership development programmes and individual or team specific courses.

You will also contribute to talent and succession planning across the directorate working with MoJ & GCO colleagues as well as workforce planning leads within the Commercial Operating centre.

You will be responsible for: -

Learning and Development

  • Shaping the Learning and Development (L&D) strategy for CCMD in partnership with senior leaders
  • Managing the Learning and Development budget for MoJ and GCO
  • Conducting capability assessments at team and directorate level to determine future training needs and identifying appropriate courses or providers that can address the knowledge or skills gaps
  • Supporting CCMD employees with gaining relevant professional accreditations through running a selection process, setting up informal learning networks and tracking progress
  • Driving development of leadership skills through various leadership programmes such as Stepping into Leadership, MoJ Leadership School, etc.
  • Setting a strategic approach to the use of apprenticeships
  • Managing the induction for new joiners and ensuring consistency of knowledge amongst those joining the directorate, this includes monitoring the completion of essential learning courses.
  • Overseeing the Fast Streamer induction process, including all relevant training and a buddy scheme
  • Setting up mentoring, coaching and/shadowing networks across CCMD
  • Ensuring quality data is collected to support on KPI reporting this includes tracking completions, progress, attendance, and feedback
  • Setting direction for the development of the CCMD L&D Hub pages, providing key information for employees

Talent and performance management

  • Project managing the quarterly performance reviews at directorate level
  • Working closely with workforce planning team on succession planning, talent moves and identifying career pathways
  • Work with teams in both MoJ and GCO to implement talent strategies and succession planning for the commercial team
  • Supporting GCO employees in successfully passing their accreditation

Culture

  • Leading the Culture Workstream, specifically delivering a culture programme
  • Supporting on the Diversity and Inclusion activities across CCMD (such as the National Inclusion Week)

Knowledge sharing and continuous improvement

  • Continuously improving the processes and programmes in place to deliver the best experience for the learners while ensuring value for money
  • Working closely with other parts of the Operating Centre to ensure cohesive and unified approach to how we communicate and upskill on central initiatives
  • Knowledge sharing with wider MoJ and ALBs commercial and contract management teams

About you

We are looking for an individual who is excited to lead a fast paced, innovative area of the Commercial Centre. You will play a crucial role in supporting all the employees in the directorate to be able to deliver their objectives by helping them grow, develop and learn.

Ideally you have prior experience working in Organisational Development, Capability and/or have knowledge of commercial skills and capabilities and are looking to transition into the L&D space.

Working Arrangements & Further Information

Some of MoJ’s terms and conditions of service are changing as part of Civil Service reform. The changes will apply to staff joining MoJ who are new to the Civil Service. Staff joining MoJ from other civil service employers will transfer onto the new MoJ terms if they are already on 'modernised' terms in their current post or onto 'unmodernised' MoJ terms if they are on 'unmodernised' terms at their current post. Details will be available if an offer is made.

Grading Structure Review

The Ministry of Justice is currently undergoing a review of posts which are currently graded at Band A to realign our grading structure with the majority of the wider Civil Service.

Posts advertised at Band A may be graded at either Grade 6 or Grade 7 once the review has taken place.
