The Organisational Design and Implementation team within HR is focused on the post reform operating model for HMCTS, driving forward design and implementation of those designs across the organisation. This will require extensive management, coordination and governance with design and implementation projects and workstreams all running in parallel, each with significant interdependencies. Design and implementation will also be phased to meet ongoing business and operational requirements, which in turn drives this new programme’s central need for a joined-up approach with the Reform Programme’s implementation plan, and their PMO. 

The Operational Design Implementation project is ambitious, and we need resilient, resourceful and adaptable people to make it happen. 

Can you lead and deliver in a fast-paced environment that is changing constantly? We are looking for a Head of Project Support who has experience of leading teams responsible for delivering high-profile projects and programmes. The successful candidate will need to be able to confidently manage relationships with senior officials, seeking assurance on progress and quality, while providing constructive challenge and scrutiny. This will require determination, tact and diplomacy as well as managing internal comms, engagement and work plans.  

The Head of Project Support will:

Lead the support team and have responsibility for project governance, and development of appropriate reporting tools for the project. You will have a good working knowledge of project planning and risk management, along with the reporting/monitoring of project/programme outcomes. Alongside project management requirements there will be a requirement to ensure that the project and workstream have additional admin support from your team, leading on organisational comms and DTUS engagement ensure that the project are sharing the right information at the right time. There will also be an element of business support required supporting the project leadership team.  

This is not a passive role. The Head of Project Support will support the Deputy Director and the Heads of People Transition and Organisational Design and Implementation to bring all aspects of the projects together into a coherent whole, whilst giving the component projects and workstreams sufficient space to innovate and drive actions in their own areas. You will need to demonstrate that you have the experience required to set up and lead the Project Support team, providing effective leadership and management, whilst supporting the wider team and managing several portfolios such as communications.  

You will be effective in designing and delivering a team structure, prioritising and delivering at pace, establishing and maintaining appropriate governance to drive and monitor progress across the project and within workstreams, defining clear roles, responsibilities and accountabilities that align with organisation practice.

You will have effective leadership, interpersonal and communication skills, and be able to influence and challenge senior leaders in a constructive and positive way. HMCTS expects its leaders to show openness, honesty and commitment and, of course, to deliver results.

You will work closely with:

•    HMCTS and Ministry of Justice staff.
•    Project and programme senior responsible owners.
•    Project, PMO and programme managers and the wider change team.
•    Professional services teams.

Head of PMO responsibilities include:

•    Delivery & Leadership – Lead the Project Support team to support the project in a flexible and resilient manner, prioritising workload and deploying resource appropriately. 
•    Resources – Manage the Project support team ( 4 HEO Project Support Officers).
•    Stakeholder Management – Advise project teams on appropriate tools and techniques for managing stakeholder relationships. Provide assurance to the SLT on the effectiveness of stakeholder management arrangements.
•    Risks & Issues – Establish the project processes and standards for managing risks and issues. Provide assurance on the effectiveness of risk and issue management arrangements. 
•    Governance & Assurance – manage the appropriate governance for the projects and workstreams and arrange reviews. Monitor the effectiveness of controls and ensure that recommendations from reviews are acted upon. 
•    Board Secretariat and Business Support – Create robust secretariat processes and procedures to ensure that all board agendas and content drive effect board meetings, whilst providing business support to the SLT. 
•    Project Performance & Controls – Establish and operate project controls on behalf of Organisational Design and Implementation teams, reporting on project progress and status. Identify common capabilities and opportunities for linking up, re-using and sharing of methods and resources between projects and workstreams. Ensure learning from experience is disseminated across the organisation.
•    Guidance & Support – Identify, develop and share best practice project management processes, tools and templates and benchmarks against industry standard. Provides direction and guidance to the programme / project team.

Essential Criteria:

•    Ability to be innovative, prioritise key activities and manage a busy function in a changing environment.
•    Strong leadership and planning skills.
•    A strong communicator, able to communicate messages clearly to a range of audiences at all levels.
•    The ability to build productive working relationships quickly and to engender confidence with workstreams as well as other programmes across HMCTS.
•    The authority, intellect and knowledge to communicate sometimes difficult messages and recommendations to senior officials.

Desirable Criteria: 

•    Previous experience of leading a support team.
•    Experience of working in fast-paced environments on a start-up function.

Fixed Term Appointments (FTA) on Promotion

MoJ employees may apply for FTA opportunities in MoJ that are advertised at a higher grade than their current substantive grade. Where an employee accepts an FTA on promotion, this promotion will be temporary, and the employee will revert to their substantive grade upon return to their home business area, as per the loan policy for OGD loans. Before applying, employees must seek approval from their line managers to ensure they can be released for the duration of the FTA and can return to their substantive role at the end. If there is no role available at the end of the FTA, the employee will be subject to redeployment and potentially redundancy procedures.

Working Arrangements & Further Information

The MoJ offers Hybrid Working arrangements where business need allows. This is an informal, non-contractual form of flexible working that blends working from your base location, different MoJ sites and / or from home (please be aware that this role can only be worked in the UK and not overseas). Some roles will not be suitable for Hybrid Working. Similarly, Hybrid Working will not suit everyone’s circumstances. Arrangements will be discussed and agreed with the successful candidate(s) and subject to regular review.

For nationally advertised roles, the successful candidate(s) will be appointed to a MoJ office location, which may include their nearest Justice Collaboration Centre or Justice Satellite Office. This will be discussed and agreed on the completion of pre-employment checks.

Some of MoJ’s terms and conditions of service are changing as part of Civil Service reform. The changes will apply to staff joining MoJ who are new to the Civil Service. Staff joining MoJ from other civil service employers will transfer onto the new MoJ terms if they are already on 'modernised' terms in their current post or onto 'unmodernised' MoJ terms if they are on 'unmodernised' terms at their current post.
