Overview

We have 2 permanent Finance and Resources Manager roles in the Cross-DASD Function within the MoJ Data & Analytical Services Directorate at Band Cb/HEO level.

The Successful candidate will have the option to be based at of the following locations:

  1. 10 South Colonnade, London (flexible working arrangements are available between 102 Petty France, MoJ Hubs and home)
  2. 5 Wellington Place, Leeds.

Interviews are likely to take place in late March 2021 and will be held on Microsoft Teams. We will keep a merit list for a year for those who successfully pass the interview board but who are not offered a post.

Background

Data and Analytical Services Directorate (DASD) is a multi-disciplinary team of around 400 staff which sits at the heart of the Ministry of Justice (MoJ) providing analytical support across a diverse and exciting agenda. We work in a dynamic and fast-paced context and our skills are in heavy demand across the MoJ. We support policy development and operational delivery with cutting-edge and high-impact analysis delivered by a community of analysts and specialists including, social researchers, operational researchers, statisticians, data engineers, data scientists, economists and other data specialists (such as data strategists, data dissemination and assurance experts).

The MoJ provides an exciting and dynamic environment for analysts, with considerable opportunity to make a difference for some of society’s most disadvantaged and vulnerable groups. DASD staff provide strategic direction, evidence and insight, decision-support and challenge to policy and operational colleagues and Ministers across the MoJ and beyond.  Analysts have a crucial role to play in the achievement of the Ministry's goals, and there is a huge appetite for more and better analysis and analysts.

We have been through a major exercise to consider what we will need for the future to meet our vision to transform DASD services to maximise our impact in meeting Departmental objectives. Our structure has altered radically. We have introduced analytical business partnering teams and created a flexible projects team. We now have small specialist ‘hubs’ whose role is to bring in and/or scale specific priority skillsets and approaches (such as Data Strategy, Modelling, Data Science, Economic Appraisal, Experimentation). All this is underpinned by our new cohesive end-to-end data function building on our government-leading cloud-based analytical platform to streamline and transform the way we produce and disseminate our data, evidence, performance information and statistics internally and externally. These teams will work together on a single analytical programme, prioritised and aligned to departmental objectives and high impact outcomes.

Job Description

DASD moved into a new structure in January 2021 which included the creation of the Cross-DASD Function. Our new structure will give us the foundations to further improve DASD and make it a great place to work where we can thrive. Over the next 2 or 3 years we will be continuing to transform and improve DASD, implementing new ways of working and operating as part of a multi-year change programme.

The successful post-holders will be based in the Cross DASD function which incorporates:

  • Business Planning

  • DASD’s ‘People and Finance Data’ and associated IT solution

Key Responsibilities of the roles

Managing DASD budgets

  • Manage monthly staff tracking and commissions including recharges
  • Managing learning and development budget and Rewards & Recognition budget to advise directors on forecasting spend for each quarter
  • Manage the research project expenditure as part of the overall monthly finance process
  • Completion of the Directorate Budget Profiling spreadsheet to ensure all spend is clarified and up to date with noted next steps and mitigation.

Maintaining Financial Records and managing regular financial transactions

  • Manage records of DASD financial decisions
  • Monthly meeting with CFOG Corporate Finance team to discuss Issues Log and to update on changes to profiles, highlight any barriers or risks and to relay information back to the directorate
  • To inform MI - Maintain records of DASD finance decisions and profiles including invoices linked to Analytical professions bids, payment for centrally allocated staff and professional membership fees
  • Progressing Group level commissions (on a monthly basis) by working with Senior team to collate key information, chasing commissions, seeking assurance and sign off within deadlines as agreed with partners.
  • Manage accruals and journaling - monthly and annually
  • Ensure maintenance of income and expenditure reporting
  • Raising and management of purchase orders, receipting and invoices linked to analytical professions

Management Information

  • Support Management Information and the smooth running of the monthly workforce and finance reporting process on behalf of DASD
  • Assist with the business planning process including end and mid-year year governance statements
