The Offender Subject Access Request (SAR) team sits within the Ministry of Justice’s (MoJ) Security and Information Group, which has a broad range of responsibilities including physical and cyber security through to information management and records compliance. As part of the Information Services Division, our aim is to ensure the MoJ holds information in compliance with legislation; that all information is correctly stored, accessible and shared appropriately; and our information is protected, and the risks managed. Knowing what information and records are held and having the right information available at the right time by those who need it or request it, is at the heart of an excellent justice system.

The Offender SAR team manage and process SARs on behalf of the MoJ, liaising with its agencies to retrieve personal information held on the requestor and then prepare is for release in compliance with the Data Protection Act 2018 (DPA). The team receives in excess of 5,000 requests per annum.

Role Purpose

This is an exciting opportunity to become a line manager within an expanding team responsible for overseeing the Department’s response to SARs made under the DPA by offenders. The successful candidate will be one of seven EOs within the team.

You will be responsible for managing a team of AA/AO team members, who are responsible for determining what personal information can be disclosed and where is it appropriate to engage an exemption to withhold information under Data Protection law. You will ensure your staff are organised and have work allocated so that requests are completed in full and within statutory timeframes. This will include developing staff to meet their full potential and undertaking performance management actions to ensure individual performance and quality targets are met. You will provide support and advice to staff on their cases and complete quality review checks on their work, using your findings to support their ongoing development in the role and to reward performance. Together, with your EO colleagues and staff, you will identify performance and process improvements, and lead your team through this significant change to implement the identified changes to a successful conclusion.

You and your EO colleagues will play a key role in delivering robust training to new vetting staff that join the team. You will ensure that these staff have a working knowledge of the right of access to personal information under the DPA and are able to apply the legislation to the information the team receives from across the MoJ in response to offender SARs and that disclosures are lawful. You may need to adapt your training approach to suit individual needs. You will provide extensive feedback to new team members and hold team meetings to ensure consistency across the whole team is achieved.

You will also complete complaints casework and support investigations into the processing of offender SARs from the Information Commissioner’s Office. This will primarily involve vetting additional information that needs to be considered for disclosure but may also include other administration duties.

A flexible, positive and can-do attitude is vital, using your resource to support the team where needed to achieve full compliance with all the SARs it receives. You will join a large team that is looking to investigate the use of new technology available to manage challenging work and increase efficiencies.

Main Activities / Responsibilities

The job holder will be required to undertake the following duties and responsibilities:

  • Lead, manage and motivate their team of AA/AO staff and set stretching and achievable targets to ensure requests are completed within the statutory timeframe, lawfully and in line with policy.
  • Plan internal resources and allocate work to ensure that all requests are completed on time and that their team is organised and fully skilled to meet their work objectives.
  • Effectively manage their team and individual performance including quality checks of staff. Address any issues as they arise in line with HR policy and use the reward and recognition system to reward performance and creativity.
  • Act as a role model and demonstrate and encourage behaviours which support the organisation’s values. Take a lead in employee engagement activities to maintain good working relationships with staff and to improve staff morale and motivation.
  • Plan, co-ordinate and organise training for new team members. Ensure learning and development needs for all staff (current and new) are identified and met to enable the team to deliver a high-quality service.
  • Complete complaints casework and support Information Commissioner’s Office casework.
  • Think beyond their own area of responsibility. Work in a flexible way and undertake any other duties reasonably requested by line management.
  • Provide advice and assistance to stakeholders on the processing of offender SARs.
  • To assist with any ad-hoc general office duties as required, with regular manual handling requirements.

Person Specification

Essential skills:

  • Experience of delivering customer service excellence in a processing environment.
  • Leadership
  • Operational management experience
  • Good working knowledge of Microsoft Word, Excel and Outlook

Desirable skills:

  • Previous experience in delivering training to new staff or previous supporting/ mentoring roles would be advantageous.
  • Working knowledge of the DPA and the General Data Protection Regulation (GDPR) or willingness to undertake training to gain this knowledge.
  • Manual Handling
  • Experience of leading a team

Working Arrangements & Further Information

The MoJ offers Hybrid Working arrangements where business need allows. This is an informal, non-contractual form of flexible working that blends working from your base location, different MoJ sites and / or from home (please be aware that this role can only be worked in the UK and not overseas). Some roles will not be suitable for Hybrid Working. Similarly, Hybrid Working will not suit everyone’s circumstances. Arrangements will be discussed and agreed with the successful candidate(s) and subject to regular review.

For nationally advertised roles, the successful candidate(s) will be appointed to a MoJ office location, which may include their nearest Justice Collaboration Centre or Justice Satellite Office. This will be discussed and agreed on the completion of pre-employment checks.

Some of MoJ’s terms and conditions of service are changing as part of Civil Service reform. The changes will apply to staff joining MoJ who are new to the Civil Service. Staff joining MoJ from other civil service employers will transfer onto the new MoJ terms if they are already on 'modernised' terms in their current post or onto 'unmodernised' MoJ terms if they are on 'unmodernised' terms at their current post. Annual Leave

Annual leave is 25 days on appointment and will increase to 30 days after five years’ service.
