Overview 

The Office of the Public Guardian (OPG) protects people in England and Wales who may not have the mental capacity to make certain decisions for themselves, such as about their health and finance. We are an Executive Agency of the Ministry of Justice (MoJ), set up in 2007 following the introduction of the Mental Capacity Act of 2005. 

OPG is responsible for registering lasting powers of attorney (LPA) and enduring powers of attorney (EPA) and supervising deputies who are appointed by the Court of Protection.

Power of Attorney Services (POAS) processes incoming power of attorney applications on behalf of the Public Guardian, within agreed targets and performance indicators. POAS comes under the Operations directorate of OPG.

The role of Continuous Improvement Consultant is based at OPG’s office in Birmingham, which is moving to Victoria Square House likely before the end of 2021. Occasional travel to our offices in Nottingham and Hockley is a requirement of the role.

Job Description, Duties and Responsibilities – 

If successful, you will

• Work with the Continuous Improvement Team within POAS to ensure that those being impacted by change are involved and consulted to ensure change is introduced effectively.

• Be highly organised and able to work on multiple projects within a tight timescale.

• Manage project progress against agreed plans and ensure that outcomes are aligned to business needs.

• Support a culture of ‘evidence’ and ‘user-based’ change across the business, working across all levels of teams and staff to analyse and understand performance.

• Support and contribute to the aims, objectives and performance of POAS and wider OPG Teams.

• Conduct process-mapping workshops to visualise process flows and interdependencies across teams.

• Work with internal teams to identify areas where business improvement is required.

• Identify and evaluate risk and benefits associated with change activity.

• Ensure that project documentation is maintained and kept up-to-date.

• Collate documents to report key achievements to the governance board.

• Continue to develop your own professional skills.

• Positively promote and implement diversity and equality of opportunity in all areas of work.

• Line manage the junior CI consultant, if the need arises. 

Skills and Qualifications

Essential:

• Ability to work with minimal supervision and committed to give a high-quality performance in all aspects of the role.

• Ability to problem-solve through the collating and analysis of information.

• Excellent written and verbal communication skills, including the ability to engage, negotiate and willingness to challenge stakeholders when needed.

• Experience of using Microsoft packages including Word, Excel, Outlook, Vision, Skype, Teams and other digital tools.

Desirable:

• Knowledge of CI tools and how to apply them appropriately.

• Experience of conducting process-mapping workshops, identifying issues, risks and benefits.

• An understanding of Change Management methodologies and tools, e.g. Lean Six Sigma.

• Have a genuine interest in Continuous Improvement and to be looking to develop your career with us.

This recruitment will follow the Success Profiles process. You must complete a Personal Statement (of up to 500 words) describing a time when were you involved in change and what your role in that change was, as well as a CV (2 sides of A4 max. Preferably 12pt Arial). Your Personal Statement and CV will be considered by the selection panel against the Job Description, Essential Experience and Desirable criteria required for this role as set out above and in the accompanying Candidate Information Pack.

Working Arrangements & Further Information 

Some of MoJ’s terms and conditions of service are changing as part of Civil Service reform. The changes will apply to staff joining MoJ who are new to the Civil Service. Staff joining MoJ from other civil service employers will transfer onto the new MoJ terms if they are already on 'modernised' terms in their current post or onto 'unmodernised' MoJ terms if they are on 'unmodernised' terms at their current post. Details will be available if an offer is made.

Annual leave is 25 days on appointment and will increase to 30 days after five years’ service.

Grading Structure Review
