1. Overview

Do you have the passion, values, and ability to help us solve the biggest problems of the justice system?

We have two roles in the Probation Performance team, within the Data & Analysis Directorate.

We welcome applications from candidates based across the UK. Candidates will have the option of being based in the Leeds or London HQ offices (with flexible working arrangements available) or your nearest Justice Collaboration Centre or Justice Satellite Office. These are in Birmingham, Brighton, Bristol, Cardiff, Ipswich, Liverpool, Leeds, Manchester, Nottingham, Sheffield, Stafford, South

Tyneside, Weston-Super mare and Wolverhampton. This will be discussed and agreed on the completion of background checks.

Interviews will take place in late February and early March and will be held via MS Teams. We will keep a merit list for a year for those who successfully pass the interview board but who are not offered a post.   

Roles are open to: 

•    Existing analysts either on level transfer or on promotion. 
•    External candidates who possess and can demonstrate similar experience at the appropriate level outlined in the minimum requirements section below. 

Minimum requirements 

Candidates must be able to show the relevant experience and skills and must meet the criteria for entry.

For Senior Executive Officer you have a degree and significant work experience (usually a minimum of three years) evidencing use of data and/or analytical skills, or you have equivalent work experience (usually at least six years) with significant evidence of use of data and/or analytical skills.

In Data and Analysis, we provide high quality data and analysis helping to ensure strategic, policy, finance, corporate and operational decisions are based on robust evidence.

We create a culture in which people are empowered with the data and information to make excellent decisions; using cutting edge tools, techniques and collaboration; putting evidence at the heart of the justice system.

We are a multi-disciplinary team of around 500 staff that sits at the heart of the Ministry of Justice providing analytical support across a diverse and exciting agenda. We work in a dynamic and fast-paced context and our skills are in heavy demand across the Ministry of Justice. Our collaborations beyond government are seen as ground-breaking.

The Data and Analysis community is made up of analysts and specialists including: Social Researchers, Economists, Operational Researchers, Statisticians, Data Engineers, Data Scientists and other data specialists (such as data strategists, data dissemination, generalists and assurance experts).

3. What you’ll do  

These roles are in the Probation Performance Team within the Data and Analysis Directorate. We support the Ministry of Justice and HM Prison and Probation Service (HMPPS) with data, statistics and analysis.  Our work provides ministers and HMPPS leadership with evidence to support the development of policy and running operations and improve the performance of probation. 

As a Performance Analyst you will support the development and delivery of the probation performance framework which are used to measure current probation priorities.  To do this, you will work closely with operational and policy colleagues at all levels up to Senior Civil Service with occasional engagement with Ministers and external stakeholders including HM Inspectorate of Probation and unions.

You will provide analysis and advice to stakeholders. You will also have the opportunity to engage with front line staff.  

You will produce regular analysis to assess and visualise performance in probation. You will help manage the annual performance cycle, from agreeing and communicating the performance frameworks through to supporting the annual performance ratings publications, ensuring that all data and information is produced to time and quality. You will also undertake ad-hoc analysis as required.

The teams are on a journey to automate data flows and products. You will play a key role in this and will have the opportunity to learn and develop coding skills, particularly in R and SQL.

As an SEO you will line manage one or more HEO performance analysts, planning their workload and taking responsibility for their development.

These are fast paced, high-profile roles where you will make a real impact with your analysis helping to drive improvements in probation.

Key Responsibilities of the Role

1.    Representing Data and Analysis in performance discussions with policy and operational colleagues
2.    Leading development and release of internal performance information and external statistical publications, including responses to Freedom of Information requests and Parliamentary Questions.
3.    Developing an expert understanding of probation performance and sharing insight from it with others
4.    Line management responsibility for junior analysts, including their career development and delivery
5.    Supporting your Grade 7 team lead in developing the team’s skills and tools
6.    Presenting analysis in written publications, presentations and face to face briefings.

4. Who you are

The following experience and skills will be required:

•    Excellent written and oral communication and interpersonal skills and the ability to explain complex technical data and analytical concepts and practices to non-technical stakeholders, including senior leaders and ministers. 
•    Strong analytical ability - in particular robust data skills, including undertaking quantitative data analysis and presenting data effectively.
•    Strong ability to plan, prioritise and lead an analytical project with challenging and competing timelines.
•    Experience of managing and developing others, prioritising and delegating tasks in line with organisational objectives. 
•    Strong ability to build relationships with others to deliver analysis that has impact.

The following experience and skills are desirable:

•    Experience using R software would be desirable but not essential as training will be provided. 
•    Professional knowledge and experience of working with the prison and probation system.

5. How to apply

5a. Selection Process 

There will be an initial sift of applicants through comparing submitted evidence against the ‘Who you are’ bullets. This usually takes two weeks, depending on the number of applications. 

Those who make it through the initial sift will be invited to a Civil Service Success Profile interview. In the Civil Service we use Success Profiles to help us find the right person for the job. We will be using a mixture of methods to assess your abilities, strengths, experience, technical skills and behaviours. We highly recommend learning about Success Profiles and using the Situation, Task, Action, Result and Reflection (STARR) framework when structuring your answers. 

The highest scoring candidates that pass the interview will be offered the roles. The whole process can take up to a month.

Working Arrangements & Further Information

The MoJ offers Hybrid Working arrangements where business need allows. This is an informal, non-contractual form of flexible working that blends working from your base location, different MoJ sites and / or from home (please be aware that this role can only be worked in the UK and not overseas). Some roles will not be suitable for Hybrid Working. Similarly, Hybrid Working will not suit everyone’s circumstances.
