Central Commissioning and Service Development

The Commissioning and Service Development Directorate designs, develops and tenders new contracts with firms of solicitors to ensure the provision of legal aid services for the public. These services range from duty solicitors at police stations to special education needs and debt.

We work with the Ministry of Justice which is responsible for policy in areas such as legal aid scope, eligibility and remuneration. As an operational arm of the MoJ it is for the Legal Aid Agency to apply those policies

Service Development

The Service Development team within the LAA is central to the successful design, implementation and effective delivery of key ministerial reform programmes, providing an understanding of and improving the efficiency of the civil and criminal justice systems, as well as providing essential expertise to support the core LAA business as usual functions.

Job Summary

As a Development Manager you will provide subject matter expertise in one or more areas of Civil legal aid or Criminal legal aid. You will analyse, interpret and evaluate the operational impact of legal aid policy proposals and make recommendations to senior managers on the implementation of MoJ and other Government Department policy initiatives.

The successful candidates will have a wide- ranging role working across a variety of work strands.

Key Responsibilities:

  • Providing expert advice to Ministers, MoJ, LAA Departments, Other Government Departments and external stakeholders in order to:
  • Interpret and evaluate the operational impacts of legal aid policy proposals;
  • Advise on the development and implementation of policy and ensure accurate application
  • Apply specialist, category-specific subject matter support and advice on LAA core business functions
  • Lead on the development of internal and external guidance, including refreshing the existing suite of guidance products, FAQ documents, and welcome packs. Also, delivering workshops and training events.
  • Engage with delivery partners across the wider Justice System to develop effective relationships which ensure that legal aid implications are actively considered and fully incorporated into whole system initiatives.

You will also collate information and draft responses to Ministerial Correspondence, Parliamentary Questions and Freedom of Information Requests, and support the team to ensure effective performance and delivery against team and personal objectives.

Working Arrangements & Further Information

The MoJ offers Hybrid Working arrangements where business need allows. This is an informal, non-contractual form of flexible working that blends working from your base location, different MoJ sites and / or from home (please be aware that this role can only be worked in the UK and not overseas). Some roles will not be suitable for Hybrid Working. Similarly, Hybrid Working will not suit everyone’s circumstances. Arrangements will be discussed and agreed with the successful candidate(s) and subject to regular review.

For nationally advertised roles, the successful candidate(s) will be appointed to a MoJ office location, which may include their nearest Justice Collaboration Centre or Justice Satellite Office. This will be discussed and agreed on the completion of pre-employment checks.

Some of MoJ’s terms and conditions of service are changing as part of Civil Service reform. The changes will apply to staff joining MoJ who are new to the Civil Service. Staff joining MoJ from other civil service employers will transfer onto the new MoJ terms if they are already on 'modernised' terms in their current post or onto 'unmodernised' MoJ terms if they are on 'unmodernised' terms at their current post.
