Position: Junior Performance and Data Analyst

Location: National (Hybrid working with some attendance at office sites: OPG Sites or at nearest MoJ Hub)

Organisational Overview:

The Office of the Public Guardian (OPG) is seeking to recruit an EO Junior Performance & Data Analyst to join the Data & Performance Team, a growing and multidisciplinary team which sits in Strategy & Central Services Directorate. We are setting the foundations that will support better storage, access, management and use of data to benefit OPG.

The postholder will join the Performance team and will be responsible for supporting the HEO Performance & Data Analyst in delivering performance products. This includes collecting and quality assuring performance data, formatting data into the reporting template for the Balanced Scorecard (BSC), producing analysis to feed into the BSC and graphs and charts that reflect trends in performance across performance Key Performance Indicators (KPIs).

The postholder will also support wider data workstreams within the Data team, of which we are completing foundational work that is helping us prioritise changes that will grow OPG’s data capability, improving access, management (including quality assurance) and application of data to support timely insight for decision making.

You will have the opportunity to enrol on a L4 Data Apprenticeship qualification as part of the role and will be supported to complete the apprenticeship (lasting between 18 and 23 months) and to apply your learning to the role. You will also enjoy the support of a diverse but close-knit team and additional opportunities to learn and develop in their role and enhance future career options through the range of formal and informal development on offer (including mentoring, coaching and training).

Job Description, Duties and Responsibilities:

•    You will collect and quality assure performance data, formatting this into reporting templates for the Balanced Scorecard and MoJ Assurance Reporting and other performance reporting requirements.

•    You will support the HEO Performance & Data Analyst to improve reporting products e.g., via improved presentation, new interactive dashboards and web interfaces or deep dives etc.
 
•    You will support the annual performance management review framework through activities to review KPIs and internal metrics, ensure these align with strategic objectives and refresh Guidance Technical Notes for those KPIs.

•    You will support the development of analytical dashboards and reports using the MoJ Analytical Platform and OPG databases to serve business purposes aligned to OPG strategic objectives (e.g. to answer Ministerial questions, address FOI requests and central reporting into the department).

•    You will quality assure data on the Analytical Platform (AP) and support the HEO Data Analyst to conduct analysis using the AP.

•    You will support the wider delivery of the data strategy and data improvement work across data governance, data management, data quality, standards and policies etc.

•    Other tasks and responsibilities commensurate to grade.

Essential Criteria: -

•    Previous experience of working in a performance role (Lead Criteria)
•    Strong analytical ability, identifying patterns and trends in data
•    Experience of creating dashboards and performance reporting products
•    Ability to monitor interventions that aim to impact performance

Desirable Criteria: -

•    Data visualisation skills and experience including use of Tableaux, Power BI and other data visualisation and infographics tools would be useful
•    Familiarity or experience of coding to support performance data automation

Interview Process: -

If you are successful at sift, you will be invited to an interview which will be assessed against the Success Profile criteria. At interview candidates should expect behaviour, and strength-based questions. Civil Service behaviours assessed at interview include the following: -

Candidates will also be expected to deliver a 5-minute presentation at interview to test their data-related experience. The presentation should be verbally communicated only, with no visual aids. Following the presentation, the panel may ask questions about the candidate’s presentation.

Working Arrangements & Further Information

The MoJ offers Hybrid Working arrangements where business need allows. This is an informal, non-contractual form of flexible working that blends working from your base location, different MoJ sites and / or from home (please be aware that this role can only be worked in the UK and not overseas). Some roles will not be suitable for Hybrid Working. Similarly, Hybrid Working will not suit everyone’s circumstances. Arrangements will be discussed and agreed with the successful candidate(s) and subject to regular review.

For nationally advertised roles, the successful candidate(s) will be appointed to a MoJ office location, which may include their nearest Justice Collaboration Centre or Justice Satellite Office. This will be discussed and agreed on the completion of pre-employment checks.
