Head of Security Policy, Awareness, Culture and Education

The MoJ Information Security Team sits at the heart of the Ministry of Justice, one of the largest departments in government, supporting over 80,000 users and helping to secure service throughout the justice system. The team works to enable good security practices through the provision of security policies, guidance, education and understanding cyber security risks from all parts of the Ministry of Justice and the wider Justice sector. It also provides assurance to the departmental Senior Information Risk Owner, the Permanent Secretary and other senior stakeholders, that identified risks are being effectively managed in the delivery of MoJ objectives. 

You will lead a small team of technical writers, policy experts and security culture advocates, to develop and maintain a range of materials tailored to different audiences, all underpinned by clear security policies that reflect and codify the MoJ’s risk appetite. Your security policies will apply to the entire department, and you will establish and operate effective governance and approval regimes to ensure the content is accurate, appropriate, and meets user needs.

Your team will be instrumental in helping to steer and enhance the department’s security culture. This will be achieved through a range of mechanisms – for example, specific briefings for senior members of staff on their needs, tailored training for groups of staff, targeted interventions around thematic risks, or general training and awareness activities. You will work with departmental and cross-government colleagues to devise the most appropriate approaches to delivering and measuring the effectiveness of such messages.

Main Responsibilities 

Security Culture Leadership
●    Leading the security culture programme for the Ministry of Justice – developing and delivering a strategic plan to measurably improve security culture across the department.
●    Working closely with colleagues internal and external to the central security team, finding effective ways of helping staff with their security challenges, and embedding positive security behaviours in their work.
●    Delivering an annual security culture survey, plus ad-hoc thematic surveys, to support the department’s understanding of key security issues.
●    Building and maintain good links with corporate communication colleagues to ensure security messages are included as appropriate in MoJ corporate announcements, articles and briefs.
●    Develop the existing Security Champions network into an effective pan-MoJ group who help constructively challenge and support the central security team’s work; sharing problems, discussing solutions, and helping to deliver effective security outcomes in their local areas.

Security Policies and Guidance
●    Lead on the development and maintenance of security policies and associated guidance for the entire department; ensuring effective governance and oversight arrangements are in-place to keep content of the right quality.
●    Establish and deliver a work-plan for content, communicating this to stakeholders, and seeking their input on future needs.
●    Use all available data sources – formal and informal – to identify potential gaps in content, or areas of misunderstanding, and lead on working to address these.
●    Undertake regular activities to measure the awareness and effectiveness of policies, processes and guidance in practice.
●    Ensure the accessibility of all content to users across the department and its supplier community. 

Security Education and Awareness:
●    Lead on the production and delivery of security training to suit different audiences
●    Working with business areas and agency teams, undertaking training needs analysis to identify gaps in security knowledge for different groups, and devising interventions to address these accordingly.
●    Support the delivery of targeted training and briefings to senior leaders across the department, helping to build awareness of the security team and to help them with any specific security problems they may be encountering.
●    Develop specific security training and awareness material for key events – either within the department (such as the creation of a new function, opening of a new office etc.), or for events relating to an individual (joining, changing roles, taking on management responsibility etc.). 
●    Be an active participant in the cross-government technology and security community. Create links across government, especially with the security profession, to ensure that we are both contributing to and benefiting from the wider profession with regards to security policies, culture, education and guidance activities.

●    Team leadership - an ability to inspire and coordinate a diverse team of security specialists, helping them to be their best both as individuals and as part of a wider team. Ability to prioritise team activities effectively across a range of complex and urgent tasks.
●    Communication - you will be an articulate and effective communicator across a range of formats, able to convey complex topics with ease to a variety of audiences and persuade others of the importance of security matters.
●    Ability to develop and deliver security advocacy strategies and tactics.
●    Strong collaboration across teams, functions and organisations.
●    Build excellent relationships, credibility and influence easily with people at different levels, working to persuade them of the need to work with security in-mind.

Desirable:

●    Understanding security implications of transformation - Can interpret and apply understanding of policy and process, business architecture, and legal and political implications in order to assist the development of technical solutions or controls. You will also benefit from knowledge of the different approaches to delivery across different teams, and how security practices can integrate / clash with these working practices.
●    Experience using engagement data and feedback results to make informed decisions.

Working Arrangements & Further Information

The MoJ offers Hybrid Working arrangements where business need allows. This is an informal, non-contractual form of flexible working that blends working from your base location, different MoJ sites and / or from home (please be aware that this role can only be worked in the UK and not overseas). Some roles will not be suitable for Hybrid Working. Similarly, Hybrid Working will not suit everyone’s circumstances. Arrangements will be discussed and agreed with the successful candidate(s) and subject to regular review.

For nationally advertised roles, the successful candidate(s) will be appointed to a MoJ office location, which may include their nearest Justice Collaboration Centre or Justice Satellite Office. This will be discussed and agreed on the completion of pre-employment checks.

Some of MoJ’s terms and conditions of service are changing as part of Civil Service reform. The changes will apply to staff joining MoJ who are new to the Civil Service. Staff joining MoJ from other civil service employers will transfer onto the new MoJ terms if they are already on 'modernised' terms in their current post or onto 'unmodernised' MoJ terms if they are on 'unmodernised' terms at their current post. Annual Leave

Annual leave is 25 days on appointment and will increase to 30 days after five years’ service.
