MOJ Property Directorate offers flexible working subject to local agreement. This post is advertised as Permanent & Full Time, part-time applicants will be considered under job share arrangements.

Background

The Estates Cluster which manages property and facilities management interests on behalf of the Ministry of Justice (MoJ) including Her Majesty’s Prison and Probation Service (HMPPS), Home Office (HO), and a number of Arm’s Length Bodies (ALBs). It comprises a diverse range of assets that include: prisons, training centres, operational buildings, approved premises and an office estate that supports the wider operational activities.

The Cluster forms one of the biggest of its kind in Whitehall and is a trail blazer for future clusters and the one Public Estate Agenda

About the team

The role is within the Probation account management team and part of MOJ Property Directorate.

The role offers exposure to the Probation portfolio and the opportunity to use and develop strategic, customer relations and project management capabilities. The post holder will be responsible for delivering the Probation property management strategy using both property management knowledge and project management expertise. The post holder will need to communicate to a range of stakeholders and customers ensuring development and delivery of projects on time and to budget. The Probation team is made up of surveyors, property management and project management specialist, working together to develop and deliver the Probation property management strategy. The post holder is responsible for identifying and analysing options, determining value for money and delivering property solutions to allow Probation to operate efficiently and effectively to benefit their customers.    

Purpose of the role

The role entails a substantial emphasis on building long term relationships with clients and contractors providing high levels of client customer care and working with the Strategic Account Manager (SAM) to maximise opportunities to expand the range of services provided.

Work with the client, to develop strategic solutions to estate issues or business changes with estate implications. To assist in the development of these to strategic options appraisal stage, including assessing costs and savings and identifying funding.

The Regional Account Manager (RAM) will work with the SAM to manage the Service Agreement between the Property Directorate (PD) and the Customer.

In so doing, they will act as an interface between PD and senior stakeholders in the probation regions they are responsible for. They will champion the Property Directorate’s vision of collaborating to enhance service excellence, add value for our customers.

Act as conduit between PD and regional Probation leaders: the RAM will ensure that the requirements of the customer are effectively channelled to the correct function within PD providing these requirements are part of the Service Agreement.

This includes ensuring relevant issues relating to their team’s activities are effectively fed into strategy and big picture considerations, bringing together views and perspectives of stakeholders to gain a wider picture of the landscape surrounding activities and policies.

The RAM must be visible to all PD staff and stakeholders and regularly undertake activities to engage and build trust with people involved in their area of work, clarifying strategies and plans, communicate purpose and direction with clarity and enthusiasm.

Deliverables / Responsibilities

The Regional Account Manager will:

  • Hold a sound understanding of the Property Directorate functional areas, their customer's business operations, Ministerial imperatives and wider OGP policy and use this to shape, develop, assess & challenge business requests made by the customer.
  • Assist the SAM and customers in representing their requirements to the Estates Governance Boards, manage customer expectations and work with them to find solutions to accommodation issues which may include championing different ways of working.
  • Meet on a regular basis with the customer, and contractors to develop strategies and progress projects.
  • Attend and gather a range of operational intelligence to inform regular team meetings and assist with measuring and reporting performance.
  • Attend High Level Customer Board Meetings as requested by the SAM to represent the Property Directorate and report on estates or project progress.
  • Identify opportunities, and offer proposals to the SAM to influence probation estates strategy development and promote the use of new ways of working in line with estates strategy with a view to reducing cost and increasing value for money.
  • With the SAM, ensure that service delivery is maintained in accordance with agreed standards and that the deployment of new projects are managed with a clear focus on achieving the intended strategic outcomes. 
  • Provide intelligence on their customer’s future requirements and contribute into the Strategic Asset Management Planning cycle.
  • Communicate clearly and distil business strategy into action plans that ensure all functions are aligned behind the organisational intent;
  • Utilise rigorous project management principles to plan, scope, manage and execute projects to ensure change is successfully implemented, the benefits are realised, and any transformation is sustained.

Government Property Profession (GPP) Technical Skills:

The GPP Framework is aimed at staff working in property or property-related roles and consider property to be their career anchor profession. This usually encompasses posts where professional qualifications and experience are directly relevant to the work being undertaken. However, it is also applicable to those who are currently not qualified property practitioners but wish to make this their profession of choice. Some or all of the following Technical Skills will be tested during the selection          process:

  • Customer Focus - Level 2

  • Future Focus – Level 2

CTC level National Security Clearance is required for this role. Central Government policy dictates that applicants for National Security Clearance must be a resident in the UK for these minimum periods:

  • CTC - 3 years 
  • SC - 5 years 
  • DV - 10 years

Working Arrangements & Further Information

Some of MoJ’s terms and conditions of service are changing as part of Civil Service reform. The changes will apply to staff joining MoJ who are new to the Civil Service. Staff joining MoJ from other civil service employers will transfer onto the new MoJ terms if they are already on 'modernised' terms in their current post or onto 'unmodernised' MoJ terms if they are on 'unmodernised' terms at their current post.
