Her Majesty’s Court and Tribunals Service is an agency of the Ministry of Justice and provides the supporting administration for the judiciary across England and Wales. It presently delivers services to the public directly in court and tribunal buildings, remotely via business centres and through limited services via the internet. HMCTS’s ambition is to improve the services we deliver to the public directly in court and tribunal buildings, design new Courts & Tribunals Service Centres to deliver a national business and enhance our digital on-line services.

HMCTS is embarking on a period of significant change, funded by an investment of £1bn, which will see the organisation transform over the next 5 years to deliver a world class justice system.

HMCTS Reform is a once in a generation opportunity to transform the entire HM Courts and Tribunals Service, enhancing the provision of a world-class justice system, in a manner that provides an improved user experience at reduced cost to the taxpayer. This will contribute to consolidating the UK’s position at the forefront of an increasingly competitive international legal market as well as ensuring access to justice for all.

The role is within the Resourcing Team, part of the HR Directorate, and offers a unique chance to play a key part in Reform and be at the forefront of leading and implementing significant change across the organisation. Reform is ambitious and innovative and will need a flexible workforce committed to three key principles: continuous change, managing uncertainty and designing services around the needs of the users.

The Team

This role will report into the Head of Resourcing and work closely with the people transition team who are responsible for a wide range of people focused change activity as HMCTS move through reform. You will manage a small team focused on redeployment and exits.

Key Accountabilities and Responsibilities

The role of the Redeployment Manager will be primarily responsible for supporting the ongoing development of the national redeployment approach and the subsequent implementation of large-scale redeployment of HMCTS staff into the new target operating model.
This will also include planning and management of the coordinated paid exits requirement. The role will work closely with People Transition and HR Operations team to deliver redeployment activities in line with agreed timeframes. The role will also work closely with HR Business Partners and Transformation Managers to manage the impacts of structural change within the regions and support a shift to new ways of working.

The key objectives of the role include;

  • Work with HR Operations and the People Transition team to scope and plan Redeployment and Exits activity through the course of the Transformation Programme.
  • Lead and be accountable for the delivery of redeployment activity, including planning and execution of all specific activities
  • Embed a consistent approach to redeployment in line with the Managing Organisational Change Framework.
  • Developing strong working relationships with other government departments (OGD), including representing HMCTS at OGD forums and encouraging collaboration in identifying opportunities for redeployment for both HMCTS and OGD employees.
  • Plan to establish consistent and standardized redeployment approach across HMCTS. Liaise with other delivery partners including SSCL/MyCSP and the Cabinet Office.
  • Liaise with the Capability and Engagement workstreams regarding people capabilities and new ways of working and the Organisational Design team to understand how the new role profiles will be implemented and selected into.
  • Provide expert advice and guidance to business area’s and line managers to ensure they feel supported whilst undergoing redeployment.
  • Facilitating, influencing and supporting Senior Leaders across HMCTS dealing with complex change and transformation, providing a ‘critical friend role’, encouraging a relational and people-orientated approach to people movement in line with the agreed Transition Principles.
  • Managing several commissions at one time, adapting in a flexible way to shifting business and HR priorities, and listening out for and communicating patterns and shifts in the business to other HR and enabling colleagues.
  • Providing updates and reports to programme board and SMT on redeployment and exit activity.

Knowledge

  • Knowledge and experience of civil service HR policies and processes – specifically organisational change frameworks, including redundancy avoidance protocols (desirable)
  • Experience in recruitment, and designing competitive selection processes, including ring fence selection

Skills

  • Demonstrable resilience and tenacity; able to think strategically regarding the future people movement needs of the organisation and develop creative solutions to meeting these needs including designing redeployment options both within HMCTS and wider government departments that will reassure the workforce and consistency of approach
  • Strong project management skills with ability to plan, implement and execute plans to set timescales
  • Excellent relationship management skills with proven ability to influence at senior levels, demonstrating the highest standards and leading by example

Experience and Personal Qualities

  • A leader and a team worker with a commitment to the principles of equality and diversity.
  • Experience of managing change within a HR context (preferable)
  • An understanding of civil service policies and processes dealing with organisational change
  • The flexibility and personal resilience to champion solutions in an environment of regular scrutiny by senior leaders, Directors and others.
  • A track record of successful working in partnership with Senior Leaders and/or Senior Business Partners, facilitating workshops and presenting complex plans clearly to governance boards
  • Experience of development and execution of recruitment and selection processes
  • Experience of running ringfence selection processes (desirable)

Location: You can be based in London or Manchester. Regular travel will be required to meet business needs.

Fixed Term Appointment

This appointment will be made on a fixed term basis, due to the time limited nature of the Reform Programme. For existing civil servants, whilst the role itself is time limited, at the end of the fixed term period, you will retain your permanent status but will be placed on the re-deployment register. 

Excess Fares and Relocation Allowances

This job is not eligible for relocation allowances but excess fares may be considered in accordance with MoJ’s excess fares allowance policy.

 

Working Arrangements & Further Information

Some of MoJ’s terms and conditions of service are changing as part of Civil Service reform. The changes will apply to staff joining MoJ who are new to the Civil Service. Staff joining MoJ from other civil service employers will transfer onto the new MoJ terms if they are already on 'modernised' terms in their current post or onto 'unmodernised' MoJ terms if they are on 'unmodernised' terms at their current post. Details will be available if an offer is made.
