Role Overview

The Net Zero Carbon Lead is an exciting leadership role that allows you to influence and deliver the net zero carbon agenda for one of the biggest Government departments, touching the lives of more than a hundred thousand people. You will be responsible for the delivery of one of the key Ministry of Justice (MoJ) priorities – net zero carbon - across the MoJ estate. Leading a team of net zero carbon professionals, you will be working with Programme Delivery colleagues, colleagues across the Prison and Probation estate, FM partners, contractors, commercial colleagues and other key stakeholders to develop and commission carbon reduction projects. You will be overseeing the overall delivery of MoJ’s net zero carbon programme ensuring all deadlines are met, benefits are realised and MoJ is on track to meet its targets and long-term net zero ambitions. Team Overview

The Net Zero Carbon Lead will manage a team of net zero professionals within a multidisciplinary Sustainability team responsible for the development and delivery of key MoJ sustainability programmes. The MoJ intends to be a sustainability leader within Whitehall, and as such, seeks high performing and highly motivated individuals to inspire and deliver meaningful environmental improvements. We work collaboratively across our areas of expertise to deliver positive environmental outcomes across a large range of themes including:

•    Energy management & carbon reduction in line with net zero carbon ambitions
•    Meeting the Greening Government Commitment target (GGC)
•    Waste management and circular resource models
•    Water efficiency
•    Sustainable construction
•    Sustainable procurement
•    Sustainable travel
•    Biodiversity protection and enhancement.

The Sustainability Team is also responsible for embedding environmental sustainability across MoJ, its agencies (including prisons, courts and probation centers) and its Arm’s Length Bodies. This includes the department’s policy making, operations, finance, governance, estates and commercial activity. Working in a large and diverse organisation presents the team with huge scope to deliver national scale sustainability leadership

Directorate Overview

The Sustainability Team sits in the Property Directorate, which exists to enable our customers to perform to their very best. Our job is to manage one of the most diverse and complex estates in Government – our portfolio consists of properties valued at £8.5bn, and we are second biggest estate in central Government, including several Sites of Special Scientific Interest.  We provide specialist services including facilities management, health & safety, fire safety and security, technical design expertise, as well as sustainability.

We continue to deliver new ways of working across the estates cluster – leading on the scale and pace of activity for central government – proposing ways to achieve, and then providing, more dynamic and flexible work space, while driving down the cost of the estate.

Job Description, Duties and Responsibilities –

Lead development and commissioning of MoJ’s net zero carbon programme including ensuring we meet our targets for carbon reduction in line with MoJ’s net zero carbon strategy:

Deliverables/ Responsibilities

•    Lead and manage a diverse team of net zero carbon professionals focusing on carbon and energy reduction across the MoJ estate
•    Lead, contribute to and oversee delivery of complex carbon reduction proposals.
•    Work with key stakeholders including programme delivery, external consultants, FM and colleagues in prisons and probation services.
•    Develop funding bids relating to energy and carbon management projects.
•    Lead on benefits realisation plan for the MoJ net zero carbon programme
•    Manage planed interventions to deadline ensuring benefits are realised.
•    Provide guidance and management support to support ongoing shared estate projects where carbon and energy proposals have been identified, including ongoing maintenance.
•    Review project mandates and follow up project evaluations.
•    Manage a team of net zero carbon professionals

The role may involve occasional travel to MOJ establishments throughout England and Wales.

Skills and Experience

Essential

-    Excellent net zero carbon programme development and commissioning skills along with business case development skills
-    Excellent understanding of budget and benefits management
-    Sound understanding of carbon management, project delivery and associated benefits realisation
-    Sound understanding of low carbon initiatives especially in the context of decarbonisation solutions for existing estate
-    Excellent written and oral communication skills
-    Ability to understand and interpret complex datasets, technical issues, get to the core of performance issues and explain this concisely to stakeholders.
-    Experience of managing a variety of stakeholders, demonstrate the ability to mitigate between different agendas, resolve conflict and achieve positive outcomes.  
-    Tenacity and drive, with a proven ability to resolve problems swiftly and skilfully.  Ability to exercise significant judgement to analyse situations and develop new approaches, factoring in awareness of the relevant strategy.  
-    Demonstrate commitment to the organisation’s values and behaviours, equal opportunities and diversity, service regulatory frameworks and requirements, responsibilities under Health and Safety, risk management and security, and protection of information.
-    At least 5 years environmental sustainability work including membership of a recognised body or institute status (e.g. MIEMA, CIBSE or similar).
-    Relevant qualification in a Sustainability discipline.

Highly Desirable

•    Membership of the Government Property Profession or Institute of Environmental Management and Assessment (IEMA) or The Chartered Institution of Building Services Engineers (CIBSE) is desirable.
•    Good project and programme delivery experience in the context of carbon management programme for a large organisation
•    A practical working knowledge of the use of ITC packages, e.g. MS Word, Excel and Power Point. 

Qualifications

•    Relevant qualification in a Sustainability discipline.

Government Property Profession (GPP) Technical Skills

The GPP Framework is aimed at staff working in property or property-related roles and consider property to be their career anchor profession. This usually encompasses posts where professional qualifications and experience are directly relevant to the work being undertaken. However, it is also applicable to those who are currently not qualified property practitioners but wish to make this their profession of choice. Flexible working hours

The Property Directorate offers flexible working subject to local agreement.

CTC level National Security Clearance is required for this role. Central Government policy dictates that applicants for National Security Clearance must be a resident in the UK for these minimum periods:

Working Arrangements & Further Information

Some of MoJ’s terms and conditions of service are changing as part of Civil Service reform. The changes will apply to staff joining MoJ who are new to the Civil Service. Staff joining MoJ from other civil service employers will transfer onto the new MoJ terms if they are already on 'modernised' terms in their current post or onto 'unmodernised' MoJ terms if they are on 'unmodernised' terms at their current post.
