Role Overview

MoJ are advertising two roles for the delivery of sustainability priorities; one role for the Home Office and one role for HM Courts & Tribunals Services. You will be responsible for the delivery of key sustainability priorities including achievement of the Greening Government Commitments, energy management & carbon reduction on the road to net zero, waste management, water efficiency and sustainable travel across the estate. You will be responsible for providing technical advice regarding energy and water management best practice and you will use data and tools to monitor and deliver targeted interventions to improve performance. You will manage energy and water utility contracts to ensure they are operating efficiently. You will be working with Facilities Management partners, contractors, commercial colleagues and other key stakeholders to deliver strategies and plans to improve environmental performance. Team Overview

Home Office Role

The Home Office Sustainability Manager will focus on improving sustainability performance including achieving GGC targets of Home Office.  Sitting within a large, multidisciplinary team responsible for the delivery of key MoJ and Home Office sustainability priorities we work collaboratively across a range of themes including; meeting the Greening Government Commitment targets (GGC); energy management & carbon reduction in line with net zero carbon ambitions; waste management and circular resource models; water efficiency; sustainable construction; sustainable procurement; sustainable travel; and Biodiversity protection and enhancement.

The Sustainability Team is responsible for embedding environmental sustainability across MoJ and delivering sustainable operations for our key client, the Home Office.

HM Courts and Tribunals (HMCTS) Role

The HMCTS Sustainability Manager will focus on improving sustainability performance, including achieving GGC targets of HMCTS. The HMCTS Sustainability team work closely with the Ministry of Justice Sustainability Team but sit within HMCTS Property Directorate. The team are responsible for HMCTS environmental performance, providing advice, setting technical standards, collating and analysing data, submitting bids for investment and delivering programmes of work to reduce energy, water, waste and improve biodiversity across the HMCTS estate.

Directorate Overview

The MoJ and HMCTS Sustainability Teams sits within dedicated Property Directorates, which exists to enable our customers to perform to their very best. Ministry of Justice is comprised of a number of agencies, including HM Courts and Tribunals Service, Prisons, Probation and Arm’s Length Bodies, and is one of the most diverse and complex estates in Government – our portfolio consists of properties valued at £8.5bn, and we are second biggest estate in central Government, including several Sites of Special Scientific Interest. We provide specialist services including facilities management, health & safety, fire safety and security, technical design expertise, as well as sustainability.

Job Description, Duties and Responsibilities –

Deliver key sustainability priorities including ensuring we meet Home office and HMCTS’s GGC targets for carbon reduction, waste management, water efficiency and sustainable travel. Responsibilities will include the following:

Deliverables/ Responsibilities

•    Provide technical advice on energy, carbon, water and waste management to relevant stakeholders across the Home Office estate or HMCTS.
•    Overseeing delivery of a range of carbon, water and waste reduction projects, working with relevant stakeholders including Facilities Management providers, Project Delivery and Commercial colleagues and external contractors to ensure successful delivery.
•    Managing directly, or influence Facilities Management and Contractors to deliver improved environmental performance.
•    Actively engage stakeholders in all parts of the MoJ, Home Office and HMCTS to support delivery of carbon, water, waste and travel reduction targets.
•    Represent Home Office or HMCTS as required at cross-Whitehall and other sustainability fora.
•    Help develop funding bids relating to energy, waste and water projects.
•    Manage FM provider to ensure accurate and timely sustainability reporting for monitoring and benchmarking performance at site and business unit level
•    Deliver internal reports from the data supplier to show progress towards delivering Greening Government Commitments (GGC) across Home Office or HMCTS estate: forecasts for departmental and cross-Government sustainability reporting, also trend analysis and identification of risk
•    Help to ensure compliance with statutory environmental requirements: including EU Emissions Trading Scheme, CRC Energy Efficiency Scheme and Display Energy Certificates.
•    Support Commercial to let suitable utility contracts and help deliver utility based savings in particular associated with bill verification, water deregulation and opportunities in the electricity market including, but not limited to, demand side response.
•    Provide information and where required briefing for Ministers’ Cases, PQs, FOIs and TOs, reports as required.

In addition to the responsibilities listed above, all employees must be flexible in their approach to undertake other duties that are commensurate with the post holder’s level, wherever they may be, to achieve the objectives of the Cluster.

Expectations of post holder in executing the role

We operate in a fast paced and complex environment, so you must be flexible and resilient. A big part of what we do is delivered through others, so you will need to be persuasive, inclusive and a team player. The role may involve occasional travel to MOJ/HO/HMCTS establishments throughout the UK.

Skills and Experience

Essential

Strong sustainability technical knowledge along with sound project management skills are required.

•    Demonstrable knowledge and experience of working in the fields of energy, water, waste, engineering, construction, estates or sustainability.
•    Experience and knowledge of leading, developing and implementing utility and waste reductions and/or other sustainability management programmes.
•    Experience of working effectively through others to achieve goals.
•    Experience of developing effective and innovative solutions.
•    Ability to communicate at all levels internally and externally with excellent influencing and negotiating skills.
•    Ability to research, interpret and summarise complex information in a way that is relevant and easily understood both orally and in writing.
•    Ability to work on own initiative, make decisions, work under pressure and deliver within tight deadlines.
•    Relevant qualification in an energy management or sustainability discipline.

Highly Desirable

•    Membership of the Government Property Profession or Institute of Environmental Management and Assessment (IEMA), the Chartered Institution of Building Services Engineers (CIBSE) or Energy managers association (EMA) fellow or member is desirable.
•    A practical working knowledge of the use of ITC packages, e.g. MS Word, Excel and Power Point.

•    Relevant qualification in a Sustainability discipline.

Government Property Profession (GPP) Technical Skills

The GPP Framework is aimed at staff working in property or property-related roles and consider property to be their career anchor profession. This usually encompasses posts where professional qualifications and experience are directly relevant to the work being undertaken. However, it is also applicable to those who are currently not qualified property practitioners but wish to make this their profession of choice. Flexible working hours

The Property Directorate offers flexible working subject to local agreement.

This post is advertised as Permanent & Full Time, part-time applicants will be considered under job share arrangements.

The unit is supportive of and encourages flexible working and compressed hours candidates will also be considered.

CTC level National Security Clearance is required for this role. Central Government policy dictates that applicants for National Security Clearance must be a resident in the UK for these minimum periods:

  • CTC - 3 years 
  • SC - 5 years 
  • DV - 10 years

Working Arrangements & Further Information

Some of MoJ’s terms and conditions of service are changing as part of Civil Service reform. The changes will apply to staff joining MoJ who are new to the Civil Service. Staff joining MoJ from other civil service employers will transfer onto the new MoJ terms if they are already on 'modernised' terms in their current post or onto 'unmodernised' MoJ terms if they are on 'unmodernised' terms at their current post.
