About the JAC

The Judicial Appointments Commission (JAC) is an independent public body, established in April 2006, to select judges in the courts and tribunals, and non-legal tribunal members. The JAC selects judicial candidates through fair and open competition, encouraging a wide range of quality candidates to apply for the posts that it advertises.

The JAC is responsible for designing, planning, and running recruitment campaigns to select judicial office holders up to and including High Court Judges. We have a statutory duty to select solely on merit, while keeping our selection processes open to the widest range of applicants. We launch a new campaign for judicial posts every one to two weeks. These range from high volume campaigns for ‘entry level’ posts, attracting upward of 2,000 applicants, to small campaigns for senior roles, attracting a handful of highly qualified people.

Though located at Clive House, Petty France, London, SW1H 9AJ JAC staff are currently working in a hybrid way with some days in the office and some days working remotely. It will be necessary for the successful postholder to work at the JAC location regularly to support business need.

The Role

We are looking for a Senior Programme Manager to help us oversee and deliver our extensive programme of judicial and non-legal appointment activity throughout England and Wales.

Within this role you will be responsible for monitoring and controlling an annual programme of up to 40 selection exercises. You will use your programme management skills to ensure that this complex programme of selection activity is delivered on time and to budget, leading on financial and resource forecasting. You will be comfortable analysing data to help project future delivery constraints and will use you strong relationship management and engagement skills to ensure that the JAC works effectively with its stakeholders in delivering this complex programme.

The role will also require you to support the JAC’s continuous improvement culture by identifying opportunities to improve efficiency, challenging existing processes as appropriate, and making recommendations for future improvements to the JAC senior leaders.

Main responsibilities

  • Support the Head of Digital Delivery and Programme Office; allocating exercises to selection exercise teams; providing advice and assistance to colleagues and delivery partners; ensuring budgets are devised for all selection exercises; maintaining oversight of reserve lists and collating statistics for the annual report and other reports as required.
  • Develop a future programme of selection exercises that best reflects the business needs of HMCTS and the judiciary, taking into account the resources available to the JAC and its delivery partners to ensure feasibility of successful delivery.
  • Liaise with HMCTS concerning new, emerging and/or changing priorities and consider potential impact of change.
  • Manage our programme office and lead a small team (3 staff) to deliver programme forecasting and control, which includes effective risk mitigation, quality assurance, and a high standard of stakeholder handling and budgetary control.
  • Develop and manage effective working relationships with project managers and other staff within the JAC, and with our business partners and the judiciary.
  • Act as a leader across the Operations Team, working proactively with colleagues to problem-solve issues, developing a strategic awareness of the organisation’s priorities and how they feed into operational work, and identifying opportunities for improvement to delivery.

The successful candidate should also have:

  • Strong relationship management skills and experience of liaising with stakeholders at senior levels (equivalent to Director and above within the civil service, Chief Executive and Board Chair in other sectors).
  • Excellent attention to detail in planning, programming, and monitoring of projects.
  • A good understanding of how programme management, operational delivery, quality assurance, governance and policy are co-dependent functions in a delivery organisation.
  • The ability to quickly research and assimilate information to provide advice to colleagues.

Working Arrangements & Further Information

The MoJ offers Hybrid Working arrangements where business need allows. This is an informal, non-contractual form of flexible working that blends working from your base location, different MoJ sites and / or from home (please be aware that this role can only be worked in the UK and not overseas). Some roles will not be suitable for Hybrid Working. Similarly, Hybrid Working will not suit everyone’s circumstances. Arrangements will be discussed and agreed with the successful candidate(s) and subject to regular review.

For nationally advertised roles, the successful candidate(s) will be appointed to a MoJ office location, which may include their nearest Justice Collaboration Centre or Justice Satellite Office. This will be discussed and agreed on the completion of pre-employment checks.

Some of MoJ’s terms and conditions of service are changing as part of Civil Service reform. The changes will apply to staff joining MoJ who are new to the Civil Service.
