Programme and Project Management

The courts and tribunals in England and Wales have been allocated unprecedented funding of almost £1billlion to deliver reform. This will enable HM Courts & Tribunals Service, working in partnership with the judiciary, to create a system that is proportionate and accessible and that better meets the needs of the people it serves.

The Civil, Family and Tribunals (CFT) Services Programme is a central Programme within the Portfolio. The Programme’s objective is to design and implement a range of digital applications and processes, using combined Agile and traditional Waterfall methodologies, to transform services in Civil, Family and Tribunals part of the justice system to become more customer focused.

The CFT Services Programme Management Office (PMO) operates a standard ‘hub and spoke’ model, linking into each of the 9 constituent projects. The PMO sets out delivery standards for Projects, provides delivery assurance to the Programme Director and performs a number of other traditional PMO functions such as governance, planning, reporting, risk & issue management alongside benefits management and assurance.

As a PMO Lead you will work alongside a team of PMO professionals who each lead on their respective functions. Your application will need to demonstrate that have the experience required in leading in creating and maintaining a ‘learning’ environment that facilitates high-quality knowledge transfer which safeguards business delivery during a period of significant change within a Programmatic environment. Good working knowledge of project and programme assurance is also desirable. You must have the ability to thrive in an environment that is constantly evolving and respond positively to the challenges that come with that.

This role provides a fantastic opportunity to showcase your PMO Lead skills whilst also developing your wider Programme Management skills and really fulfil your potential in a fast paced and exciting Programme.

  • HMCTS Programme Managers
  • Portfolio Reporting and Governance team members
  • Project Managers and Project PMOs

Key responsibilities:

Applying Programme Controls

  • Establishing and managing the PMO support services to support delivery of the programme. This will involve applying programme controls in accordance with the Delivery Framework standards to a level commensurate for the Programme, including the development and maintenance of programme plans, programme reports, dependencies and risks & issues registers.
  • Development, maintenance and ongoing management of:
  • Support the Programme Manager in development of the Programme Definition Document and other programme-level products
  • Monitor the delivery of programme-level products and activities against plans, challenging progress as appropriate.
  • Support the establishment of programme-level governance boards.
  • Manage dependencies and conflict between initiatives.
  • Manage appropriate tracking control
  • Assess/evaluate information received from projects within the Programme
  • Ensuring that short-range plans are detailed (and longer-range plans are at least outlined), and that plans have been reviewed and approved against programme/project planning standards
  • Compilation and timely delivery of complete and accurate reports
  • Ensuring key programme-level products are version controlled and approved, with the products and sign-offs collected and stored in a file repository
  • Identification and dissemination of lessons learned

PPM Process and Tool Improvement

  • Ongoing support to the Centre of Excellence function to provide feedback on tools and processes and implementation of improvements
  • Provision of guidance, support (including hosting workshops) and QA across the portfolio focussing on programme- and project-level:
  • Planning (e.g. ensuring that Short-range plans are detailed (and longer-range plans are at least outlined, and that plans have been reviewed and approved against programme/project planning standards).
  • Risk and issue management
  • Identification and dissemination of lessons learned
  • Change control
  • Dependency management
  • Reporting
  • Assurance requirements (e.g. Gates)
  • Working with the central PMO Team to consistently review and develop the PMO templates, standards and processes.

PMO Resources

  • Line management of PMO support team members within the Programme PMO, including:
  • Recruitment
  • Onboarding and training in required ways of working
  • Ongoing line management of Band C or D PMO resource
  • Day-to-day management of the scope and quality of work.
  • Lead in creating and maintaining a ‘learning’ environment that facilitates high-quality knowledge transfer which safeguards business delivery during a period of significant change.

Other

  • Administer and support key assurance events such as Gateway Reviews
  • Provide administrative support for meetings where PMO knowledge is required.

Other duties

The post holder is required to work in a flexible way and undertake any other duties reasonably requested by line management which are commensurate with the grade and level of responsibility of this post.

Skills and Qualifications

Essential

  • Detailed understanding of programme management offices and their services, (e.g. risk management, reporting and change control).
  • Ability to be innovative, learn and share good practise in a fast-paced, changing environment.
  • Strong planning skills at programme level.
  • A strong communicator, able to communicate messages clearly to a range of audiences at all levels.
  • The ability to build productive working relationships quickly and to engender confidence with the programmes and projects.
  • The authority, intellect and knowledge to communicate sometimes difficult recommendations to senior officials.

Desirable

  • Previous experience within a portfolio or programme office environment.
  • Experience of enterprise PPM tools, and ideally, their deployment.
  • Experience of working in fast-paced environments on a start-up function.
  • Exposure to GMPP projects.
  • Practitioner status for one or more of the following Axelos qualifications:

Location of Post

Please see recruitment details. Frequent travel to London and other HMCTS sites (at least 4-6 days per month) will be required as part of these working arrangements.

Fixed Term Appointment

This appointment will be made on a fixed term basis, due to the time limited nature of the Reform Programme.

For existing civil servants, whilst the role itself is time limited, at the end of the fixed term period, you will retain your permanent status but will be placed on the re-deployment register. Successful appointment on promotion will secure this grade on a permanent substantive basis.

Secondments and loans will be considered on an individual basis.

Some of MoJ’s terms and conditions of service are changing as part of Civil Service reform. The changes will apply to staff joining MoJ who are new to the Civil Service. Staff joining MoJ from other civil service employers will transfer onto the new MoJ terms if they are already on 'modernised' terms in their current post or onto 'unmodernised' MoJ terms if they are on 'unmodernised' terms at their current post.
