Background

The Estate Cluster which manages property and facilities management interests on behalf of the Ministry of Justice (MoJ) including Her Majesty’s Prison and Probation Service (HMPPS), Home Office (HO), Crown Prosecution service (CPS), Department for Education (DfE), Ministry of Housing, Communities and Local Government (MCLG), Department for International Trade (DIT), Department for Exiting the EU (DExEU) and a number of Arm’s Length Bodies (ALBs). It comprises a diverse range of assets that include: prisons, training centres, operational buildings, approved premises and an office estate that supports the wider operational activities.

The Cluster forms one of the biggest of its kind in Whitehall consisting of over 2,000 holdings nationally and is a trail blazer for future clusters and the one Public Estate Agenda

About the team

The team is responsible for promoting the delivery of sustainability projects across the shared estate. It provides advice to Project delivery on technical standards and project mandates, Facilities Management on initiatives to help meet the Greening Government Commitments, and cluster departments on improving and embedding sustainability.

Purpose of the role

To be the focal point for energy and water management across MoJ and the Estate cluster, providing good quality technical advice using tools to monitor performance and deliver solutions, working closely with Facilities Management teams, and others, to reduce costs and consumption of utilities and reduce the carbon footprint of the Estate Cluster and to meet the Greening Government Commitments.

To manage the Arcadis/Carbon Smart sustainability data capture and analysis contract, ensure data is made available to Defra on time for the Greening Government Commitments

Deliverables/Responsibilities

  • To help deliver effective carbon, energy and water management programmes. provide advice and support.
  • Work with stakeholders to drive performance by identifying and delivering energy and water proposals and programmes. These projects will be tracked and the benefits demonstrated through savings and sharing good practice.
  • Identify measures including no-cost and low-cost energy and water saving opportunities through, for example, analysis of live and half hourly data analysis.
  • Manage live energy display contract.
  • Manage the data provider to ensure accurate and timely sustainability reporting for the MoJ estates cluster including GGC, CRC, EUETS, ARACs: monitoring and benchmarking performance at site and business unit level: rebaselining of GGC where required and liaison with Defra, BRE and Carbon Smart as required.
  • Deliver internal reports from the data supplier to show progress towards delivering Greening Government Commitments (GGC) across MoJ Cluster estate: forecasts for departmental and cross-Government sustainability reporting, also trend analysis and identification of risk:
  • Help to ensure compliance with statutory environmental requirements: including EU Emissions Trading Scheme, CRC Energy Efficiency Scheme and Display Energy Certificates.
  • Support Commercial to let suitable utility contracts and help deliver utility based savings in particular associated with bill verification, water deregulation and opportunities in the electricity market including, but not limited to, demand side response.
  • Identify opportunities for improving FM contract delivery.
  • Represent MoJ, HO, LOD, DCLG, DfE, DIT and DExEU to ensure interests across Whitehall with key GGC policy teams, including Defra and BEIS.
  • Advise and support Head of Sustainability in agreeing new GGC targets for carbon and other areas with Defra and BEIS.
  • Provide information and where required briefing for Ministers’ Cases, PQs, FOIs and TOs, reports as required.
  • To add in the management of the Arcadis/Carbon Smart data collection and analysis service.
  • In addition to the responsibilities listed above, all employees must be flexible in their approach to undertake other duties that are commensurate with the post holder’s level, wherever they may be, to achieve the objectives of the Cluster.

Some of MoJ’s terms and conditions of service are changing as part of Civil Service reform. The changes will apply to staff joining MoJ who are new to the Civil Service.
