Electronic Monitoring (EM) is an effective tool for managing people on probation, helping to protect the public, prevent victims and reduce reoffending.

The EM caseload is growing, and there are ambitious plans to double that caseload to almost 26,000 by 2025 through a commitment to spend an additional £183 million over the next three years.

Probation plays a critical role in realising the value that EM can offer to those being monitored and to victims.  We are therefore putting in place national and regional governance structures to embed the use of EM, drive best practice and improve EM services.

Key to this will be the creation of a non-operational position – the EM Integration Lead -  within each region. Responsibilities include:

  • Raising awareness and understanding of EM in their region, including delivering training
  • Providing management oversight of EM performance data
  • Identifying and proposing areas for improvement
  • Delivering against the HMIP inspectorate response action plan and OSAG and any other inspections
  • Build and maintain an effective relationship with Electronic Monitoring Services (EMS)
  • Liaising with Prison Group Directors for HDC data
  • Engagement with the Bail Accommodation and Advice Service (BASS) when EM is a requirement
  • Leading on the introduction of new EM initiatives in their region
  • Acting as a subject matter expert for their region, covering the full use of EM across its use in sentencing and release from custody
  • Representing their region in National Governance meetings and reporting to their local regional probation director on regional progress
  • Providing highlight reports from their region to the national teams to track progress

The EM integration lead will report into the regional IOM and EM Strategic Lead, who will have overall responsibility for driving performance improvement, championing the use of EM and influencing national strategy.

This is a temporary role for up to three years linked to the spending review and is a non-operational position.

Overview of the job

The Probation Service (PS) has a number of Change Portfolio Teams which exist to:

•    Deliver change projects within the PS to deliver business benefit or mitigate risk.
•    Own the ‘PS eye view’ of all national or significant change being delivered across the PS.
•    Provide PMO services to projects in line with Probation Service organisational objectives.

This is a temporary project manager role delivering projects of up to 12 months duration within the PS.

Summary

The team works closely with System Change Teams in the PS divisions, and with national change programmes.

Responsibilities, Activities & Duties

The job holder will be required to carry out the following responsibilities, activities and duties:

•    Providing PS business expertise to national programmes which are implementing change across the MoJ.
•    Delivery of an information management programme which is designed to increase the maturity of information management practices within the PS.
•    Supporting the delivery of national objectives into the PS.
•    Delivering the ICT elements into organizational programmes.

We foresee that there will always be a rolling programme of change projects in delivery, across the Probation Service.

Hours of Work (Unsocial Hours) Allowances

Working Arrangements & Further Information

The MoJ offers Hybrid Working arrangements where business need allows. This is an informal, non-contractual form of flexible working that blends working from your base location, different MoJ sites and / or from home (please be aware that this role can only be worked in the UK and not overseas). Some roles will not be suitable for Hybrid Working. Similarly, Hybrid Working will not suit everyone’s circumstances. Arrangements will be discussed and agreed with the successful candidate(s) and subject to regular review.  

For nationally advertised roles, the successful candidate(s) will be appointed to a MoJ office location, which may include their nearest Justice Collaboration Centre or Justice Satellite Office. This will be discussed and agreed on the completion of pre-employment checks.

Some of MoJ’s terms and conditions of service are changing as part of Civil Service reform. The changes will apply to staff joining MoJ who are new to the Civil Service. Staff joining MoJ from other civil service employers will transfer onto the new MoJ terms if they are already on 'modernised' terms in their current post or onto 'unmodernised' MoJ terms if they are on 'unmodernised' terms at their current post. Details will be available if an offer is made.

Standard working hours are 37 hours per week excluding breaks which are unpaid.

Annual Leave

Annual leave is 25 days on appointment and will increase to 30 days after five years’ service, plus public holidays. Leave for part-time and job share posts will be calculated on a pro-rata basis
