HMCTS and its reform programme


Her Majesty’s Courts and Tribunals Service (HMCTS) is responsible for the administration of the criminal, civil and family courts and tribunals in England and Wales and non-devolved tribunals in Scotland and Northern Ireland. The courts and tribunals in England and Wales have been allocated unprecedented funding of almost £1billlion for a modernisation programme that will use new technology and ways of working to transform our justice system. This will enable us, working in partnership with the judiciary, to create a system that is proportionate and accessible and better meets the needs of the people it serves. This is the most ambitious programme of its kind anywhere in the world. One of the key pillars of the reform programme is building modern capabilities.


How this role fits into HMCTS HR and the People and Culture Transformation Programme


This unique role is responsible for delivering the established HMCTS Capability Strategy, both by leading one of the five People and Culture Transformation (PACT) Programme workstreams, called “Capability Development”, and by leading the HR People Capability team, in an integrated way. The purpose is common; to build the capability we need now to ensure all employees can deliver their work effectively, alongside building capability that we will need in the future by identifying the required skills and knowledge and sourcing the right learning interventions. The work of the People Capability team is a significant lever in transforming HMCTS’ culture. Please see more details below

Overview of the role


The Head of People Capability role leads on the continued implementation of the HMCTS Capability Strategy and our aspiration to become a learning organisation.


Specifically, your remit will be to lead:


  • The continued roll-out and continuous improvement of our leadership development programme, “iTransform HMCTS”, and its constituent parts, which currently include: a bespoke 12-month leadership development programme for all leadership grades below the senior civil service; a bespoke senior civil servant coaching programme and emotional intelligence coaching interventions for all leaders.
  • The continued testing, iteration and launch of our new, blended customer service learning programme and evidence-based creation/curation of supplementary customer service learning products.
  • The continued roll-out of our Digital You programme to build digital confidence and capability and evidence-based creation/curation of supplementary digital capability learning products.
  • The continued testing, iteration and implementation of a new learning management system to provide easy access to curated learning resources and a platform for social interaction.
  • The continued engagement with reform projects and programmes, following our reform learning strategy, from learning needs analyses to learning product design. This includes the continuous improvement of the comprehensive learning curriculum for staff in our new Courts and Tribunals Service Centres and the design of a comprehensive learning curriculum for staff in our new Courts and Tribunals.
  • The continued updating and conversion to learning products of existing, role-specific training materials (c. 50 sets), working with subject matter experts.
  • The facilitation and continuous improvement of our learning operating model, including the processing of learning requirements and making sure the right learning networks are in place.
  • The continuous improvement, promotion and embedding of our comprehensive and diverse capability offer, linking with partners across the HR/PACT team e.g. on career transition support and apprenticeships, across the organisation e.g. senior leaders and outside HMCTS e.g. other Departments and suppliers.
  • The completion and embedding of a joined-up capability evaluation strategy and analysis of management information to understand the impact of the learning products and continuously improve the offer.
  • The management of the capability budgets, both a central ‘business as usual’ learning and development budget and a reform-funded budget, and surrounding financial activity.
  • Horizon scanning for new learning approaches and resources for curation and for opportunities to join up work across Government Departments.
  • Significant stakeholder management, internally and externally, including with the judicial office.
  • 30+ members of staff - the People Capability team.

Location


You can be based nationally in any HMCTS location, including our HQ at Petty France, London. Your team and your stakeholders are geographically dispersed so you would need to travel on a regular basis, particularly to London.

Working Arrangements & Further Information

Some of MoJ’s terms and conditions of service are changing as part of Civil Service reform. The changes will apply to staff joining MoJ who are new to the Civil Service. Staff joining MoJ from other civil service employers will transfer onto the new MoJ terms if they are already on 'modernised' terms in their current post or onto 'unmodernised' MoJ terms if they are on 'unmodernised' terms at their current post. Details will be available if an offer is made.
