About the role:

This is an exciting opportunity to join this high performing and dynamic team as an HR Business Partner to build on, or widen your skills as an HR professional; working alongside the Senior HR Business Partners.

As an HR Business Partner, you will sit within a central pool of HR Business Partners reporting into a Senior HRBP. You could be working on specific cross cutting projects (for example recent projects have included the new rollout of the new Performance Management process and Success Profiles) or you could be undertaking/supporting work in a specific area such as organisational design in a business area; or you could be answering a complex HR policy enquiry sent to our central mailbox. You will be expected to work effectively with senior colleagues within HR, the Ministry of Justice and wider Government.

Person specification:

The HR Business Partner (HRBP) is a key member of HR team and provides HR interventions on business issues which contribute to overall business delivery. The HRBP contribution can include:

  • Providing input into the development of the business strategy.
  • Planning for the capacity and capability required by the business.
  • Recognising where organisational development interventions may be required.
  • Providing technical HR oversight to TUPES, restructures and change.

This is a fast-paced, challenging, role that requires a highly proactive approach to the work and provides the job holder with a high level of autonomy.

Key to the role is the need to be a credible HR professional with the ability to establish quality relationships with key stakeholders.

The successful candidate will be able to demonstrate their skills and HR knowledge to support the business. You will need to be a well organised, with a good knowledge of HR and proven analytical skills, professional and confident with the ability to prioritise a busy workload with conflicting priorities. As a representative of the People Group, excellent communications skills and the ability to remain calm and reliable under pressure and challenge are also essential.

While the Senior HRBPs are the primary contact for senior stakeholders and the business areas, their success is reliant upon the strength and support of the centralised HRBPs; as such we are looking for individuals who can deliver through others. There are opportunities for some of the HRBPs to business partner directly business areas such as some of the Arm’s Length Bodies.

Main Duties:

  • Providing strategic planning support that enables and equips Senior HR Business Partners and the Business Group(s) to do effective HR planning and decision-making.
  • Working with business areas to support them in implementing people-related change in a way which supports their business objectives and broader MoJ aims.
  • Working collaboratively with HR colleagues across the Chief People Officer Group, MoJ and the Civil Service to build the one-HR strategy and approach, ensuring effective, seamless delivery of HR services, whilst promoting professional and MOJ values.
  • Handling enquiries to business area enquiries sent to the central HRBP mailbox, working collaboratively with HR colleagues across the Chief People Officer Group to resolve queries; striving for continuous improvement in policy and processes by taking a proactive approach and recognising situations where follow up or escalation would achieve a positive change.

  • You must have experience of confidently, concisely and effectively communicating with a wide range of stakeholders (at all levels)
  • Highly credible HR professional with a strong client focus.
  • Strong consultancy, partnership and relationship building skills.
  • Coaching and influence senior leaders and managers.

It is desirable that you have:

  • CIPD qualified or the willingness to study (there is the opportunity to undertake an Apprenticeship with this role).
  • Experience in using a range of analytical tools.
  • Experience of change management, whole systems thinking and general organisational developments concepts.

Working Arrangements & Further Information

Some of MoJ’s terms and conditions of service are changing as part of Civil Service reform. The changes will apply to staff joining MoJ who are new to the Civil Service. Staff joining MoJ from other civil service employers will transfer onto the new MoJ terms if they are already on 'modernised' terms in their current post or onto 'unmodernised' MoJ terms if they are on 'unmodernised' terms at their current post. Details will be available if an offer is made.
