Overview

The Judicial Appointments Commission (JAC) is an independent body, established in 2006 to select judges for the courts and tribunals through fair and open competition, independently from the government and judiciary.

We are responsible for designing, planning and running recruitment campaigns to select judicial office holders up to and including the High Court in England and Wales. We have a statutory duty to select solely on merit, while keeping our selection processes open to the widest range of applicants.

The JAC is being asked to deliver a challenging programme of recruitment from 2019 to 2021 and is set to make more recommendations for judicial appointments than at any time in the past. As a result, we have increased our permanent staff by some 65% since April 2017, and now sits at around 70.

The role

With this increase in staff we are looking for a new HR Support Manager who will work closely with the Head of Corporate Services to provide support for HR operational processes and a high level of service for staff and panel members. As this is a new role, it provides a great opportunity for the successful applicant to influence how the work is managed.

You will be an enthusiastic self–starter and able to work on your own initiative, as well as being a good team player. Working as part of the Corporate Services team, you will be working to deadlines and effectively prioritising work across HR matters.

While a HR qualification is not essential, it is expected that the successful candidate will have experience of working in a HR environment providing advice and guidance covering the full range of HR activities. You will also need to quickly establish working relations with colleagues in the Ministry of Justice and Shared Services Connected Ltd, who provide the HR transactional services.

The Corporate Services team covers HR, Finance, Audit, Business Services and investigates complaints from applicants for judicial appointment. As it is a small team it is important you are flexible and willing to help out with other areas and projects including some operational aspects of finance, security and data protection.

Main responsibilities of the role include:

  • Support the Head of Corporate Services to provide HR advice and support to JAC staff and panel members
  • Lead on the implementation of the JAC People Plan, incorporating outcomes from the 2018 People Survey
  • Work closely with the in-house training team, to ensure that suitable training and development opportunities are available to all staff
  • Work closely with HR colleagues in the Ministry of Justice to ensure that JAC interests are represented and that we have equal access to wider corporate HR schemes
  • Maintain the HR section on the JAC intranet to ensure that it is accurate and up-to-date
  • Act as the Secretary to the JAC’s Audit and Risk Committee, preparation of papers and minute taking for meetings which take place quarterly.
  • Assist the Senior Finance Manager to ensure that invoices are processed accurately and in a timely way

Skills and qualifications

Desirable Criteria

• CIPD qualifications (or willingness to work towards)

Working Arrangements & Further Information

Some of MoJ’s terms and conditions of service are changing as part of Civil Service reform. The changes will apply to staff joining MoJ who are new to the Civil Service. Staff joining MoJ from other civil service employers will transfer onto the new MoJ terms if they are already on 'modernised' terms in their current post or onto 'unmodernised' MoJ terms if they are on 'unmodernised' terms at their current post. Details will be available if an offer is made.
